ORDER
The Hon'ble Lieutenant-Governor, Puducherry, is pleased to constitute a Natural Resources Accounting Cell for creating an Asset Accounts of the natural resources available in the Union territory of Puducherry in the Directorate of Accounts and Treasuries, Puducherry, which performs the functions of the Accountant-General in compilation of accounts of Union territory of Puducherry, for implementing Natural Resources Accounting in the State Government Accounts towards enhancing sustainability of natural resources and helping the Government with sound data for effective policy decisions.
2. The composition of the Natural Resources Accounting Cell in connection with the Improvement of Statistical System shall be as follows:-

3. The objective of the Natural Resources Accounting Cell is to achieve the short, mid and long term goals spanning 2019-20 to 2021-22, 2022-23 to 2024-25 and 2025-26 onwards respectively and action has to be taken for the preparation of Asset Accounts from the year 2020-21 onwards with data from 2019-20 as detailed below:-
(1) Preparation of Asset Accounts on Mineral and Energy resources in States and preparation of Disclosure Statement on Receipts and Expenditure incurred on exploitation of natural resources.
(2) Preparation of Asset Accounts on Mineral and Energy resources to National level i.e., natural resources not under control of States such as resources in the ocean beds and preparation of Asset Accounts in r/o. water, land and forest resources.
( 3 ) P r e p a r a t i o n o f e c o n o m i c a c c o u n t s highlighting depletion adjusted economic aggregates and functional accounts recording transactions and other information on economic activities undertaken for environmental purposes.

Sealed tenders offering the rate per kilogram (excluding Sales tax) are invited for the sale of old metal scraps belonging to this Institute pertaining to the period from 2010 to 2021. The rate should be quoted for each item separately as follows:

The successful tenderer should pay the entire amount immediately and clear the items at his/her own cost and risk within two days, failing which his/her earnest money deposit will be forfeited and remitted to the Government Account without any intimation. No claim about the quantity and quality of the items will be entertained once the tender is finalized.
Sales tax and GST at the rate applicable will be charged. The intending tenderers can inspect the scrap items during the office hours of all working days. In case of any dispute, the decision of the Principal, Government Industrial Training Institute (Men), T.R. Pattinam, Karaikal, will be the final.
