DEPARTMENT OF REVENUE AND DISASTER MANAGEMENT, PUDUCHERRY (G.O. Ms. No. 30/2025, Puducherry, dated 13th November 2025)

PRELIMINARY NOTIFICATION

[under section 11(1) of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013]

Whereas, the Government is of the opinion that an extent of 00.09.10 H.A.C at 41 - Olandai Revenue Village of Puducherry Taluk and to an extent of 00.06.04 H.A.C at 36 - Reddiyarpalayam Revenue Village in Oulgaret Taluk for the public purpose, viz., "Formation of Link Road South of Puducherry - Villupuram Railway - Bye-passing of Arumparthapuram - Natesan Nagar segment of NH-45A". The Social Impact Assessment (SIA) Study was carried out by the Social Impact Assessment Unit and a preliminary investigation was conducted/report submitted by a team constituted by the Special Secretary (Revenue) as laid down under section 4 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013. The Social Impact Assessment report was already published.

2. And whereas, the Sub/Deputy Collector (Revenue) North, Puducherry, is appointed as the Administrator for preparation of Rehabilitation and Resettlement Scheme of the affected families and therefore, it is notified that for the abovesaid project, an extent of 00.09.10 H.A.C at 41 - Olandai Revenue Village and to an extent of 00.06.04 H.A.C at 36 - Reddiyarpalayam Revenue Village of Puducherry are under acquisition, the detailed description of which is as follows:–

II - Trees/Structures

No Trees and Structures on the land proposed to be acquired.

3. (i) Now, therefore, this notification is made under the provisions of sub-section (1) of section 11 of the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Act No. 30 of 2013), to all whom it may concern.

(ii) A plan of the land may be inspected in the Office of the Sub/Deputy-Collector (Revenue) North-cum-Land Acquisition Officer, Puducherry, on any working days during the working hours.

(iii) The Government is pleased to authorize the Sub/Deputy Collector (Revenue) North-cum-Land Acquisition Officer, Puducherry, to enter upon and survey land, take levels of any land, dig or bore into the sub-soil and do all other acts required for the proper execution of their work as provided and specified in section 12 of the said Act.

(iv) As per sub-section (4) of section 11 of the said Act, no person shall make any transaction or cause any transaction of land i.e., sale/purchase, etc., or create any encumbrances on such land, without the prior approval of the Sub/Deputy Collector (Revenue) North-cum-Land Acquisition Officer, Puducherry from the date of publication of this notification.

Objections to the acquisition, if any, may be filed by the person interested within 60 (sixty days) from the date of publication of this notification as provided under section 15 of the said Act before the Sub/Deputy Collector(Revenue) North-cum-Land Acquisition Officer, Puducherry.

2. Subsequently, it has been reported that 23 vacancies are to be filled up additionally for the year 2025 through LDCE owing to non-availability of eligible candidates under promotion quota. Therefore, the vacancy position stands revised as follows:-

* One ST vacancy has been brought forward from the year 2024.

# 5 vacancies reserved for PwBD have been brought forward from the year 2024 as backlog vacancies.

3. On the basis of the marks obtained by the candidates in the Limited Departmental Competitive Examination for promotion to the post of Assistant held on 27-07-2025,provisional select list for 70 vacancies [UR-61, SC-06, PwBD (Horizontal)-3] is drawn in the order of merit for promotion to the post of Assistant as indicated in the Annexure enclosed.

4. Due to non-availability of eligible candidates under SC & ST category, 7 vacancies remain unfilled (SC-6, ST-1) and they are carried forward to next recruitment year. Further, out of the 8 vacancies (3+5 backlog) available under PwBD category, only three backlog vacancies could be filled due to non-availability of eligible candidates under PwBD category. The remaining two backlog vacancies have been filled by UR category candidates2 December 2025] LA GAZETTE DE L'ETAT 851 and the reservation is carried forward. Three vacancies notified under PwBD category for the current recruitment year which remain unfilled are carried forward as 'backlog reserved vacancy' to the next recruitment year as per DpPT O.M., dated 15-01-2018 alongwith two reserved points.
