Whereas, the Department of Agricu lture and Farmers Welfare has been extending back-ended subsidy to the Paddy Farmers in order to motivate them to adopt various technological o ptions for increasing their productivity under the Scheme for Crop Productio n Techno lo gy under the notified Guidelines G.O. Ms. No. 4/Ag., dated 17-5-2017 of the Chief Sec reta ria t (Agri cu lt ure and Fo res t), Pu duche rry and G. O. R t. No. 62 /Ag., dat ed 22-10- 2010 of C hief Sec retariat (Agricult ure),

Puducherry. Further, the Su garcane Nursery Growers are also extended

Sugarcane Nursery P remium for the supply of Sugarcane pla nting material from registered Sugarcane Nurseries for bulk planting u nder the notified Guidelines G.O. Rt. No. 6/Ag., dated 31-05-2013 of Chief Secretariat (Agriculture and Forest), Puducherry.

2. Whereas, there has been difficu lty in extending input su bsidy

through M/s. PASIC Limited which is dysfu nctional.

3. In order to streamline the financial assistance, Ho n'ble Chief Minister in the Budget Speech 2019-2 0 announced that subsidy would be extended for meeting the cultivation expenses/production incentive to fa rmers cu ltivating field c rops input and back- ended investment subsidy under Cro p Produ ction Techno logy (CPT) Scheme from 2019-20 in the Union territory of Puducherry.

4. In s upersessio n o f the e arlier not ificatio ns read above, the Government of Pu ducherry i s pleased to approve the payme nt of follo wing subs idy throu gh DBT on cultivat ion expenses/produ ction incentive to eligible farmers cultivating field cro ps.

(i) Subsidy @ 5,000 per acre each for Sornavari and Samba season in Puducherry region, Subs idy @ 5,000 per acre ea ch for Kuruva i and Samba/Thalady season in Karaikal r egio n, Subsidy @ 5,000 per acre each for Kharif and Rabi season in Yanam regio n, not ` exceeding 10,000 per acre per year to Paddy Growing Farmers.

(ii) Subsidy @ 5 ,00 0 per acre for millets and 2,000 per acre for pulses to the farmers who u ndertake cultivatio n of millets/pulses જ્ઞ્n શ્રજ્ઞ્eu ંf paddy crops during Navarai season.

(iii) Pro duction incent ive @ 10,00 0 per ac re to fa rmers cultivating sugarcane/cotton crop at the time of planting season of the cro ps.

(iv) Subsidy @ 2 ,000 per acre to the farmers who undertake

cultivation of groundnut/gingelly and other oil seed cro ps.

5. It shall come into force with immediate effect.

Mode in the Scheme For Crop Produc tion Technology (CP T)

I. The main objectives of the Scheme are:–

(i) To motivate the farmers to sustain their interest in cultivation

of field crops.

(ii) To encourage cu ltivators for adoption o f cultivating less

water consuming alternate crops and crop rotation.

(iii) To support farmers to overcome the financial constraints

to undertake essential farm operation at appro priate time.

(iv) To assure satisfactory remuneration from field crop.

(v) To bring more area unde r cultivat io n and increase

produc tivity

III.

(i) Owner/Tenant cultivators/share croppers.

(ii) The extent to which the field crops raised alone will be taken into considera tion and there is no minimu m limit f o r the ar ea o f cultivation of crops.

(iii) In case of intercrop/mixed crop, the main crop area alone

taken into consideration.

(iv) Subsidy shall be extended only to individual farmers and shall not be extended to institutions/corporates either as owner/tenant.

(v) The farmers shall nece ssarily u se the cer tified see ds of paddy produced by the Department of Agriculture and Farmers Welfare/ PKKVK/PAJANCOA to the extent o f its availability.

(vi) Similarly, the bio -fertilizers and bio-pesticides/fu ngicides shall be used a s per rec ommendatio ns of the Departmen t.The Department shall make recommendation in a manner so as to maximize the benefit to the farmers.

(vii) Pre-registration of the applicants is necessary.

IV.

(i) Copy of Farmers Identity Card and in case of tenant farmers valid lease agr eement/cu ltivator c ertificate issu ed by Departme nt of Revenue and Disaster Management, Puducherry/Karaikal, effecting the conce rned sea son.

(ii) Copy of front page of Savings Account Passbook having

complete details of the Bank including IFSC number.

(iii) Aadhaar card copy.

V.

(i) The Department of Agriculture shall make wide publicity

about the issue and receipt of application for each crop and season.

(ii) The beneficiaries have to submit an Application Form as per Annexure-I along with the required documents obtained from the Uzhavar Udhaviyagam or downloaded from the Departmental website.

(iii) In case of land owners cultivating their land, a copy of the Farme rs Identi ty Card co ntaining the detai ls o f survey nu mber s and extent of land holding need to be submitted along with the Application Form. If, no Identity Card is issued to the farmer till date, a co py of the land document (sale deed/partition deed/gift deed or will) need to be submitted.

(iv) The tenants cu ltivating lands o w ned by Rel igious Institutions/Wakfs/Mutts/Trusts/Municipalities, shall produce a letter of consent from the authority of the Institution concerned as prescribed in Annexure-II.

(v) Further, tenants shall produce a cultivation certificate from the land owner o r Agriculture Department/Revenu e Department who carry out joint verification for the purpose.

(vi) The Agricultu ral Officers (Uzhavar U dhaviyagam) shall

maintain a separate register in the prescribed format (Annexure-III) fo r

the receipt of applications and co nduct periodic field inspection to verify the progress of the culti vation in the respe ctive ju ri sdiction o f the

Uzhavar Udhaviyagams.

(vii) At least 10% of the application shall be cross checked by

the De puty Direc tor of Agr iculture c oncerned, while 5% o f the

applications and 2% of the applications shall be te st checked by the

Joint Director o f Agricult ure (T&V) and Additi onal Direc tor o f Agric ulture (T&V), Pudu cherry/Additional D irector o f Agricul tu re,

Karaikal, respectively.

(viii) The provisional list of beneficiaries will also be placed fo r

social auditing at the respective Uzhavar Udhaviyagams for a period o f

ten days for objection, if any.

(ix) The subsidy would be arrived at as per the patte rn o f

(x) The list of beneficiaries shall be approved by the Directo r

of Agriculture and the Secretary to Government (Agriculture).

(xi) The selected list o f b eneficiari es shall be finalize d and

hosted in the website of the Agriculture Department as well as in the

notice-board of Uzhavar Udhaviyagams.
