NOTIFICATION
1. Short Title and Commencement.— (1)These rule may be called
as the "Chief Minister's Scheme for Grant of Subsidy for LPG Cylinder"
to all the BPL and APL Ration Cardholders excluding Honorary/Green
Ration Cards of Union territory of Puducherry Rules, 2023.

2. Object of the Scheme.— The object of the Scheme is to Grant
of Subsidy for 14.2 kg. LPG Cylinder to all the BPL and APL Ration
Cardholders of Union territory of Puducherry, as Subsidy support
intervention to ensure sustained LPG adoption and usage among the
people of Union territory of Puducherry, so that they can completely
switch to cleaner cooking fuel and also to ensure smokeless cooking
promotion green energy.
3. Definitions.— In these rules, unless the context otherwise
requires,-
(a) "Union territory of Puducherry" mean, the Union territory
of Puducherry;
(b) "Government" means, the Administrator of the Union
Territory of Puducherry appointed by President under Article 239 of the
Constitution;
(c) "Department" means, the Department of Civil Supplies and
Consumer Affairs of the Government of Puducherry;
(d) "Director" means, the Director, Department of Civil Supplies
and Consumer Affairs, Government of Puducherry;
(e) "Nodal Officer" mean, the Officer authorized by the Oil
Marketing Companies to Union territory of Puducherry for their
respective dealers;
(f) "Ration Card" means, a document issued by the Department
of Civil Supplies and Consumer Affairs under the Public Distribution
System;
(h) "Scheme" means, the Grant of Subsidy for one 14.2 kg. LPG
Cylinder per Family Ration Card to the Head of the Family per month
for twelve 14.2 kg. LPG Cylinders for one year;

(i) "LPG Cylinder" mean, the Liquified Petroleum Gas Cylinder.
(j) "Domestic Gas Connection" mean, the LPG Cylinder of
14.2 kg. being utilized in houses for cooking purposes.
(k) "Aadhaar Number" mean, the identification number issue to
an individual by the Unique Identification Authority of India;
(l) "Subsidy" means, any form of aid, support, grant, subvention,
or appropriation, in cash or kind, to an individual or a group of
individuals and includes such other subsidies as may be notified by the
State Government;
(m) "Service" means, any provision, facility, utility or any other
assistance provided in any form to an individual or group of individuals
and includes such other services as may be notified by the Government
of Puducherry;
(n) "Benefit" means, any advantage, gift, reward, relief or
payment in cash or kind provided to an individual or a group of
individuals and includes such other benefits as may be notified by the
Government of Puducherry;
(o) "Notification" means, a notification published in the Official
Gazette and the expression "notified" with its cognate meanings and
grammatical variations shall be construed accordingly;
(p) "Eligible beneficiaries" mean, the resident of Puducherry 4. Funding Pattern.— The expenditure to be incurred for the
Scheme has to be earmarked in the Annual Budget of the Department in
the every Financial Year.

5. Nature of Assistance.— Each BPL Family Ration Cardholder shall be granted the subsidy amount of ` 300 per 14.2 kg. cylinder per month and each APL Family Ration Cardholder shall be granted the subsidy amount of ` 150 per 14.2 kg. cylinder per month to a total of twelve LPG Cylinders of 14.2 kg. per year on the basis of monthly booking list obtained from Gas Agencies through the Nodal Officer. This list shall contain only active cylinder consumers as updated every month to the extent of one 14.2 kg. LPG Cylinder per month and limited to actual use. All inactive/surrenders/transfer cylinder customers will be deleted/ updated every month as per the certified list of BPL/APL Gas Consumers shared by the Gas companies/Nodal Agencies, i.e., IOC.
6. Mode of disbursement.— The subsidy amount shall be credited directly to the Bank Account of eligible beneficiaries through Direct Benefit Transfer mode.
7. Direct Benefit Transfer mode.— The Department shall credit the amount of entitled cash subsidy into the individual Bank Accounts of entitled beneficiaries in the digitized beneficiary database, on monthly basis, through the State DBT by following procedure specified by Controller-General of Accounts, Ministry of Finance, Government of India, from time to time.
8. Interpretations.— In the implementation of the Scheme, if any doubt arises in regard to the interpretation of any of the provisions of these rules or if, any point requires clarification, the matter shall be referred to the Director, Department of Civil Supplies and Consumer Affairs and the decision of the Director shall be the final.
