ਹੁਕਮ
ਇਹ ਕਿ ਸ਼੍ਰੀ ਸੰਜੀਵ ਗੁਪਤਾ ਪੁੱਤਰ ਲੇਟ ਸ਼੍ਰੀ Uਮ ਪ੍ਰਕਾਸ਼ ਗੁਪਤਾ, ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ (ਪ੍ਰਾਸੀਕਿਊਸ਼ਨ) ਪਟਿਆਲਾ ਦੀ 58 ਸਾਲਾ ਸੇਵਾ ਨਿਵਿਰਤੀ ਦੀ ਮਿਤੀ 30.11.2020 ਹੈ।
2. ਸ਼੍ਰੀ ਸੰਜੀਵ ਗੁਪਤਾ, ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ ਨੇ ਆਪਣੀ ਪ੍ਰਤੀ-ਬੇਨਤੀ ਮਿਤੀ ਨਿੱਲ ਰਾਹੀਂ ਸਰਕਾਰ ƒ ਬੇਨਤੀ ਕੀਤੀ ਕਿ ਉਸ ਦੇ ਸੇਵਾ ਕਾਲ ਵਿੱਚ ਮਿਤੀ 01.12.2020 ਤੋਂ 30.11.2021 ਤੱਕ ਦਾ ਵਾਧਾ ਕੀਤਾ ਜਾਵੇ। ਡਾਇਰੈਕਟਰ ਪ੍ਰਾਸੀਕਿਊਸ਼ਨ ਤੇ ਲਿਟੀਗੇਸ਼ਨ ਵੱਲੋਂ ਆਪਣੇ ਨੋਟ ਮਿਤੀ 15.09.2020 ਰਾਹੀਂ ਇਸ ਅਧਿਕਾਰੀ ਦੀ ਪ੍ਰਤੀ-ਬੇਨਤੀ ਤੇ ਹੇਠਾਂ ਅਨੁਸਾਰ ਸਿਫਾਰਸ਼ ਕੀਤੀ ਗਈ:-
"I have carefully gone through the application of Sh. Sanjiv Gupta, District Attorney (Prosecu- tion), Patiala. He has done appreciable work during his tenure as such. He has been handling important and sensitive cases. He is very hard working and intelligent Officer. He is complet- ing the age of 58 years in November, 2020 and is retiring on 30.11.2020.
In order to complete most important pending works of the Department, in time, his services are urgently required. Keeping in view the public interest, I strongly recommend his case for exten- sion in service for another one year i.e. 01.12.2020 to 30.11.2021."
3. ਡਾਇਰੈਕਟਰ, ਪ੍ਰਾਸੀਕਿਊਸ਼ਨ ਤੇ ਲਿਟੀਗੇਸ਼ਨ ਦੀ ਉਕਤ ਸਿਫਾਰਸ਼ ਅਨੁਸਾਰ, ਸ਼੍ਰੀ ਸੰਜੀਵ ਗੁਪਤਾ, ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ (ਪ੍ਰਾਸੀਕਿਊਸ਼ਨ) ਪਟਿਆਲਾ ਕਾਰਜਕਾਲ ਦੌਰਾਨ, ਇਸ ਅਧਿਕਾਰੀ ਦਾ ਕੰਮ ਪ੍ਰਸ਼ੰਸਾਯੋਗ ਰਿਹਾ ਹੈ ਅਤੇ ਉਸ ਕੋਲ ਕੁਝ ਬਹੁਤ ਹੀ ਸੰਜੀਦਾ ਮਸਲੇ ਡੀਲ ਕੀਤੇ ਜਾ ਰਹੇ ਹਨ।
4. ਪੰਜਾਬ ਸਰਕਾਰ ਅਧੀਨ ਕੰਮ ਕਰਦੇ ਅਧਿਕਾਰੀਆਂ/ਕਰਮਚਾਰੀਆਂ ਦੀ ਸੇਵਾ ਨਿਵਿਰਤੀ ਉਪਰੰਤ ਸੇਵਾਕਾਲ ਵਿੱਚ ਵਾਧੇ ਸਬੰਧੀ, ਵਿੱਤ ਵਿਭਾਗ ਦੇ ਪੱਤਰ ਨੰ: 22/2/2012-3 ਐਫ.ਪੀ.2/237 ਮਿਤੀ 02.03.2020 ਰਾਹੀਂ ਪੰਜਾਬ ਸਿਵਲ ਸੇਵਾਵਾਂ, PART I] PUNJAB GOVT. GAZ., DECEMBER 18, 2020 (AGHN 27, 1942 SAKA) 1131 Provided further that no Government employee, shall be retained in service, after the completion of his extended period of Service. However under exceptional circumstances, if the State Government considers it necessary and expendient so to do in public interest, it may extend the Service of a Government employee beyond the aforsaid limit, for the reasons to be recorded, in writing.
5. ਇਸ ਮਾਮਲੇ ਸਬੰਧੀ ਮਾਨਯੋਗ ਮੁੱਖ ਮੰਤਰੀ, ਪੰਜਾਬ ਜੀ ਵੱਲੋਂ ਮਿਤੀ 17.11.2020 ƒ ਹੇਠ ਅਨੁਸਾਰ ਹੁਕਮ ਕੀਤੇ ਗਏ :-
"After careful consideration, it is felt that the term of Sh. Sanjiv Gupta, District Attorney, Patiala may be extended for one year. The Department may do so after obtaining necessary aproval/consent from the Department of Personnel and Finance."
6. ਮਾਨਯੋਗ ਮੁੱਖ ਮੰਤਰੀ ਜੀ ਦੇ ਹੁਕਮਾਂ ਅਨੁਸਾਰ, ਇਹ ਮਾਮਲਾ ਵਿੱਤ ਵਿਭਾਗ ਅਤੇ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਨਾਲ ਟੇਕ-ਅੱਪ ਕੀਤਾ ਗਿਆ। ਵਿੱਤ ਵਿਭਾਗ ਵੱਲੋਂ ਇਸ ਸਬੰਧੀ ਮਿਤੀ 25.11.2020 ƒ ਹੇਠ ਅਨੁਸਾਰ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਗਈ:-
"ਵਿੱਤ ਵਿਭਾਗ ਪ੍ਰਬੰਧਕੀ ਵਿਭਾਗ ਵੱਲੋਂ ਸ਼੍ਰੀ ਸੰਜੀਵ ਗੁਪਤਾ, ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ, ਪਟਿਆਲਾ ਦੇ ਮਿਤੀ 1.12.2020 ਤੋਂ 30.11.2020 ਤੱਕ ਵਾਧਾ ਦੇਣ ਸਬੰਧੀ ਪ੍ਰਾਪਤ ਤਜਵੀਜ ਤੇ ਸਹਿਮਤੀ ਦਿੰਦਾ ਹੈ।"
7. ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਵੱਲੋਂ ਇਸ ਸਬੰਧੀ ਮਿਤੀ 26.11.2020 ƒ ਇਸ ਮਾਮਲੇ ਸਬੰਧੀ ਹੇਠ ਅਨੁਸਾਰ ਸਲਾਹ/ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਗਈ ਹੈ:-
"ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ਸਲਾਹ ਦਿੰਦਾ ਹੈ ਕਿ ਰਿਟਾਇਰਮੈਂਟ ਉਪਰੰਤ ਸੇਵਾਕਾਲ ਵਿੱਚ ਵਾਧਾ ਦੇਣ ਸਬੰਧੀ ਪਾਲਿਸੀ/ਹਦਾਇਤਾਂ ਵਿੱਤ ਵਿਭਾਗ ਵੱਲੋਂ ਜਾਰੀ ਕੀਤੀਆਂ ਗਈਆਂ ਹਨ, ਇਸ ਲਈ ਸ਼੍ਰੀ ਸੰਜੀਵ ਗੁਪਤਾ, ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ, ਪਟਿਆਲਾ ƒ ਸੇਵਾ ਉਪਰੰਤ ਸੇਵਾਕਾਲ ਵਿੱਚ ਇੱਕ ਸਾਲ ਦਾ ਵਾਧਾ ਦੇਣ ਸਬੰਧੀ ਜੇਕਰ ਵਿੱਤ ਵਿਭਾਗ ਵੱਲੋਂ ਪ੍ਰਵਾਨਗੀ ਦਿੱਤੀ ਜਾਂਦੀ ਹੈ ਤਾਂ ਪ੍ਰਸੋਨਲ ਵਿਭਾਗ ƒ ਇਸ ਸਬੰਧੀ ਕੋਈ ਇਤਰਾਜ ਨਹੀਂ ਹੈ।"
8. ਇਸ ਲਈ ਲੋਕ ਹਿੱਤ ਵਿੱਚ, ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਪ੍ਰਸੰਨਤਾ ਪੂਰਵਕ ਸ਼੍ਰੀ ਸੰਜੀਵ ਗੁਪਤਾ, ਜ਼ਿਲ੍ਹਾ ਅਟਾਰਨੀ ਦੇ ਸੇਵਾਕਾਲ ਵਿੱਚ ਮਿਤੀ 01/12/2020 ਤੋਂ ਮਿਤੀ 30/11/2021 ਤੱਕ ਇੱਕ ਸਾਲ ਦਾ ਵਾਧਾ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦਿੰਦੇ ਹਨ।
