NOTIFICATION

The Juvenile Justice Board is functioning in all the four regions of the Union territory of Puducherry from the year 2011.

And whereas, for the purpose of monitoring and reviewing of pending cases before the Board, it is mandatory to constitute a High Level Committee under sub-section 2 of section 16 of the Juvenile Justice (Care and Protection of Children) Act, 2015.

Now, therefore, the Lieutenant-Governor, Puducherry, is pleased to constitute a High Level Committee under Juvenile Justice Boards in all four regions of the Union territory of Puducherry, with the following composition, namely:-

HIGH LEVEL COMMITTEE UNDER JUVENILE JUSTICE BOARD

IN THE UNION TERRITORY OF PUDUCHERRY

1. Executive Chairperson of the State Legal Services . . Chairperson Authority.

2. Home Secretary to Government

. . Member

3. Secretary to Government (Welfare) . . Member

4. Ms. Alice Thomas,

President, Vuthavi Karangal Samuganala Thodar Kalvi Iyyakam, Nos. 10 and 12, Reddiyar Street, T.N.Palayam, Puducherry-605 007.

This High Level Committee shall discharge following functions:-

(i) This Committee shall review number of cases pending before the Juvenile Justice Board in the Union territory of Puducherry, in every six months.

(ii) To review the duration of such pendency, nature of the pendency and reasons thereof and may issue appropriate directions to Juvenile Justice Boards, Government functionaries and other concerned persons for effective implementation of Juvenile Justice Act.

(iii) To issue directions for effective implementation of legal aid service in compliance of mandate under Article 39-A of Constitution of India and Legal Services Authority Act, 1987, in respect of Juvenile Justice System.

(iv) To monitor the effective implementation of directions of Juvenile Justice Board.

(v) The C o m m i t t e e s h a l l a d o p t i t s o w n p r o c e d u r e o f w o r k i n g .

The Committee may organize its meeting at least once in six months.

(vi) The tenure of the High Level Committee shall be for a period of 3 years. The Committee shall hold its sitting in the Office of the Union territory of Puduchery State Legal Services Authority, Puducherry.

The Non-official Member of the Committee shall be paid ` 1,000 for each sitting to attend the meeting and TA/DA as admissible to the Officers serving in the Grade Pay of ` 5,400 (lowest rung of Group 'A'), as per G.O. Ms. No. 79, dated 20-11-2013 issued by the Confidential and Cabinet Department, Puducherry.

This issue with the concurrence of the Finance Department vide their I.D.No. 3560/FC/FD/F5/A2/2021-22, dated 07-09-2021.
