NOTIFICATION
In exercise of the powers conferred under clause (l) of sub-section (2) of section 38 of the Puducherry Village and Commune Panchayats Act, 1973 (No. 10 of 1973) and of all other powers enabling her in this behalf the Lieutenant-Governor, Puducherry, is pleased to make the following Amendments to the Puducherry Village and Commune Panchayats (Conduct of Election of Members of Commune Panchayat C o u n c i l s a n d P r e s i d e n t s a n d M e m b e r s o f Vi l l a g e P a n c h a y a t s) Rules, 1978, notified vide G.O. Ms. No. 310, dated 11th December, 1978 of the Local Administration Department, Government of Puducherry namely:–

1. Short title, extent and commencement.—(1) These rules may
be called the Puducherry Village and Commune Panchayats (Conduct of
Election of Members of Commune Panchayat Councils and Presidents
and Members of Village Panchayats) [Amendment] Rules, 2021.
(2) They shall extend to the whole of the Union territory of
Puducherry.
(3) They shall come into force with immediate effect.
2. Amendment of rule 28A.— In the Puducherry Village and
Commune Panchayats (Conduct of Election of Members of Commune
Panchayat Councils and Presidents and Members of Village Panchayats)
Rules, 1978, (hereinafter referred to as "the said rules") in the existing
rule 28A, for the sub-clauses (i) to (iii), the following shall be
substituted, namely:–
"(i) service voters;
(ii) voters on election duty;
(iii) electors subjected to preventive detention;
(iv) senior citizens above the age of 80 years - see Form 13-E;
(v) persons with disability - see Form 13-E; and
(vi) COVID-19 affected persons as identified before 15 days
of poll - see Form 13-E."
3. Insertion of new Form.— In the said rule 28A, a new Form 13-E
shall be inserted after Form 13-D, namely:–
