GOVERNMENT OF PUDUCHERRY The Government of India, Ministry of Agriculture, Department of Agriculture, Cooperation and Farmers' Welfare have issued scheme guidelines vide Letter No. R-11016/2/2020-I&P., dated 10-07-2020 of Secretary to Government of India, Department of Agriculture, Cooperation and Farmers Welfare, Government of India, New Delhi, for implementation of a new pan India Central Sector Scheme, "Financial Facility under Agriculture Infrastructure Fund" with the objective to provide a medium-long term debt financing facility for investment in viable projects for post-harvest management infrastructure and community farming assets through interest subvention and financial support. The Government of Puducherry has decided to implement this Central Sector Scheme in the Union territory of Puducherry by the Department of Agriculture and Farmers Welfare. Under the Scheme, financing facility of ` 1 lakh crore will be provided to Banks and financial institutions as loans to Primary Agricultural Credit Societies (PACS), Marketing Co-operative Societies, Farmer Producers Organizations (FPOs), Self Help Groups (SHGs), Farmers, Joint Liability Groups (JLG), Multipurpose Co-operative Societies, Agri-entrepreneurs, startups and Central/State agency or Local Body sponsored Public Private Partnership Project.

2. As per the guidelines of the Scheme, a State Nodal Officer for implementation of the Scheme has to be designated for implementation and coordination. Also, a State Level Monitoring Committee, two District Level Monitoring Committees and a Project Monitoring Unit have to be notified by the State Government.

3. Accordingly, the Lieutenant-Governor of Puducherry, is pleased to accord approval to notify the Director of Agriculture and Farmers Welfare as the State Nodal Officer for implementation of the Central Sector Scheme "Financial Facility under Agriculture Infrastructure Fund" in the Union territory of Puducherry. Also, the Lieutenant-Governor is pleased to accord approval to constitute a "State Level Monitoring Committee (SLMC)", two "District Level Monitoring Committees (DLMCs)" and a Project Monitoring Unit to implement the Scheme in the Union territory of Puducherry.

3.1 Composition of State Level Monitoring

In pursuance of the Letter No. 1791/2020/RG/B2, dated 28-08-2020 of the Registrar General, High Court, Madras, the period of deputation of Tmt. J. Juliet Pushpa, District Judge of Tamil Nadu Judicial Service, presently on deputation as Secretary (Law), Puducherry, is further extended from 04-09-2020 until further orders, on the same terms and conditions contained in the G.O. Ms. No. 37, dated 01-06-2018 of this Department.
