NOTIFICATION

Under sub-section (2) of section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

Whereas, certain land is required for the public purpose viz., "Widening of the existing bridge across Bangaru Channel at Karayamputhur in Bahour Commune, Puducherry" at Karayamputhur Revenue Village of Bahour Taluk, Puducherry District;

2. And whereas, the requisition Department viz., the Public Works Department, Puducherry, has submitted a proposal for the acquisition of land at 60 - Karayamputhur Revenue Village of Bahour Taluk, Puducherry, for the said public purpose.

3. Now, therefore, the Government intends to acquire the following land from the land owner, located at No. 60 - Karayamputhur Revenue Village of Bahour Taluk, for the public purpose, viz., "Widening of the existing bridge across Bangaru Channel at Karayamputhur in Bahour Commune, Puducherry" under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.

4. In the process of the said acquisition proceedings, under rule 9(1) of Puducherry Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016, the State Social Impact Assessment Team has been constituted to carry out the Social Impact Assessment Study in the affected areas of No. 60 - Karayamputhur Revenue Village of Bahour Taluk, Puducherry District.

6. The Social Impact Assessment Team shall carry out the following activities:

1. Consultation With stakeholders of the proposed area including Bahour Commune Panchayat, Bahour.

2. Survey (Organization) Tahsildar, Taluk Office, Bahour shall complete the survey of proposed area under acquisition within 15 days from the date of publication of this notification.

3. Public Hearing(s) Social Impact Assessment (S.I.A) unit will decide the time and place for public hearing before submitting Social Impact Assessment (S.I.A) report.

4. Time-line The Social Impact Assessment (S.I.A) Team shall commence the study within thirty days from the issue of this Notification.The Social Impact Assessment (S.I.A) report and Social Impact Assessment Management Plan (S.I.M.P) to be completed by the SIA Team within 6 (six) months from the date of commencement of study and to be published in the Official Website and on the notice-board of the concerned offices/authorities.

7. The Social Impact Assessment Team shall submit its report in Form-III and SIMP in Form-IV, as per Rule 7(4) of the Puducherry, Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016, within a period of 6 (six) months from the date of its commencement.

ORDER

Adverting to the Orders, dated 30-06-2023 of the H on 'b l e H igh C our t o f J ud ic at ur e a t M a d r as i n W.P. Nos. 34726 of 2022 and 3241 of 2023 and G.O. Ms. No. 1/CHRI/T.2/2023, dated 14-07-2023 and in exercise of the powers conferred under the Puducherry Hindu Religious Institutions Act, 1972, Thiru R. Venkatachalam, son of Ramakirushnan, Wireman, Electricity Department, Kirumambakkam O&M, Puducherry, is hereby appointed a s Te m p l e A d m i n i s t r a t i v e O f f i c e r o f A r u l m i g u Sri Muthallamman Devasthanam, Kirumambakkam, Bahour Commune, Puducherry, on honorary basis. The Temple Administrative Officer shall administer the said Devasthanam as envisaged in the provisions of the Puducherry Hindu Religious Institutions Act, 1972 and the rules framed thereunder.

Important duties and responsibilities of the Temple Administrative Officer are given below

(i) To take over the administration of the said Devasthanam along with movable and immovable assets;

(ii) Submission of compliance report on taking over of the administration of the temple along with the details of movable and immovable properties with a period of fifteen days from taking over the administration;

(iii) Submission of annual report on maintenance of movable and immovable assets including the cleaning and desilting of temple ponds;

(iv) To coordinate and facilitate the completion of work undertaken by donors as per rule 13 (9); (v) Submission of annual budget by March as per rule 13 of the Act;

(vi) To maintain accounts as per sections 14 to 17 of Hindu Religious Institutions Act and to get the accounts audited annually by the Directorate of Accounts and Treasuries, Puducherry;

(vii) Shall ensure that the Poojas and Festivals are conducted according to the customs followed by the Devasthanam;

(viii) Shall collect all debts and funds due to the Institution and secure them from the loss or risk of loss;

(ix) Shall ensure that appropriate proceedings are instituted to effect all debts and funds due to the Institution or recovery thereof and also to defend such action against the Institution in respect of the property of the Institution;

(x) Shall not connive at or facilitate any act or conduct of another person which would involve a breach of trust or occasion risk or loss to the property belonging to the Institution;

(xi) Shall strictly conform to and carry out the terms and shall not encumber the properties of the Institution by persistently incurring expenditure beyond the limits of the income of the property of the Institution;

(xii) Shall not in any way make use of the property of the Institution or of his position as Temple Administrative Officer, for his self-interest or private advantage; and shall be personally responsible for the exercise of his judgment and for performance of his duty and he cannot, therefore, escape responsibility by leaving to another person the exercise of judgment or the performance of that duty.

The Temple Administrative Officer shall hold office for a period of three years from the date of its appointment, unless in the meanwhile removed or dismissed or on resignation is accepted or otherwise cease to be Temple Administrative Officer.

2. The Composition of the State Level Coordination Committee (SLCC), for the Eighth Economic Census 2025-26 is as follows:

(b) To review deployment of adequate number of enumerators and supervisors in the Union territory of Puducherry.

(c) To review progress of field work on a monthy basis.

(d) To ensure complete coverage of the data canvassed through validation against existing database.

(e) To prepare report on data correctness based on supervision carried out by the Union territory of Puducherry and NSSO (FOD) supervisors.

4. The Committee shall meet as and when it is required to review the smooth progress of the Eighth Economic Census 2025-26.

(iv) Shri S.D. Sundaresan, I.A.S., (AGMUT : 2011), on having reported for duty in this Administration on 04-10-2024, in pursuance of the Order No. l5041/ 05/2023-UTS.I dated 12-09-2024 of the Ministry of Home Affairs, New Delhi, is appointed as Secretary to Government and is allotted the subjects 'Social Welfare, Backward Classes and Minorities Welfare, Economics and Statistics and Sports and Youth Affairs'. TENDER-CUM-PUBLIC AUCTION NOTICE Sealed tenders are invited for the sale of outdated textbooks, used answer papers, old tamil newspapers, old english newspapers and scrap items kept in Government Schools of Puducherry, Karaikal, Mahe and Yanam regions in 'as-is-where-is condition' on weighment basis (Rate per Kg).

2. The tenders in sealed covers should be addressed to the Deputy Director of Education (Elementary), Puducherry, duly superscribed on the envelope as 'Tender for sale of outdated textbooks, used answer papers, old newspapers Tamil and

                 English and scrap items' and should reach the undersigned on or before 26-02-2025 at 10.45 a.m. The tenders will be opened on the same day at 11.00 a.m. in the presence of the bidders or their authorized representatives who are present at the time of opening of tender. If, the tender opening day happens to be a public holiday, the same will be opened on the next working day.

3. The rate should be quoted separately for outdated textbooks, used answer papers, old Tamil newspapers, old English newspapers and scrap items. The rate will be valid for one year from the date of sanction order.
