ORDER

The National Co-operative Development Corporation (NCDC) approved vide Letter No. NCDC:3-31/2006-ICDP, dated 12-05-2020 of the Director (ICDP), National Co-operative Development Corporation, New Delhi, to engage Dr. K. Ravichandran, Professor, Department of Cooperation, Gandhigram Rural Institute, Gandhigram, Dindugul, Tamil Nadu, as Consultant for the preparation of "Detailed Project Report (DPR)" in respect of implementation of "Integrated Co-operative Development Project (ICDP)" of National Co-operative Development Corporation (NCDC) in Puducherry and Karaikal regions of Union territory of Puducherry, with a condition that the DPR should be submitted within three months. Based on the requests made by the Registrar of Co-operative Societies and due to COVID-19, the NCDC twice extended time-line for submission of the DPR u p t o 1 2 - 1 1 - 2 0 2 0 a n d 3 1 - 0 3 - 2 0 2 1 v i d e L e t t e r No. NCDC:3-31/2006-ICDP, dated 14-07-2020 of the Chief Director (ICDP), National Co-operative Development Corporation, New Delhi and Letter No. NCDC:3-31/2006- ICDP/1263, dated 24-11-2020 of the Director (ICDP), National Co-operative Development Corporation, New Delhi, respectively.

T h e N C D C , C h e n n a i r e q u e s t e d v i d e L e t t e r No. NCDC:56-33/2007-RD(CHN), dated 15-10-2020 of the Regional Director, National Co-operative Development Corporation, Chennai to constitute a "State Level Coordination Committee (SLCC)" to expedite the work related to preparation of the DPR and implementation of the ICDP. The Registrar of Co-operative Societies requested the Government vide I.D.No. 46911/RCS/PS/ 2021, dated 27-01-2021 of the Registrar of Co-operative Societies, Puducherry, to constitute a "State Level Coordination Committee (SLCC)" for the implementation of Intergrated Co-operative Development Project in Puducherry and Karaikal region.

3. Accordingly, the Lieutenant-Governor, Puducherry, is pleased to constitute a "State Level Coordination Committee (SLCC)" with the following Officers/Officials:-

4. The terms and conditions of the SLCC will be as follows:

(1) The term of office of the SLCC will be up to the validity period of the ICDP.

(2) The Headquarters of the SLCC shall be at Puducherry.

(3) The following duties and responsibilities are assigned to the SLCC with regard to the preparation of DPR by the Consultant:–

(a) Shall monitor, coordinate and review the work related to the preparation of DPR by the Consultant.

(b) Shall arrange to appraise the Consultant of the local organization and environmental problems prevailing in the regions and ensure that the DPR takes consideration of these problems for suggesting feasible remedies.

(d) Shall arrange to provide counter-part team to the Consultant from the said two regions to enable him to collect the required data.

(e) Shall evaluate the Draft Report submitted by the Consultant.

( f ) S hall convene at least two meetings. The first meeting shall be convened before the commencement of the DPR work by the Consultant. The second meeting shall be convened after completion of study/survey of the Co-operative Societies concerned by the Consultant.

5. After sanction of the implementation of ICDP:– (a) Shall monitor, coordinate and review the work related to the implementation of the ICDP.

(b) Shall convene meetings as and when required, at least once in a month.
