Note No. 7618/DCR/LA/B1/2021, dated 20-07-2023, Officer of the Deputy Collector-cum- Land Acquisition Office, Karaikal and (4) I.D. Note No. 7618/DRDM/2023, dated 11-08-2023 of the Department of Revenue and Disaster Management, Puducherry, it is informed that the Draft Rehabilitation and Resettlement Scheme prepared by the Administrator, Rehabilitation and Resettlement Scheme to affected families in respect of the Acquisition of Land for Construction of Railway Station with Yard arrangements at Thirunallar Revenue Village in Karaikal District was displayed in the following Offices for public views under section 16 (4) of The Right to FairPART-I ] LA GAZETTE DE L'ETAT 671 Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 and rule 22 (6) of the Puducherry Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016.

Consequently, the public hearing on the Draft Rehabilitation and Resettlement Scheme was conducted on 13-06-2023 by the Tahsildar, Taluk Office, Thirunallar, as authorized by the Administrator, Rehabilitation and Resettlement Scheme vide I.D. Note No. 7618/DCR/LA/B1/2021, dated 05-06-2023 of the Office of the Deputy Collector-cum-Land Acquisition Officer, Karaikal. No objection was received during the public hearing. The Draft Rehabilitation and Resettlement Scheme was forwarded to the Deputy Collector (HQ), Department of Revenue and Disaster Management, Puducherry, for approval of the Development Commissioner- cum-Commissioner, Rehabilitation and Resettlement vide I.D. Note No. 7618/DCR/ LA/B1/2021, dated 20-07-2023 of the Office of the Deputy Collector-cum-Land Acquisition Officer, Karaikal. The Rehabilitation and Resettlement Scheme has been approved by the Commissioner, Rehabilitation and Resettlement, Puducherry and communicated vide I.D. Note No. 7618/DRDM/2023, dated 11-08-2023 of the Department of Revenue and Disaster Management, Puducherry.
As per provision of section 18 of Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 and rule 23 (2) of the Puducherry Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016, the approved Rehabilitation and Resettlement Scheme is to be made available in (1) the Collectorate, Karaikal, (2) Office of the Deputy Collector (Revenue), (3) Thirunallar Commune Panchayat and (4) Taluk Office, Thirunallar. Also this scheme may be viewed in the website "karaikal.gov.in".
Therefore, the Rehabilitation and Resettlement Scheme (Tamil and English versions) approved by the Development Commissioner-cum-Commissioner (R.R.) are forwarded to be made available for view of the general public and land owners. The Notice attached to this, shall also be displayed on the Notice-Board. Thereafter, the approved Scheme may be returned to this office along with the details of people who had viewed the said Scheme and its acknowledgment.

Note No. 7618/DCR/LA/B1/2021, dated 24-05-2023.

Consequently, the public hearing on the Draft Scheme Rehabilitation and Resettlement Scheme was conducted on 13-06-2023 by the Tahsildar, Taluk Office, Thirunallar, as authorized by the Administrator, Rehabilitation and Resettlement Scheme. No objection was received during the public hearing. The Rehabilitation and Resettlement for the affected families in respect of the Construction of Railway Station with Yard Arrangements at Thirunallar under New Broad Gauge line between Peralam-Karaikal is issued as follows:

Displacement Family: A small RCC residential house exists on the land bearing R.S. No. 21/11B of Thirunallar R.V. The land owners expressed her willingness to acquire entire portion of the land attached to the Residential house as the meager un-acquired portion of the land will not be usable in future. Therefore, as per section 94 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013, the entire portion of land 0-01-00 bearing R.S. No. 21/11B of Thirunallar will be acquired with the RCC residential building.

Expectation from the Government
(1) Entire portion of land measuring to an extent of 0-01-00 H.A.Ca. will be acquired.
(2) Her son completed the Diploma Course in Electric and Electronic Communications and Land owner has requested to give an employment.

B. The list of land which is excluded from the Acquisition : Tmt. Devaki, W/o Baskaran has expressed her willingness to give land for the project on the condition that the entire land bearing R.S. No.23/9/A measuring to an total extent of 0-09-00 H.A.Ca. situated at Thirunallar Revenue Village should be acquired vide her letter dated 11-07-2022. During the public hearing under Section 15 (2) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 conducted on 17-04-2023, the land owner has not appeared. But, subsequently appeared on 27-04-2023, Thiru Baskar, h/o. Tmt. Devaki has insisted to acquire entire portion of the Land bearing R.S. No. 23/9/B2, for the acquisition, otherwise the entire portion will be left un-acquired. The land owner'sPART-I ] LA GAZETTE DE L'ETAT 679 plea has been addressed to the Railway Authority vide this office letter No. 7618/ DCR/LA/B1/2021, dated 27-04-2023. In reply, the Deputy Chief Engineer, Gauge Conversion II Southern Railways, Thiruchirappalli, has intimated that the land is not required by Railways, and Railways will construct retaining wall if required, at the above land vide letter No. W.148/GC/II/TPJ/PEM-KIK/Gen., dated 14-05-2023.
