Whereas, an application, dated 23-09-2024 was received from Thiru Shiv Prakash Kasat, son of late, Vinay Kishore Kasat, (L.No. 323), No. 372, Vazudavur Road, Puducherry-605 009, a licensed Pawn Broker requesting permission of the District Magistrate to sell unredeemed and time-barred articles in public auction;
2. And whereas, the original licensee Thiru Vinay Kishore Kasat was expired on 06-04-2022, hence, his son, Thiru Shiv Kishore Kasat, has been permitted to dispose of the unredeemed jewels until 31-07-2025 by the Deputy Collector (Revenue)-North-cum-Licensing Authority, Puducherry vide proceedings cited at Ref. (4); 3. And whereas, the list of unredeemed and time barred articles submitted by the Pawn Broker was forwarded to the Deputy Collector (Revenue) - North, Puducherry, for causing physical verification of the articles and to ascertain that they remain unredeemed after the time allowed for redemption;
4. And whereas, the Deputy Collector (Revenue) - North, Puducherry, has furnished the report vide reference (3) cited, stating that the Tahsildar, Taluk Office, Oulgaret, had conducted physical verification of the articles that are unredeemed and time-barred pledged with late, Vinay Kishore Kasat, Rama Devi Kasat (L.No. 323) No. 372, Vazudavur Road, Puducherry-605 009 and reported that the articles mentioned in the application remained unredeemed past the time allowed and the articles are kept in the licensed premises itself except the two items vide Catalogue Nos. 21 and 72 of the list, which were redeemed subsequently after the application of the Pawn Broker cited at reference (1);
5. And whereas, the rule 12 of the Puducherry Pawn Brokers Rules, 1966 prescribes detailed procedure on auctioning of pledges;
6. Now, therefore, Thiru B. Karthikeyan, Thirupathiripuliyur, Authorised Auctioneer, is permitted to conduct within 60 days from the date of receipt of this order, the sale of time barred and unredeemed pledged articles, as shown in the list enclosed and available with the Pawn Broker, Thiru Shiv Prakash Kasat, son of late, Vinay Kishore Kasat, Rama Devi Kasat (L.No. 323), No. 372, Vazudavur Road, Puducherry-605 009, in public auction in the licensed premises of the Pawn Broker at the above address, as per the list approved and sent to the Pawn Broker and the Auctioneer, except the two items vide Catalogue Nos. 21 and 72 of the list, which were redeemed. The Pawn Broker and Auctioneer shall observe the above formalities detailed as required under the rules framed under the Puducherry Pawn Brokers Act, 1966, before conducting the sale of time-barred and unredeemed pledged articles in the public auction:

ORDER
Whereas, an order was made vide reference 3rd cited, directing the winding up of the affairs of the Pondicherry Doordarshan Staff Co-operative Credit Society Ltd. No. P. 568 (for brevity "the society");
2. And whereas, consequent to the winding up of the society, a Liquidator is to be appointed, under sub-section (1) of section 127 of the Puducherry C o -o p e r a t i v e S o c i e t i e s A c t , 1 9 7 2 ( f o r b r e v i t y "the Act"), in consultation with the financing bank, to carry out the liquidation processes for cancelling the registration of the society;
3. And whereas, financing bank, viz., Puducherry State Co-operative Bank Ltd., (PSCB) was consulted and the said Bank consented for the proposal of appointing a Liquidator to the society;
4. Now, therefore, in exercise of the powers conferred on me under sub-section (1) of section 127 of the Puducherry Co-operative Societies Act, 1972, read with clause (a) of Rule 66 of the Puducherry Co-operative Societies Rules, 1973, I hereby appoint Thiru C. Saravanane, Senior Inspector, as the Liquidator of the Pondicherry Doordarshan Staff Co-operative Credit Society Ltd. No. P. 568 with immediate effect.
5. The President of the Society is directed to handover the charges of the Society to the said Liquidator. Charges of the Society handed over and taken over shall be informed to this Office;
6. On taking over of charges of the S o c i e t y, the Liquidator shall arrange to discharge the liabilities of the Society subject to availability of funds from the realizable assets of the Society. On completion of the liquidation process, the Liquidator shall submit a report to the undersigned to make an order for the cancellation of registration of the Society under section 129 of the said Act.

The sealed tenders should be addressed to the "The Medical Superintendent, Rajiv Gandhi Government Women and Children Hospital, Ellaipillaichavady, Puducherry" duly prescribed on the envelope as "Tender for the purchase of Old OPD and IPD case records" and the tender should reach this office on or before 09-06-2025 at 3.00 p.m. The rate should be quoted for whole lot only. The tenders received after the due date and time will be summarily rejected.
4. The tenders received will be opened on the same day at 4.00 p.m. in the presence of those tenderers or their representatives who are present at the time of opening. If, the last day happens to be a public holiday, the same will be received and finalized on the next working day.
5. The intending tenderers should deposit a sum of 5,000 (Rupees five thousand only) in cash as earnest money deposit (EMD) at the time of submitting their tenders. The tenders without earnest money deposit will summarily be rejected. The earnest money deposit of the successful tenderer will be adjusted against the sale proceeds and the earnest money deposit of the unsuccessful tenderers will be refunded immediately after the finalization of the tender.
6. In case the highest tender amount offered by the tenderer is found to be not satisfactory to the undersigned, public auction will be conducted on the spot, keeping the highest tender amount as minimum bid amount.

If, this arrangement is not ad hered to, then the earnest money deposit will be forfeited.
12. The undersigned reserves the right to accept or
reject any tender or all of them without assigning any
reasons thereof. In case of any dispute, the decision of
the undersigned will be the final and binding.
9. The tenderer or his authorized agent (only one person) may choose to be present at the time of opening the tender/auction. Authorized person should bring authorization letter. No claim on the quantity and quality of the old medical records will be admitted once the tender is finalized.
