Whereas, the Department of Revenue and Disaster Management, Government of Puducherry has introduced online e-stamping certificates for paying stamp duty and digital e-stamping for Digital Document Execution (DDE) and issued guidelines vide Notification No. 2042/ Rev-C3/2003/Vol.V., dated 16-09-2020 to issue online e-stamp Certificates by the Central Record Keeping Agency, viz., M/s. Stock Holding Corporation of India Limited (SHCIL) and for digital e-stamping for Digital Document Execution (DDE) for the Banks/Non-Banking Financial Companies (NBFCs) by National e-Governance Services Limited (NeSL) using digital e-stamping generated by the platform of M/s. Stock Holding Corporation of India Limited;

And whereas, M/s. Stock Holding Corporation of India Limited has requested for permission for issuance of Digital e-Stamps for the Digital Documents Execution by them on their own platform for Non-Registrable/ O pt io nal l y Re gis tr a bl e D o c ume nt s a lo ngs i de o f M/s. National e-Governance Services Limited (NeSL), which will add to the convenience of citizens for execution of the documents on real-time and for ensuring no reuse/misuse of stamp duty payment as the stamp duty gets paid before execution of the document and each page of the document is embossed with the e-Stamp number;

Now, therefore, in addition to the provisions contained in the Puducherry Stamp (Payment of Duty by Means of e-stamping) Rules, 2010 and in the exercise of the powers conferred under rule 45 of the said rules, the undersigned as the Chief Controlling Revenue Authority, hereby permits M/s. Stock Holding Corporation of India Limited (SHCIL) to issue digital e-stamping for Digital Document Execution (DDE) for the Non-Registrable/ Optionally Registrable documents for use by the citizens in its own platform. The approved list of articles for issue digital e-stamping for Digital Document Execution (DDE) by M/s. Stock Holding Corporation of India Limited (SHCIL) is enclosed as Annexure.

TENDER-CUM-AUCTION NOTICE Sealed tenders are invited offering the rate for purchase of old and unserviceable articles mentioned in the Annexure belongs to Rajiv Gandhi Government Industrial Training Institute, Mahe.
2. The tenders in a sealed cover superscribing on the envelope as "Tender for the purchase of unserviceable items" should be addressed to the Principal, Rajiv Gandhi Government Industrial Training Institute, East Palloor, Post-Chokli-670 672, s o a s t o r e a c h t hi s o f fi c e o n o r b e f o r e at 1 0 .00 a . m. on 24-12-2024 and will be opened on the same day at 10.30 a.m. in the presence of attending tenderers, if any. Tenders will be awarded to the highest bidder on the spot.
3. Those who are interested to participate in the tender must deposit an e arnest money de posit of 3000 (Rupees three thousand only). The earnest money deposit of the unsuccessful tenderers will be returned after finalizing the tender and that of successful tenderer will be kept towards the cost of the items.
4. The tender will be conducted together for all the trade items and furniture items. Tenderers need to participate in whole items. Tenderers those interested may inspect the items on as-is-where is basis before they submit the tender to know exact condition of the items kept, on any working day till 20-12-2024 at 4.00 p.m.
5. Tenders received after due date and time will not be accepted. If, the highest rate quoted by the bidder is below the upset price, then open auction will be conducted on the same day. However, in the open auction, bidders those who have submitted sealed tenders are only will be permitted.
6. The successful tenderer should pay full amount of bid immediately along with GST (18%) after completion of tender finalization and should remove the condemned items within a week (on working days only) at his/her own risk and expenses.
7. No claim about the quantity, quality and the value of the sold goods will be admitted. Successful bidder while removing the items should take all safety
