Ref. : 1. Application of Thiru Suresh Kumar Jain, Pawn Broker (L.No. 380), M/s. Suresh Bankers, No. 53, Thalavaveerasamy Street, Puducherry-605 003, dated 26-09-2024.

Whereas, an application, dated 05-07-2024 was received from Thiru Suresh Kumar Jain, Pawn Broker (L.No. 380), M/s. Suresh Bankers, No. 53, Thalavaveerasamy Street, Puducherry-605 003, a licensed Pawn Broker requesting permission of the District Magistrate to sell unredeemed and time barred articles in public auction;
2. And whereas, the list of unredeemed time barred articles submitted by the Pawn Broker was forwarded to the Sub-Collector (Revenue) North, Puducherry, for causing physical verification of the articles and ascertain that they remain unredeemed after the time allowed for redemption;
3. And whereas, the Sub-Collector (Revenue)-North, Puducherry, has furnished the report, stating that the Tahsildar, Taluk Office, Oulgaret, had conducted physical verification of the articles that are unredeemed and time barred pledged with Thiru Suresh Kumar Jain, Pawn Broker (L.No. 380), M/s. Suresh Bankers, No. 53, Thalavaveerasamy Street, Puducherry-605 003 and reported that the articles mentioned in the application remained unredeemed past the time allowed and the articles are kept in the licensed premises itself except the three items vide Catalogue Nos. 9, 140 and 141 of the list, which were redeemed subsequently, after the application of the Pawn Broker cited at reference (1);
4. And whereas, the rule 12 of the Puducherry Pawn Brokers Rules, 1966 prescribes detailed procedure on auctioning of pledges;
5. Now, therefore, Thiru B. Karthikeyan, Thirupathiripuliyur, Authorised Auctioneer, is permitted to conduct within 60 days from the date of receipt of this order, the sale of time barred and unredeemed pledged articles, as shown in the list enclosed and available with the Pawn Broker, Thiru Suresh Kumar Jain, (L.No. 380), M/s. Suresh Bankers, No. 53, Thalaveerasamy Street, Puducherry-605 003, in public auction in the licensed premises of the Pawn Broker at the above address, as per the list approved and sent to the Pawn Broker and the Auctioneer, except the three items vide Catalogue Nos. 9, 140 and 141 of the list, which were redeemed. The Pawn Broker and Auctioneer shall observe the above formalities detailed as required under the rules framed under the Puducherry Pawn Brokers Act, 1966, before conducting the sale of time barred and unredeemed pledged articles in the public auction:

In continuation of the G.O. Ms. No. 05/PRD/Estt./A1/2018/934, dated 15-02-2018 of this Department, the tentative Seniority List of Deputy Directors of Planning and Research Department for seniority nos. 23 to 26 was circulated to the concerned Officers vide this Department's Memorandum No. 1-37/85-PRD/A1/2013/587, dated 22-10-2024 of this Department, calling for objections, if any and informing them that if, no objections were received, their seniority would be fixed as indicated in the memorandum. Whereas, the Government is of the opinion that an industrial dispute has arisen between the management of M/s. Ravikumar Distilleries Ltd., Puducherry and All India United Trade Union Centre (AIUTUC), over strike in respect of the unfair Labour in respect of the matter mentioned in the Annexure to this order;
And whereas, in the opinion of the Government, it is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated vide G.O. Ms. No. 20/9/Lab./L., dated 23-05-1991 of the Labour Department, Puducherry, to exercise of the powers conferred by clause (d) of sub-section (1) of section 10 of the Industrial Disputes Act, 1947 (Central Act XIV of 1947), it is hereby directed by the Secretary to Government (Labour) that the said dispute be referred to the Industrial Tribunal, Puducherry, for adjudication. The Industrial Tribunal, Puducherry, shall submit the Award within 3 months from the date of issue of reference as stipulated under sub-section (2-A) of section 10 of the Industrial Disputes Act, 1947 and in accordance with rule 10-B of the Industrial Disputes (Central) Rules, 1957. The party raising the dispute shall file a statement of claim complete with relevant documents, list of reliance and witnesses to the Industrial Tribunal, Puducherry, within 15 days of the receipt of the order of reference and also forward a copy of such statement to each one of the opposite parties involved in the dispute.

And whereas, in the opinion of the Government, it is necessary to refer the said dispute for adjudication;
Now, therefore, by virtue of the authority delegated vide G.O. The Petroleum Pump Dealers are hereby informed that the seized 5800 litres of diesel in Crime No. 03/2024 of the Food Cell Police Station. The same will be disposed off in as-is-where-is condition by auction on 18-02-2025 at 11.00 a.m.
Terms and Conditions
1. The sealed covers should be addressed to the Superintendent of Police, Food Cell Police Station, duly superscribing on the envelope as "Auction for purchase of diesel" should reach the Office of the Inspector of Police, Mahe Circle, Mahe on or before 5.00 p.m. on 17-02-2025. The sealed covers will be opened at 11.00 a.m. on 18-02-2025 in the presence of tenderers present if any, in the Office of the Circle Inspector of Police, Mahe Police Station Complex, Mahe Main Road, Mahe-673 310 (rate quote per litre for each seized items of diesel separately if any variation).
2. The diesel auctioned would be awarded to the highest bidder on the spot.
3. The intending bidders should deposit an earnest money deposit of 500 (Rupees five hundred only) Demand Draft to be drawn in favour of "The Superintendent of Police, Food Cell Police Station, Puducherry" along with sealed bid. The earnest money deposit of the unsuccessful tenderers will be refunded on the same day soon after completion of auction.
4. The successful bidder should pay the entire amount soon after the completion of the auction and should clear the auctioned diesel at his/her own arrangement/cost before 5.00 p.m. on the same day, failing which the Station will not be held responsible either for the safe custody or loss or damage of items once the auction is over.
