Whereas, the Government is of the opinion that an industrial dispute has arisen between the management of M/s. ATC Chemicals India Private Limited, Puducherry and All India United Trade Union Centre (AIUTUC), over reinstatement of Thiru Prasanth Kumar Behra and 4 others with back wages and other attendant benefits, in respect of the matter mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it is necessary to refer the said dispute for adjudication;

Approval of the Hon'ble Lieutenant-Governor, is hereby accorded for conducting door to door enumeration of OBC population ward-wise, by Single Member Commission for recommending reservation for OBCs under supervision of the concerned Local Bodies across the Union territory of Puducherry, towards conduct of Civic Elections in this Union territory of Puducherry.

Ms. No. 20/9/Lab./L, dated 23-5-1991 of the Labour Department, Puducherry, to exercise the powers conferred by clause (c) of sub-section (1) of section 10 of the Industrial Disputes Act, 1947 (Central Act XIV of 1947), it is hereby directed by the Secretary to Government (Labour) that the said dispute be referred to the Labour Court, Puducherry, for adjudication. The Labour Court, Puducherry, shall submit the Award within 3 months from the date of issue of reference as stipulated under sub-section (2-A) of section 10 of the Industrial Disputes Act, 1947 and in accordance with rule 10-B of the Industrial Disputes (Central) Rules, 1957. The party raising the dispute shall file a statement of claim complete with relevant documents, list of reliance and witnesses to the Labour Court, Puducherry, within 15 days of the receipt of the order of reference and also forward a copy of such statement to each one of the opposite parties involved in the dispute.

And whereas, in the opinion of the Government, it is necessary to refer the said dispute for adjudication;

2. The tenure of the non-official Member is three years from the date of issue of this G.O. and the validity of the screening Committee is still it is reconstituted.
3. The Committee shall suggest their opinion to select the recipient for the financial assistance for producing documentary or short film.
4. Notwithstanding anything contained in this order, the Government shall have powers to issue instructions from time to time regarding the functioning of the Committee and shall have right to modify this order as and when necessary.

-cum- Convenor The Lieutenant-Governor, Puducherry, is pleased to appoint Thiru Satender Singh, Delhi, who has been allotted to the Pondicherry Civil Service by DoPT, Government of India on the basis of the results of Civil Services Examination, 2021, to the Grade-II of Pondicherry Civil Service with effect from the forenoon of 19-12-2022, subject to the conditions mentioned in the letter of offer of Appointment vide No. A.19011/12/ 2022/DPAR/SS-I(2), dated 17-08-2022 of this Department.
2. The Lieutenant-Governor is also pleased to order that Thiru Satender Singh will be a Probationer in the Pondicherry Civil Service for a period of two years from the forenoon of 19-12-2022.
3. Thiru Satender Singh, Pondicherry Civil Service Probationer shall take the Oath of Allegiance before the Deputy Secretary to Government (Establishment), Chief Secretariat, Puducherry and furnish Surety Bond in the prescribed proforma within ten days from the date of this Notification.
4. Thiru Satender Singh, Pondicherry Civil Service Probationer is directed to report before the District Collector-cum-District Election Officer, Puducherry, for field training in Revenue Department.
