(A) Bid No. : Tender No: 1021/Rajiv Gandhi Puducherry, dated 13th September 2023.
TENDER-CUM-AUCTION NOTICE Sealed Tenders are invited by the undersigned towards the disposal of unserviceable articles Electric and Electronic waste (E-Waste) belonging to this Institution in as-is-where-is condition on lot basis.
2. The intending tenderers may inspect the items at the office of the undersigned between 10.30 a.m. and 12.30 p.m. from 20-09-2023 to 29-09-2023 with the permission of the Officer concerned.
3. The tenderers may offer their bidding rate both in figures and words for purchase of obsolete/ unserviceable items on lot basis in Letter Head in a sealed cover and address to the Medical Superintendent, Rajiv Gandhi Government Women and Children Hospital, Puducherry.

(i) The bidder shall have a valid authorised certificate for collection of E-Waste issued by State/ Union Territory and should be enclosed with the tender. Failure to submit the same along with the quotation will lead to disqualification of the bidder. Agencies without having above registration and authorization will be not allowed to participate in the bid.
(ii) The Firm may enclose sufficient documents regarding execution of Government work order, specifically Disposal of e-waste.
(iii) All bidders must enclose G.S.T. Registration Certificate along with the tender documents.
Women and Children Hospital, Puducherry, shall have the right to forfeit the entire amount of the bidder and dispose the items to alternate bidder.
(vii) The total price should be inclusive of all miscellaneous charges like transportation, labour or any other incidental expenses, etc., as all above items are interlinked to each other therefore, no comparison will be made on individual item. The contract will be awarded on comparison of consolidated price of all items.
(viii) Each page of tender document should be signed by the bidder(s).
(ix) Incomplete and unsigned quotations are liable to be rejected.
(C) Period of Validity of Bid
(x) Total Quotation price on Letter Head of the Firm.
(E) Bidding Procedure
The bid shall remain valid for 60 days after the date of bid opening. If, any bidder withdraws his/her tender before the said period shall without prejudice to any other right or remedy, is at liberty to forfeit the bid Security absolutely.
(D) General Terms and Conditions
(i) The items shall be sold to the highest price of bidder.
(ii) The earnest money deposit of the successful bidder shall be adjusted in the bid forthwith. The earnest money deposit of unsuccessful bidders shall be returned immediately, without any interest.
(iii) No items, once disposed off to the successful bidder, shall not be taken back by Office of the Medical Superintendent, Rajiv Gandhi Government Women and Children Hospital, Puducherry.
(iv) The successful bidder has to make full balance payment in the form of Demand Draft in favour of the Junior Accounts Officer, Rajiv Gandhi Government Women and Children Hospital, Puducherry, within 24 hours after confirmation, failing which the offer will be cancelled and earnest money deposit shall stand forfeited.
(i) Bids are invited in two bid systems, (1) Technical and (2) Commercial, which shall be sealed separately in a single sealed envelope.
(ii) Sealed bids shall be received, not later than 13-10-2023 up to 4.30 p.m. No bids will be accepted after this date and time under any circumstances. This office will not be responsible for any postal/courier delay and also for reasons beyond the control of this office.
(iii) Technical bids must contain the earnest money deposit for specified amount, along with complete technical details as desired by this tender and signed tender document in all pages. The commercial bid must contain total price for all items in sealed condition. First Technical bids of all the tenders will be opened on scheduled date, time and venue. Technical bids without earnest money deposit will summarily be rejected.
(iv) The Commercial bids of only successful Technical bids will be opened on scheduled date, time and venue.
(F) Submission of bids
(v) Tender Fee of ` 500 (Rupees five hundred only) and earnest money deposit (EMD) of ` 5,000 (Rupees five thousand only) must accompany with each quotation. This shall be in the form of Demand Draft from any Nationalized /Scheduled Bank drawn in favour of Junior Accounts Officer, Rajiv Gandhi Government Women and Children Hospital, payable at Puducherry, without which, the tender will summarily be rejected. No Cheque/Money Order/Cash shall be accepted. The tender fee and earnest money deposit will not attract any interest.
(vi) The successful bidder shall be required to lift all the items from the disposal site to its premises within 24 hours after the payment of the quoted amount (earnest money deposit amount will be adjusted with the quoted value). On failure to do so, Office of the Medical Superintendent, Rajiv Gandhi Government (i) The first envelope shall be superscripted with the name of work and the words "Technical bid" in capital letters. The first envelope shall be opened on the date of opening of tender. The bidder should specifically provide full technical details of the Registration Certificate validity, etc., No price details shall be given in this envelope. Violation to this would result invalidation of tender. The bid Security shall be enclosed with the envelope marked "Technical Bid".
(ii) The second envelope shall be superscripted with the name of work and the words "Price bid (Commercial bid)" in capital letters. It shall contain full details of the price. Any deviation from our standard conditions shall be specifically spelt out.
724 LA GAZETTE DE L'ETAT [3 October 2023(iii) Any deviation of any sort e.g., Technical or Commercial terms and conditions shall be specifically indicated in the Technical bid itself.
(iv) Silence or use of the word "Noted" against any of the bid conditions shall mean bidder agrees to comply with that/those conditions of bid.
(v) All prices and other information in this regard having a bearing on the price shall be written both in figures and words in the prescribed offer Form.
(vi) The bid should be submitted in the prescribed bid format given as prescribed in "Bidding Procedure" of this document.
(vii) Any false representation is found during the tender process, the tender offered by him/them will be cancelled.
(viii) Other than the tenderer or his/her authorized person, one will be admitted at the time of opening the tenders or in the auction process.
(ix) No bid may be modified subsequent to the deadline for submission.
(x) In case, highest tender amount offered by the tenderer is found to be not acceptable by the undersigned, the public auction will be conducted on the spot keeping the highest tender amount as minimum bid amount.

"e-Tenders" are invited on behalf of the President of India by the Director of Stationery and Printing, Puducherry, for centralized purchase of Paper and Board items for the year 2023-24 through e-procurement system. Tenderers should submit their tender online at the Government website: http://pudutenders.gov.in. The tender details, terms and conditions, and time schedule may also be downloaded from the website: www.py.gov.in and http://styandptg.py.gov.in. The tenders will be processed online only and hence, hardcopy submission will not be accepted. The Tenders without sample will not be considered. The last date for submission of samples is on 26-10-2023 at 5.00 p.m. and the last date for submission of both Technical and Financial Tender online is on 26-10-2023 at 5.00 p.m.
