TENDER-CUM-AUCTION NOTICE Sealed tenders are invited by the undersigned for the sale of below mentioned waste items belonging to the Indira Gandhi Government General Hospital and Postgraduate Institute, Puducherry, for a period of one year from 12-08-2024 to 11-08-2025.
2. The rates should be quoted for each items as follows:

3. The intending tenderers may inspect the items at the office of the undersigned between 10.30 a.m. to 11.30 a.m. on 05-08-2024 to 09-08-2024 with the permission of the Officer concerned. Sale of Tender-Form can be had in person on payment of 100 plus GST as admissible (non-refundable) from 05-08-2024 to 09-08-2024 up to 11.30 p.m.
4. Sealed tenders in the prescribed Tender-Form should be addressed to the Medical Superintendent, Indira Gandhi Government General Hospital and Postgraduate Institute, Puducherry, superscripted as " Tender for sale of waste material" should reach to this office on or before 09-08-2024 by 12.00 noon. Each tenderer should be enclose a Demand Draft for an amount of 10,000 (Rupees ten thousand only) drawn in favour of the Junior Accounts Officer, Indira Gandhi Government General Hospital and Postgraduate Institute, Puducherry as earnest money deposit.
5. Tenders will be opened on 09-08-2024 at 3.30 p.m. at the office of the undersigned in the presence of the tenderers who are present at the time of opening.
6. If, the highest tender amount offered by the tenderers, the rate is found to be not acceptable by the undersigned, the public auction will be conducted on the spot, keeping the highest tender amount as minimum bid.
7. The following self-attested photocopy of the documents/certificates must be enclosed along with tender/bid. Tender s/bids wi thout the documents/ certificates will summarily be rejected.
(i) Valid GST Certificate
(ii) PAN Card
(iii) Any one of Aadhaar Card /valid Family Ration Card/valid Driving Licence.
8. Individuals/partner of a firm who has/have been punished under Criminal Procedure Code or any criminal case is under process is not eligible for participating in the Tender-cum-Auction. Any false representation is found during the tender process, the tender offered by him/her them will be cancelled and his/her their earnest money deposit will be forfeited.
9. If, any/all participant(s) misbehaves during the tender process, the tender(s) will be removed from the place of auction, also his/her/their tender/bid will be rejected and the earnest money deposit will be forfeited.
10. The successful tenderer/bidder earnest money deposit amount returned after end of valid period i.e., 12-08-2024 to 11-08-2025 or adjusts in the last removal of the items value. The earnest money deposit of unsuccessful tenderers/bidders will be discharged/ returned immediately. Also, the successful tenderer/bidder has to remove the waste items in a monthly basis by settling the amount.
11. Other than the tenderer/bidder or his authorized person will not be admitted at the time of opening the tender and auction.
12. Acceptance of tender/bid will be intimated to the successful tenderer/bidder after finalization of the tender. Successful tenderer/bidder only will be allowed to clear/ removal of the materials.
13. The successful tenderer/bidder should pay the cost of articles plus GST and make his/her own arrangement to clear/remove the articles immediately. Otherwise, the earnest money deposit will be forfeited.
14. This office will not be in any way held responsible for the safe custody or any loss of the sold articles. Once the tender/bid is finalized, no claim on the quantity and quality of the materials will be entertained.

The intending tenderers may inspect the items at the Office of the undersigned between 10.30 a.m. and 4.30 p.m. during any working days (from 25-07-2024 to 31-07-2024), with the permission of the Officer concerned.
3. The tenderers may offer their bidding rate both in figures and words for purchase of obsolete/ unserviceable items on lot basis as per the standard format available in this Office in a sealed cover and addressed to the Regional Administrator, Mahe duly superscribing on the envelope as "Tender for the purchase of unserviceable/obsolete articles."30 July 2024] LA GAZETTE DE L'ETAT 551 4. The sealed tenders should reach this office on or before 08-08-2024 at 11.00 a.m.. The tenders will be opened on the same day at 11.30 a.m. in the presence of the tenderers, who are present at the time of opening of tenders. If, the last day happens to be a public holiday, the same will be received and finalized on the next working day. Tenders received after the due date and time will summarily be rejected.
5. The intending tenderers should deposit an amount of 5,000 (Rupees five thousand only) in the form of Demand Draft in the name of Regional Administrator, Mahe, as earnest money deposit before submitting the tenders. The earnest money deposit of the unsuccessful tenderers will be returned immediately after the tender/ auction sale is over/finalized.
6. The tenderer should submit the following self-attested photocopy of the documents along with their tender.
(i) Valid GSTIN
(ii) PAN Card
(iii) Aadhaar Card/Valid Driving Licence 7. If, any false representation is found during the tender process, the tender submitted by him/her/them will be cancelled and his/her/their earnest money deposit will be forfeited.
8. If, the highest tender amount offered by the tenderer is found to be not acceptable, the public auction will be conducted on the spot, keeping the highest tender amount as minimum bid amount.
9. Other than the tenderer/bidder or his authorized person, no one will be admitted at the time of opening of the tender and auction. No claim on the quantity and quality of the articles will be admitted once the tender/ auction is admitted.
10. If, any/all participants(s), misbehaves during the tender/ auction process, the tenderer(s) will be removed from the place of auction, also his/her/their tender(s) will be rejected and the earnest money deposit will be forfeited.
11. Acceptance of the tender/auction will be intimated to the successful tenderer/bidder after finalization of the tender/auction. Successful tenderer/ bidder only will be allowed to clear/remove the auctioned materials.
12. The earnest money deposit of the successful tenderer/bidder will be adjusted against the sale proceed.
13. The successful tenderer/bidder should pay the full amount immediately along with the GST amount and clear the items within 24 hours at his/her own risk and cost, failing which the earnest money deposit will be forfeited. This office will not be in any way held responsible for the safe custody or any loss of sold articles.
14. The undersigned reserves the right to accept or reject any or all the tenders/bids without assigning any reason thereof. In case of any dispute, the decision of the undersigned in this regard will be the final and binding on all the tenders.
15. The rate quoted shall be inclusive of GST and other applicable taxes.
