NOTIFICATION

In accordance with Dynamic Assured Career Progression (DACP) Scheme of the Government of India for the Teaching Sub-cadre communicated in O.M., dated 29-10-2008, Office Memorandum No. A. 45012/12/2/2008/CHS-V, dated 29-10-2008 of the Ministry of Health and Family Welfare, Government of India, changes are resolved by the Governing Body in the Career Advancement Scheme for the Faculty of Indira Gandhi Medical College and Research Institute already communicated in the G.O. Ms. 51, dated 15-11-2018 of the Chief Secretary (Health), Puducherry. The Eligibility Criteria for promotion under Career Advancement Scheme (CAS) may be fixed as per the "Minimum qualifications for Teachers in Medical Institutions Regulations, 1998" notified by the Medical Council of India (MCI)/ National Medical Commission (NMC) and as amended from time to time by that authority.

2. The Government has considered the revision in para No. 3 of the G.O. Ms. No. 51, dated 15-11-2018 issued by the Chief Secretariat (Health) towards implementation of the Career Advancement Scheme (CAS) for Teaching Faculty in Indira Gandhi Medical College and Research Institute without linkage to vacancies.

3. The revision resolved by the Governing Body in para No. 3 of the G.O. Ms. No. 51, dated 15-11-2018, is as follows:

(i) One Research Publication (only original papers, Professor Professor in the Grade meta-analysis, systematic reviews and case series that are (Senior Scale) Pay Level 13 of Assistant published in journals included in Medicine, Pubmed Central, Pay Level 12 Professor Citation index, Sciences Citation index, Expanded Embase, (Senior Scale) Scopus, Directory of open Access journals (DoAJ) will he Pay Level 12 considered). The Author must be amongst first three or

should be the corresponding Author.

(ii) Research project in lieu of publication/authorship can be considered only if, the person is Principal or Co-Principal Investigator (Pl/CoPl) of a research project funded by a National Research Body such as Indian Council for Medical Research (ICMR), Department of Science and Technology (DST), Department of Bio-Technology (DBT) or any such Body.

(iii) Should have completed the basic course in Medical Education Technology from Institution(s) designated by MCI/NMC.

(iv) Should have completed the basic course in Biomedical

Research from Institution(s) designated by MCI/NMC.

Provided further, during the period of two years with effect

from 12-02-2020, the assessment will be done in accordance

with "Minimum Qualifications for Teachers in Medical

Institutions Regulations, 1998" as prevailing before

12-02-2020.

B. Annual performance Report grading "Very Good" and

above and other Promotion Norms as per DoPT Guidelines.

3. Associate Professor Seven years A. (i) Three Research Publications (at least two as Associate Professor Pay Level 14 in the Grade Professor) (only original papes, meta-analysis, systematic Pay Level 13 of Associate reviews and case series that are published in journals

Professor included in Medicine, Pubmed Central, Citation Index,

Pay Level 13 Sciences Citation Index, Expanded Embase, Scopus,

Directory of open Access Journals (DoAJ) will be considered.

The Author must be amongst first three or should be the

corresponding Author.

(ii) Should have completed the basic course in Medical

Education Technology from Institution(s) designated by

MCI/NMC.

(iii) Should have completed the basic course in Biomedical

Research from Institution(s) designated by MCI/NMC.

Provided further, during the period of two years with effect

from 12-02-2020, the assessment will be done in accordance

with "Minimum Qualifications for Teachers in Medical

Institutions Regulations, 1998" as prevailing before

12-02-2020.

General Conditions

(i) All the sanctioned posts of Assistant Professor, Associate Professor and Professor as required under the MCI/NMC shall be pooled as teaching post, and normally the direct appointments shall be made at the level of Assistant Professor.

(ii) However, in certain situations, the post of Associate Professor, Professor can also be filled up by direct appointment, such as starting of new Postgraduate/Super Specialty Course and for meeting the requirements of Medical Council of India/National Medical Commission for grant of continuation of recognition of Under Graduate/Postgraduate/Super Specialty Coures.

(iii) The career advancement through Screening/Selection Committee shall take place without taking into account the vacancies. However, it shall not exceed the total number of sanctioned post as required under the MCI/NMC in the respective Departments i.e., taking into consideration all sanctioned posts of Assistant Professor/Lecturer, Associate Professor and Professor.

(iv) The Meeting of Screening/Selection Committee will be held once in a year for considering the fitness of persons who have completed the eligibility conditions as on 30th June of that year. Those who fail assessment of selection process will have to be reassessed only after a minimum period of one year. The date of career advancement shall be the date on which he/she has successfully got reassessed.

(v) The Institute concerned shall send a general circular in the month of July every year calling for applications for career advancement under CAS from eligible candidates.

(vi) Candidates shall offer themselves for assessment for career advancement by submitting an application duly filled in, at the time of calling for application.

(vii) Career advancement under CAS being personal career advancement to the incumbent Teacher holding substantive sanctioned post, on superannuation, the said post shall revert to its original cadre.

(viii) The incumbent Teacher must be on the rolls and active service of the Institute on the date of consideration for career advancement under CAS.

(ix ) All the seletion procedures shall be completed on the day of the Selection Committee Meeting, wherein, the minutes are recorded, recommendation made on the basis of merit and duly signed by all Members of the Selection Committee.

(x) The CAS is only on non-functional basis and the Faculties conferred with CAS shall continue to perform the same functions for which an undertaking has to be furnished along with the application.

4. Now, therefore, the Lieutenant-Governor is pleased to revise the Career Advancement Scheme (CAS) for the Teaching Faculty of the Indira Gandhi Medical College and Research Institute, Puducherry, without altering the other conditions.

5. The revision will take effect from the date of issue of this Order.

6. This issues with the concurrence of Finance Department vide their I.D. Note No. 409/FD/F3/2021-22, dated 30-08-2021.
