NOTIFICATION

Approval of the Hon'ble Lieutenant-Governor, Puducherry, is hereby accorded for issue of guidelines for availing Central Financial Assistance under the subcomponent "Safety of Fishermen at Sea" in the component "Development of Marine Fisheries" under the Central Sector Scheme – "Blue Revolution: Integrated Development and Management of Fisheries" as appended to this notification, for implementation in the Union territory of Puducherry.

Guidelines for Availing Central Financial Assistance

under the Subcomponent "Safety of Fishermen at Sea"

in the component "Development of Marine Fisheries" under the

Central Sector Scheme – "Blue Revolution: Integrated Development

and Management of Fisheries"

1. Short title, application and commencement.— (a) These may be called as Guidelines for Availing Central Financial Assistance under the Subcomponent "Safety of Fishermen at Sea" in the component "Development of Marine Fisheries" under the Central Sector Scheme – "Blue Revolution: Integrated Development and Management of Fisheries".

(b) They shall apply to the whole of the Union territory of

Puducherry.

(c) They shall come into force from the date of its publication

in the Official Gazette.

2. Definitions.— Unless the context otherwise requires:–

(i) "Department" means, the Department of Fisheries and Fishermen Welfare, Puducherry and its Regional Offices in Karaikal, Mahe and Yanam.

(ii) "Director" means, the Director of Fisheries and Fishermen

Welfare, Puducherry.

(iii) "Form" means, the Application Form approved under this guidelines and to be issued to the applicant through Department of Fisheries and Fishermen Welfare in all four regions and the same may be available in the Government website.

(iv) "Registered Boats" means, mechanized/motorized boats which are registered and allotted with Registration numbers by the Department through online Real Craft Programme.

(v) "Fishermen Co-operative" means, the Pondicherry State Fishermen Co-operative Federation Limited and its affiliated Societies.

3. Objectives.— The objective of the Scheme component is to

promote and develop marine fishing by ensuring safety of fishermen at

sea. The Government will provide financial assistance for purchase of

safety kits to the fishermen by providing cash subsidy to the

beneficiaries directly to their Bank Account in electronic mode through

Direct Benefit Transfer (DBT) platform.

4. Eligibility criteria.— (i) The beneficiary should be a valid

registered owner of motorized/mechanized fishing crafts under the Real

Craft Program, and possess a valid Registration Certificate under Real

Craft Program.

(ii) The beneficiary should possess valid fishing licence.

(iii) The beneficiary should possess Biometric Fishers Identity Cards.

5. Details of Scheme.— (a) Safety Kit: Safety kit shall consists

of GPS, Communication equipment, Eco sounder, Life jackets, Life buoys,

Distress Alert Transmitter (DAT), Life saving appliances (VHF radio

telephones), Fish finder, Backup battery, Search and Rescue beacon, etc.,

as per Government of India Scheme "Blue Revolution: Integrated

Development and Management of Fisheries".

(b) Pattern of Assistance under the Scheme.

Safety of ` 2.00 Lakh per kit 1. General Category Beneficiaries:–

Fishermen [Maximum cost of a 40% – Subsidy on unit cost

at Sea unit kit, permissible [with ceiling of ` 80,000]

under the Scheme]. 60% – Beneficiary contribution

2. Weaker Sections Beneficiaries

(Schedule Caste, Schedule Tribe,

Women and their Co-operatives):–

60% – Subsidy on unit cost [with

a ceiling of ` 1,20,000].

40% – Beneficiary contribution.

6. Technical Committee.— Technical Committee with the following

officials are constituted to assess the specific and essential requirement

of items mentioned in the safety kit for a particular vessel:–

(i) Joint Director of Fisheries and Fishermen Welfare, . . Chairman

(ii) Deputy Director of Fisheries and Fishermen Welfare, . . Member

Karaikal.

(iii) Assistant Director of Fisheries and Fishermen . . Member

Welfare (Mechanization), Puducherry.

(iv) Assistant Director of Fisheries and Fishermen . . Member

Welfare, Mahe.

(v) Assistant Director of Fisheries and Fishermen . . Member

Welfare, Yanam.

(vi) Representative from Pondicherry Engineering . . Member

College, Puducherry.

(vii) Representative from Indian Coast Guard Station, . . Member

Puducherry.

(viii) Representative from Network for Fish Quality . . Member

Management and Sustainable Fishing (NETFISH),

MPEDA, Kochi.

(ix) Deupty Director of Fisheries and Fishermen . . Member-

Welfare (Mechanization), Puducherry. Secretary.

7. Application Form, Scrutiny and Release of Subsidy.—

(a) Form : An application Form approved under this guidelines

available in the Department of Fisheries and Fishermen Welfare in all

four regions or available in the Government website shall be submitted

by the eligible applicants as and when called for by the Department.

(b) Scrutiny : All eligible applications received by the

Department will be enquired into for its genuineness on the field

The enquired application will be approved by the Scheme Implementing

Officer, not below the rank of Assistant Director of Fisheries, as per the

eligibility criteria stipulated in the guidelines under clause (4).

(c) Release of subsidy : The beneficiaries will have to purchase

the safety kits from the notified firms after receiving the communication

for their selection. After purchase of safety equipments, the beneficiaries

should submit the bills to the respective Scheme Implementing Officer.

Then the Scheme Implementing Officer shall arrange for physical

verification of the safety equipments through Village Level Fishery

Officer (VLFO). Based on the report of the Village Level Fishery Officers

(VLFOs), the Scheme Implementing Officer forward the bills of purchase

to the Directorate of Accounts and Treasuries (DAT) for release of

eligible subsidy to the beneficiaries after obtaining necessary

expenditure sanction from the Government. The eligible subsidy will be

released to the Bank Account of the beneficiaries in electronic mode

through Direct Benefit Transfer (DBT) platform.

8. Clarification.— If, any doubt arises with regard to the

implementation of the Scheme Component, the Government of India

Guidelines shall be the final.
