The Ministry of Power, Government of India, has notified a new Scheme "Revamped Reforms Based Results-Linked Power Distribution Scheme" with the objective of improving the quality and reliability of power supply to the consumers through a financially sustainable and operationally efficient distribution sector vide Office Memorandum No. 20/09/2019-IPDS, dated 20-07-2021 of Ministry of Power, Government of India, New Delhi. As per the directives of Ministry of Power, Government of India, a Committee in each District need to be constituted by the Government namely, Distribution Reforms Committee (DRC) to review the progress of the Scheme in the State level.

I n e x e r c i s e o f t h e p o w e r s c o n f e r r e d u n d e r section 71(1) of the Real Estate (Regulation and Development) Act, 2016 (Central Act No. 16 of 2016), the Lieutenant-Governor, Puducherry, hereby appoints the Secretary to Government (Law), Puducherry, to hold additional charge as Adjudicating Officer for the whole of the Union territory of Puducherry, to hear complaints under the said Act, as an interim measure till a regular Adjudicating Officer is appointed by the Government. The expenditure relating to adjudicating the cases shall be borne by the Puducherry Real Estate Regulatory Authority.

(i) Preparation of Action Plans and DPRs and online submission of the same to the Nodal Agency;

(ii) Implementation of the Scheme within the scheduled completion period as per guidelines;

(iii) Appointment of Project Management Agency (PMA);

(iv) Establishment of a Dedicated Project Implementation Cell at District level and a Centralised Cell at Head Office level;

(v) Submission of updated monthly physical and financial progress of the project to the Nodal Agency including its update on the web portal;

(vi) Ensuring that there is no duplication/ overlapping of works with any other Government of India and State Scheme; and

(vii) Providing information to the Nodal Agency, as and when required.

5. This issues with the concurrence of the Finance Department vide their I.D. NO. 460/FD/F3/FC/2021-22, dated 21-09-2021.
