NOTIFICATION
Approval of the Lieutenant-Governor, Puducherry, is hereby
conveyed for the modalities to be followed for making payment of
compensation to the affected fishermen of Yanam region towards loss
of livelihood due to the laying of 20" gas export pipeline from offshore
platform to onshore plant at Mallavaram Village in East Godavari District,
Andhra Pradesh through the Yanam area of the Union territory of
Puducherry by M/s. Oil and Natural Gas Corporation Ltd. (M/s. ONGC)
under the new project "DEEP Water NELP BLOCK KG-DWN-98/2".

In case of a single woman without children or with minor children or with married female children or married woman deserted by the husband or mutually separated in the presence of village and resides separately, her identification should be certified by three member committee consisting of Village Administrative Officer (VAO), Department of Revenue and Disaster Management, Yanam, Village Level Fishery Officer (VLFO), Department of Fisheries and Fishermen Welfare, Yanam and Senior Inspector, Co-operative Department for payment of compensation.
In case of a single woman without children or with minor children or with married female children or married woman deserted by the husband or mutually separated in the presence of village elders and resides separately or single widow woman engaged in fishery related activities and living with major son, who is a student and no other members in her family were issued with ONGC compensation due to non-fulfilment of the conditions governing ONGC c o m p e n s a t i o n , h e r identification should be certified by the Village Level Committee (VLC) constituted for the said purpose.

On receipt of proposal, the Director of Fisheries shall process and submit proposal to Government for Obtaining release Order as the ONGC, Kakinada remitted the compensation amount directly to the Pondicherry
On receipt of proposal from the Secretary (Fisheries), the Director of Fisheries shall process and submit a proposal to the Government for obtaining expenditure sanction. After obtaining sanction, it shall be sent to the 739

Pondicherry Fishermen Welfare and Distress Relief Society for disbursement of Compensation amount to the affected fishermen through Assistant Director of Fisheries, Yanam.
Fishermen Welfare and Distress Relief Society Account. After obtaining r e l e a s e O r d e r, t he compensation amount will be transferred to the Savings Bank Account of Assistant Director of Fisheries, Yanam, for further disbursement to the beneficiaries by way of ECS mode after obtaining counter signature of Regional Administrator -cum-Chairman Regional Level Committee.
2. Permission is also hereby accorded to furnish the list of 231 beneficiaries to M/s. ONGC seeking approval and release of funds for 24 months period of compensation from 28-01-2022 to 28-01-2024, after issuance of this Amendment.
3. The Regional Administrator, Yanam to ensure that the total no. of beneficiaries should not exceed 5,520 nos. for ONGC compensation for 24 months period as approved by M/s. ONGC, after the issuance of this Amendment.
4. All other conditions stipulated in the earlier notifications vide G.O. Ms. No. 05/Fy., dated 17-08-2022, G.O. Ms. No. 07/Fy., dated 15-02-2023 and G.O. Ms. No. 12, dated 06-03-2024 of the Under Secretary to Government (Fisheries), Chief Secretariat, Puducherry, shall remain unaltered.
5. This issues with the concurrence of the Finance Department
vide their I.D. No. 312/FC/FD/F4/A3/2024-25, dated 07-11-2024.
