by the Adi Dravidar Welfare and Scheduled Tribes Welfare Department and to suggest measures for further development of the SC/ST community, the Lieutenant- Governor, Puducherry, is pleased to approve the reconstitution of the State Level Committee for the Welfare of SC/ST in the Union territory of Puducherry, in supersession of the earlier notifications, as follows:-

Approval of the Government is accorded for continuance of the Secretary to Government (Housing) as the Interim Real Estate Regulatory Authority for the Union territory of Puducherry under section 20 of the Real Estate (Regulation and Development) Act, 2016, for a period of 6 (six) months beyond 16-10-2020 or until constitution of the regular Real Estate Regulatory Authority under the Act, whichever is earlier.

2. The Committee shall perform the following functions:

(a) Review the progress of the Schemes for the Welfare of the Scheduled Castes evaluate their impact and suggest measures for further improvement.

(b) Review the implementation of protection of Civil Rights Act and suggest measures for its proper enforcement.

(c) Review the Implementation of reservation orders in the service under the Pondicherry A d m i n i s t r a t i o n i n c l u d i n g G o v e r n m e n t u n d e r t a k i n g s . B o a r d s C o - o p e r a t i v e s , Municipalities, etc., and suggest measures for further improving the representation of Scheduled Castes.

(d) Review the Implementation of Scheduled Caste Sub-Plan and suggest measures for further improvement.

(e) Make on "On the Spot Study" of the situation, if need be in cases of atrocities on Scheduled Castes or in cases, where harassment of Scheduled Castes has to be reported.

(f) Discuss any other matter which affects the rights and interests of persons belonging to Scheduled Castes and suggest appropriate measures.

3. The Heads of Department and other instrumentalities of the Government viz., Labour Commissioner, Register of Co-operative Societies, Superintending Engineer, Electricity Department, Project Director, District Rural Development Agency, Director of Industries, Director of Agriculture, Director of Animal Husbandry, Director of Health and Family Welfare, Director of Civil Supplies and Consumer Affairs, Director of School Education, Director of Higher and Technical Education, Director of Social Welfare, Director of Women and Child Welfare Department, Sub/Deputy Collector Revenue (North) and Sub/Deputy Collector Revenue (South), Puducherry and the Director, National Commission for Scheduled Caste, Chennai, shall be invited as special invitees to the meeting with a view to get their cooperation in the matters pertaining to their Departments in the implementation of various Development programmes for the Welfare of Scheduled Castes.

4. The Committee shall meet ordinarily twice in a year.

5. The character and antecedent of the Non-Official Members have been verified and their term shall be for a period up to 30th June, 2021.The term of the MPs/ MLAs. shall be for a period up to which they shall continue to be the Members of Parliament/Legislative Assembly.

Now, therefore, by virtue of the authority delegated vide G.O. Ms. No. 20/91/Lab./L, dated 23-5-1991 of the Labour Department, Puducherry to exercise the powers conferred by clause (d) of sub-section (1) of section 10 of the Industrial Disputes Act, 1947 (Central Act XIV of 1947), it is hereby directed by the Secretary to Government (Labour) that the said dispute be referred to the Industrial Tribunal, Puducherry for adjudication.
