Ms. No. 40/LAS./2021, Puducherry, dated 17th September 2021) NOTIFICATION In exercise of the powers conferred under clause (d) of sub-section (2) of section 38 of the Puducherry Village and Commune Panchayats Act, 1973 (No. 10 of 1973) and of all other powers enabling her in this behalf the Lieutenant-Governor, Puducherry, is pleased to make the following Amendment to the Puducherry Village and Commune Panchayats (Conduct of Election of Members of Commune Panchayat C o u n c i l s a n d P r e s i d e n t s a n d M e m b e r s o f Vi l l a g e P a n c h a y a t s) Rules, 1978, notified vide G.O. Ms. No. 310, dated 11th December, 1978 of the Local Administration Department, Government of Puducherry namely:– [ 705 ]

1. Short title, extent and commencement.— (1) These rules may

be called the Puducherry Village and Commune Panchayats (Conduct of

Election of Members of Commune Panchayat Councils and Presidents

and Members of Village Panchayats) [Amendment] Rules, 2021.

(2) They shall extend to the whole of the Union territory of

Puducherry.

(3) They shall come into force with immediate effect.

2. Amendment of rule 2.— In rule 2 of the Puducherry Village and

Commune Panchayats (Conduct of Election of Members of Commune

Panchayat Councils and Presidents and Members of Village Panchayats) Rules, 1978 (hereinafter referred to as "the said rules").

(i) In rule 2, sub-rule (1) after sub-clause (f), the following

sub-clause shall be inserted, namely:–

'(f)(a) "electronic mode" means, filing of nominations through the online facility, made available by the State Election Commission.'

(ii) In rule 2, sub-rule (1) after sub-clause (j), the following

sub-clause shall be inserted, namely:–

'(j)(a) "physical mode" means, filing of paper nomination in

person, in the prescribed Form.'3. Amendment of rule 11.— In the said rules, under Part-III, in the sub-rule (1) of rule 11, for the existing word "paper" the following words namely, "either in physical mode or electronic mode" shall be substituted.
