PRELIMINARY NOTIFICATION

[Under section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013]

Whereas, the Government is of the opinion that an extent of 00.42.06 H.A.C land at 52 - Ariyur Revenue Village of Puducherry District is required for the public purpose viz., "Provision of free house sites to poor landless SC/ST/OEBC people". The Social Impact Assessment (SIA Unit) Study was carried out by the Social Impact Assessment Unit and a preliminary investigation was conducted/report submitted by a team constituted by the Special Secretary (Revenue) as laid down under section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Social Impact Assessment report was already published.

2. And whereas, The Sub/Deputy Collector (Revenue) South, Villianur, Puducherry, is appointed as the Administrator for preparation of Rehabilitation and Resettlement Scheme of the affected families and therefore, it is notified that for the abovesaid project in 52 - Ariyur Revenue Village of Puducherry District, the land measuring an extent of 00.42.06 H.A.C is under acquisition, the detailed description of which is as follows:-

3 (i) Now, therefore, this notification is made under the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Act No.30 of 2013), to all whom it may concern.

(ii) A plan of the land may be inspected in the Office of the Sub/Deputy Collector (Revenue) South- cum-Land Acquisition Officer, Villianur, Puducherry, on any working days during the working hours.

(iii) The Government is pleased to authorize the Sub/Deputy Collector (Revenue) South-cum-Land Acquisition Officer, Villianur, Puducherry, to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their work as provided and specified in section 12 of the said Act.

(iv) As per sub-section (4) of section 11 of the said Act, no person shall make any transaction or cause any transaction of land, i.e., sale/purchase, etc., or create any encumbrances on such land, without the prior approval of the Sub/Deputy Collector (Revenue) South-cum-Land Acquisition Officer, Villianur, Puducherry, from the date of publication of this notification.

Objections to the acquisition, if any, may be filed by the person interested within 60 (sixty days) from the date of publication of this notification as provided under section 15 of the said Act before the Sub/Deputy Collector(Revenue) South-cum-Land Acquisition Officer, Villianur, Puducherry.

Whereas, the Government is of the opinion that an extent of 00.05.80 H.A.C lands at 38 - Saram Revenue Village of Puducherry District is required for the public purpose, viz., "Establishment of 110/22KV Gas Insulated Sub-Station at Lawspet, Puducherry". The Social Impact Assessment (SIA) Study was carried out by the Social Impact Assessment Unit and a preliminary investigation was conducted/report submitted by a team constituted by the Special Secretary (Revenue) as laid down under section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Social Impact Assessment report was already published.

2. 4. Time-line The Social Impact Assessment (SIA) Team shall commence the study within thirty days from the issue of this Notification. The Social Impact Assessment (SIA) report and Social Impact Assessment Management Plan (SIMP) to be completed by the SIA Team within 6 (six) months from the date of commencement of study and to be published in the Official Website and on the notice-board of the concerned offices/authorities.

7. The Social Impact Assessment Team shall submit its report in Form-III and SIMP in Form-IV, as per rule 7(4) of the Puducherry Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Rules, 2016, within a period of 6 (six) months from the date of its commencement.

ANNEXURE

Standing Order Prescribing Procedures/Standards for Conducting Physical Measurement, Physical Endurance Test, Written Test and Medical Examination for the Direct Recruitment of Sub-Inspectors/Promotion of Sub-Inspectors in Puducherry Police

1. Constitution of Recruitment Committee.— A Recruitment Committee, as constituted by the orders of the Head of Department, would oversee the entire recruitment process.

2. Physical Measurements–

Physical Standards

ELIGIBILITY CONDITIONS

Physical measurement as prescribed in the eligibility conditions of the candidates will be done by the experts provided by the Government under the overall supervision of the Recruitment Committee, as constituted by the orders of the Head of Department.

3. Appeal.— The appeal made by any candidate will be examined and the decision of the Chairman of the Appeal Board as constituted by the orders of the Head of Department in respect of the appeals shall be the final.

4. Physical Endurance Test (Only For Direct Recruits).— All candidates (male and female) who qualify the Physical Standards Test shall undergo Physical Endurance Test.

For Male candidates

All the above events are compulsory.

For Female candidates

All the above events are compulsory.

Each stage is a qualifying stage by itself for the next stage, i.e., only the candidate who qualifies in the Stage-I will be eligible for the Stage-II, and so on.

(*) Ex-Serviceman will not be required to pass Physical Endurance Test. They will be eligible to appear for the written test if, they possess the minimum physical Measurements.

5. Procedure.—

(1) The testing procedure, time and venue would be decided and subject to change by the Chairman, Recruitment Committee, as constituted by the orders of the Head of Department as and when the necessity arises.

(2) To ensure accuracy and tamper-proof conduct of running events Radio Frequency Identification (RFID) chip timing technology shall be used.

(3) Standard digital height/weight devices with display monitors would be used for measuring height and weight. The same should be certified by Government agencies like BIS, etc.

(4) CCTV would be used to record all stages of PST/PET.

6. Written Test.— (i) All candidates (male and female) shall undergo a written test. The questions will be of objective type and of graduation level. The question paper will be in two parts, each of 100 questions and two hours duration, consisting of:–

However, questions in respect of English language, Literature, Grammar and Comprehension (Sl. No. D of Paper-I mentioned above) will be only in English.

(iii) Both papers are compulsory.

(iv) Selection will be based on the marks obtained in the Written Test. There will be no interview.

7. Minimum Qualifying Marks.— A candidate must appear in both Paper-I and Paper-II compulsorily and secure the minimum qualifying marks in both the papers as mentioned below–

UR : 30%

OBC/MBC/EBC/BCM/BT/EWS : 25%

SC/ST : 20%

Provisional Select list will be drawn based on the marks obtained by the applicants in the competitive examination, subject to reservation as per rules in force.

8. Medical Examination.— All candidates (male and female) who qualify the Physical Standards, Physical Endurance and Written Tests shall undergo medical examination. The medical examination shall be conducted by various Specialists in designated Government Hospitals.

MEDICAL STANDARDS TO BE MET

(a) Eye sight

Distant vision : I. Normal – Both eyes should be 6/6

(OR)

(1) Better eye with correction 6/6

(2) Worse eye vision 6/12 (without correction)

(OR)

Both eyes should be 6/9

Near Vision : Normal - Both eyes should be JI

(OR)

Better eye with correction JI and worse eye without correction JII.

II. Free from colour blindness.

(b) Hearing : Free from any disability.

(c) Defects or deformity : Free from any defect or deformity of limbs.

(d) Disease : F r e e f r o m h e r n i a , p i l e s , r e s p i r a t o r y disease, diabetes or any other disease, which will adversely affect the work of Sub-Inspector of Police.

(e) Other : Should not be flat footed or suffering from knocked-knees or bowed legs

and should not be obese (BMI more than 29.9 kg/m²).

9. Relaxation for candidates belonging to SC/ST/OBC/MBC/EBC/BCM/BT/EWS.— In case, requisite number of SC/ST/OBC/MBC/EBC/BCM/BT/EWS candidates do not qualify in the select list up to the seats reserved for them, the Recruitment Committee, as constituted by the orders of the Head of Department will have full discretion to recommend SC/ST/OBC/MBC/EBC/BCM/BT/EWS candidates who get next lower rank place in the Test except where such authority considers that the minimum standard necessary for the maintenance of efficiency of the Administration, has not been reached.

10. Final list of selected candidates.— The final list will be declared separately for General Candidates, SC/ST/OBC/MBC/EBC/BCM/BT/EWS as per the Government orders in force.

11. (a) Training and Probation (for direct recruitee)

(i) The candidates who have been selected for the post of Sub-Inspector of Police will remain on probation for a period of 2 years. They shall undergo a Basic Training Course for one year. The progress of training will be assessed through periodic exams.

(ii) During the period of probation if, it is found that the performance of trainees is unsatisfactory, suitable action including his discharge from the service will be taken under the Rules.

(b) Training and Probation (for promotee)

(i) Those candidates who are selected by the PEB for promotion to the post of Sub-Inspector of Police have to undergo a capsule training course for 3 months. Provided that those who have completed 55 years of age on the date of promotion will not be required to undergo physical training.

(ii) All candidates should complete this successfully, failing which the training period would be extended once. Till the promotees successfully complete the training, completion of probation will be not be declared in the post of Sub-Inspector of Police.

If, the day for opening the tenders happens to be public holiday for any reasons, the tenders will be received and opened by the same time on the next working day.

6. If, the highest tender amount offered by the tenderers is found to be not acceptable to the undersigned, the auction will be conducted on the spot, keeping the highest tender amount as minimum bid.

7. The earnest money deposit of the unsuccessful tenderers/bidders will be refunded immediately after the tender/auction sale is over.

8. Acceptance of the tender/auction will be intimated to the successful tenderer/bidder after finalization of the tender/auction process.

9. The successful tenderer/bidder should pay the cost of the articles including all applicable GST.

10. The successful tenderer/bidder shall remove sold articles within a week of payment until which time the items will be stored free of charges.

11. The Department will not be in any way held responsible for the safe custody or any loss of the sold articles. Once the tender is finalized, no claim on the quantity and quality of the materials will be entertained.

12. The undersigned reserves the right to reject any or all the tenders without assigning any reasons thereof and the decision of the undersigned will be the final and binding on all the tenders.
