NOTIFICATION
The Lieutenant-Governor, Puducherry, is pleased to make the following Scheme for providing financial assistance to Scheduled Castes/Scheduled Tribes people for visiting of historical places located in India connected with the life of Dr. Baba Saheb Ambedkar, namely:-
"Rules for implementation of Dr. B.R. Ambedkar's Yatra Scheme to visit the places connected with Dr. B.R. Ambedkar's life in India, 2025"

RULES FOR IMPLEMENTATION OF DR. B.R. AMBEDKAR'S
YATRA SCHEME TO VISIT THE PLACES CONNECTED WITH
DR. B.R. AMBEDKAR'S LIFE IN INDIA, 2025
1. Short title and Commencement.— (1) These rules may be called
the "Rules for implementation of Dr. B.R. Ambedkar's Yatra Scheme to
visit the places connected with Dr. B.R. Ambedkar's life in India, 2025".
(2) It shall come into force with effect from the date of this
Notification in the Official Gazette.
2. Introduction.— This Scheme aims to assist the people who wants
to visit the places of Dr. B.R. Ambedkar's life in India. The following
four memorable places of Dr. B.R. Ambedkar's life are covered under this
Scheme.
(a) Janam Bhoomi - M how, Ma dha ya P ra desh
(Birth Place);
(b) Deeksha Bhoomi - Nagpur, Maharastra (Place of
Adoption to Buddhism);
(c) Mahaparinivaran Bhoomi - Delhi (Place of Demise); and
(d) Chaitya Bhoomi - Mumbai (Cremation place).
Group of about 50 yathris every year will travel to the above places
through the arrangements made by the Department. Ordinarily, the tour
period is 8 days. The Director (Adi Dravidar Welfare and Scheduled
Tribes Welfare) shall organize this tour.

3. Eligibility.— The following shall be the eligibility conditions
for grant of financial assistance under these rules:-
(a) The applicant must be of Scheduled Caste/Scheduled Tribe
community recognized by the Union territory of Puducherry;
(b) The applicant must belong to this Union Territory by virtue
of birth or continuous residence of not less than 5 years;
(c) The total annual income of the family of the applicant should
not exceed 2,00,000;
(d) Applicant's age shall not be less than 18 years and shall
not exceed 50 years on the date of application;
(e) Only one person per family can participate in a year. However, if, Applicants are husband and wife, then both may apply under this Scheme;
(f) A person can participate in the tour programme only once
in his/her lifetime;
(g) The Applicant shall be free from any contagious/
communicable diseases; and
(h) The persons who are availing assistance under prolonged
disease are not eligible.
4. Quantum of Assistance.— The total amount of expenses are fully borne by the Adi Dravidar Welfare and Scheduled Tribes Welfare Department. The cost of tour programme will be fixed by Puducherry Tourism Development Corporation (or) any other approved travel agency after finding the market price through open competition.
5. Application.— Application shall be made in the prescribed Form attached as Annexure-I to this notification with the following documents:-
(a) Copy of the Birth/Age Proof Certificate issued by the
Government;
(b) Nativity, Residence, Caste and Income Certificate obtained from an officer of the Revenue Department not below the rank of
Deputy Tahsildar;

(c) Copy of Aadhaar Card;
(d) Medical Fitness Certificate issued by the Registered Medical
Practioner/Medical Officer of any Government Hospital/Primary Health Centre/Community Health Centre of Government of Puducherry;
(e) Self declaration that the Applicant is not availing any
assistance under Prolonged Disease Scheme; and
(f) Applicants are required to apply through a web-based prescribed application form, available in the internet and can be accessed
at www.edistrict.py.gov.in.
6. Selection Criteria.— Selection should be made, by giving
advertisement in the leading dailies, one in English and one in Tamil/ Telugu/Malayalam. Applicants shall be selected by seniority in age on
first come first served basis. Applicants shall apply online only. Fixing the time-limit for receipt application shall be determined by the
Department.
7. Entitlement of the Participants.— (a) The participants are
entitled to free boarding and lodging (including all meals);
(b) No charges shall be levied from the participants in connection with the conduct of the tour and all expenses like entrance
fee, admission fee, etc., could be borne by the Department;
(c) The Department should not, however, bear the personal
expenses incurred by the participants; and
(d) In case of unexpected issues during the tour, the
Department will not bear any responsibility.
8. Period of Tour.— The period of tour shall be as determined by
the Director with the approval of the Government and in any case, it should not exceed 9 days. Details of the tour programme as attached as
Annexure-II.
9. Place of Visit.— The place of visit must be Yatra Thalangal, viz.,
Nagpur ( The Deeksha B hoomi ), Mumbai (T he Chai tya B hoomi), Dr. Ambedkar Nagar, Madhya Pradesh (The Bhim Janam Bhoomi) and
New Delhi (The Mahaparinivaran Bhoomi), places related to the history of Dr. B.R. Ambedkar.

10. Number of Participants.— Maximum of 50 participants in a
year. The number of participants for each region shall be decided by
the Government from time to time based on the ratio of the applications
received:-
(a) Puducherry - 32
(b) Karaikal - 12
(c) Yanam - 4
(d) Mahe - 2 (If, no application is received, may be
considered for Puducherry region).

11. Powers of the Director.— The Director (Adi Dravidar Welfare
and Scheduled Tribes Welfare) shall have powers:-
(a) To reject any persons for the reasons to be recorded in
writing;
(b) To determine the eligibility or otherwise in doubtful cases;
(c) To curtail the period of tour/ places of visit if it is deemed
necessary;
(d) To issue any lawful instructions to the participants of the
tour; and
(e) To take such other steps as may be necessary for the
smooth conduct of the tour.
12. Monitoring team.— The Director (Adi Dravidar Welfare and Scheduled Tribes Welfare) can nominate/appoint any 2 Officials of the Department to monitor and coordinate the tour from the Department's side.
13. Removal of Doubts.— If, any doubt arises as to the interpretation of any of these Scheme, the same shall be referred to the Government and the decision of the Government shall be the final.

Day Particulars
1. Departure from Puducherry in the morning. Overnight Train
journey.
2. Arrival at Nagpur, after fresh up, visit Deeksha Bhoomi and evening
depart to Mumbai. Overnight Train journey.
3. Arrival at Mumbai, after fresh up, visit Chaitya Bhoomi and drive through Hotel Taj Palace, Mumbai, Gate Way of India and Marine Drive. Evening depart to Dr. Ambedkar Nagar. Overnight Train journey.
4. Arrival at Dr. Ambedkar Nagar, after fresh up, visit Bhim Janam Bhoomi. After sightseeing, depart to New Delhi in the evening. Overnight Train journey.
5. Arrival at New Delhi, on arrival transfer to the place of accommodation center, after fresh up visit Mahaparinivaran Bhoomi Dr. Ambedkar Memorial, drive through Rajpath, India Gate. Overnight stay at Delhi.
6. After breakfast visit Indira Gandhi Memorial, drive through New Parliament House and Qutub Minar. After sightseeing depart to Puducherry in the evening. Overnight Train journey.
7. Train journey.
8. Arrival at Puducherry in the evening.
