Gover nment of India, ha s enacted the new Act ., 'The Right s o f
Persons with Disabilities Act, 2016' (No 49 of 2016), dated 27-12-2016

and was notified in the Gazette of India section 1, Part-II of the
Extraordinary No. 59, dated 28-12-2016 and the Ministry of Home Affairs

has delegated the powers of the State Go vernment under the Act to the Administrator of all the Union Territories Notification S.O 3870(E),

dated 12-12-2017 and was published Part-II, Section 3, Sub-section (ii)
of Extr aordinary No. 3394 of the G azette of India, dated 12-1 2-20 17.

The Puducherry Rights of Persons with Disabilities Rules, 2018 for the
Union territory of Puducherry under section 101 of the Act has been

Puducherry Gazette No.77, dated 21-12-2018. Further, in accordance
with section 66 of the abovesaid Central Act, every State Go vernment
shall , by noti fication, co nstitu t e a Body to be kno w n as the State
Advisory Board on Disability.
2. Accordingly, the Lieutenant-Governor, Pudu cherry, is pleased to
constitute the State Advisory Board of the Union territory of Pu ducherry
as appended to this notification in the Appendix.
3. The non-offi cial Members of the State Advisory Boa rd on
Disability shall be paid daily allowance of rupees five hundred per day
for each day of the actual meetings of the said Board. The non-o fficial
Membe rs residi ng outside the Pudu cherry re gion shall be paid daily
allowance and travelling allowance for each day of the actual meetings
of the said Board at the rates admissible to a Group-B or equivalent
Officer of the State Government.
4. The terms and conditio ns of ser vice of Me mbers and their
disqualif ication shall be as defined under sections 67 and 68 of the
Rights of Persons with disabilities Act, 2016 .
5. As per the section 70 of the Rights of Persons with Disabilities
Act, 2016, the State Advisory Board on Disability shall meet at least
once in every six months and shall observe such rules o r procedure in
regard to the transaction o f business at its meetings as specified under
rules 11 to 18 of the Puducherry Rights of Persons with Disabilities Rules,
2018.
6. The State Adviso ry Board on Disability s hall also di scharge
functions as prescribed under section 71 of the Rights of Persons with
Disabilities Act, 2016.
