And whereas, the validity period of the abovesaid (G.O. Ms. No. 14, Puducherry, dated 02nd December 2025)

Notification expired on 17-11-2025;

NOTIFICATION

Whereas, the manufacture, storage, distribution or

sale of Gutkha and Pan Masala and any other food

And whereas, Regulation 2.3.4. of the Food Safety and Standards (Prohibition and Restrictions on Sales) Regulations, 2011, prohibits and restricts the sale of food products which contain tobacco and nicotine as ingredients as they are injurious to health;

products containing tobacco or nicotine as

ingredients were banned in the whole of the Union

territory of Puducherry, for a period of one year vide

June, 2013 and published in the Official Gazette of

Puducherry, No. 27, dated 02nd July, 2013 and thereafter,

being renewed periodically, the last Notification having

And whereas, it has been brought to notice that, of late, the banned food products containing tobacco or nicotine as ingredients which are injurious to health are sometimes/occasionally available in the market in contravention of the provisions of the Food Safety and Standards Act, 2006 (Central Act 34 of 2006) and the rules made thereunder;

And whereas, in the public interest, it is expedient to prohibit consumption of Gutkha and Pan Masala in the Union territory of Puducherry, being the food products in which tobacco and nicotine are widely used as ingredients;

And now, therefore, in exercise of the powers conferred by clause (a) of sub-section (2) of section 30 of the Food Safety and Standards Act, 2006 (Central Act 34 of 2006), the Commissioner of Food Safety of the Union territory of Puducherry, in the interest of public health, hereby prohibits the manufacture, storage, distribution or sale of Gutkha and Pan Masala (containing tobacco or nicotine), and any other products marketed separately to constitute as Gutkha or Pan Masala as final product, by whatsoever name called, whether packaged or unpackaged and/or sold as one product, or through packaged as separate products, sold or distributed in such a manner so as to easily facilitate mixing by the consumer in the whole of the Union territory of Puducherry, for a further period of one year from 18-11-2025.

GOVERNMENT OF PUDUCHERRY DEPARTMENT OF CIVIL SUPPLIES AND CONSUMER AFFAIRS

NOTIFICATION

In accordance with section 16 of the National Food Security Act, 2013, the Government is pleased to constitute the State Food Commission for the Union territory of Puducherry as detailed below:

(i) Secretary, (Civil Supplies and . . Chairperson Consumer Affairs).

(ii) Director, (Women and Child . . Member Development).

(iii) Director, (Civil Supplies and . . Member Consumer Affairs).

(iv) One Women Officer to be . . Member nominated by Department of Personnel and Administrative Reforms.

(v) One Officer belonging to the . . Member Scheduled Castes to be nominated by Department of Personnel and Administrative Reforms.

(vi) One Officer belonging to the . . Member Scheduled Tribes to be nominated by Department of Personnel and Administrative Reforms.

(vii) Joint Secretary to Government . . Member-

Secretary.

2. The State Food Commission of the Union territory of Puducherry shall exercise of the following functions, namely:–

(a) Monitor and evaluate the implementation of this Act, in relation to the State.

(b) Either sue motto or on receipt of complaint inquire into violations of entitlements provided under Chapter-II of the Act.

(c) Give advice to the State Government on effective implementation of this Act. (d) Give advice to the State Government, their agencies, Autonomous Bodies as well as Non-Government Organisations involved in delivery of relevant services, for the effective implementation of food and nutrition related Schemes, to enable individuals to fully access their entitlements specified in this Act. (e) Here appeals against orders of the District Grievance Redressal Officer.

(f) Prepare annual reports which shall be laid before the State Legislature by the State Government.

3. The service conditions of the Food Commission of the Union territory of Puducherry are detailed in the Puducherry Food Security Rules, 2017.

YEAR 2025-26

"e-Tenders" are invited on behalf of the President of India by the Director of Stationery and Printing, Puducherry, for centralized purchase of Paper and Board items for the year 2025-26 through e-procurement system. Tenderers should submit their tender online at the Government website http://pudutenders.gov.in.

The tender details, terms and conditions and time schedule may be downloaded from the website http://www.py.gov.in and http://styandptg.py.gov.in. The tender will be processed online only and hence, hardcopy submission will not be accepted. The tenders without sample will not be considered. The last date for submission of samples is 19-01-2026 at 5.00 p.m. and the last date for submission of both Technical and Financial tender online is on 19-01-2026 at 5.00 p.m.
