Regulation) Amendment Bill, 2021 is hereby published for general information
under the proviso to rule 121 of the Rules of Procedure and Conduct of

REGULATION) AMENDMENT BILL, 2021

BILL
further to amend the Punjab Infrastructure (Development and
Regulation) Act, 2002.
BE it enacted by the Legislature of the State of Punjab in the
Seventy-second year of the Republic of India as follows:-
1. (1) This Act may be called the Punjab Infrastructure (Development

(2) It shall come into force on and with effect from the date of its
publication in the Official Gazette.
2. In the Punjab Infrastructure (Development and Regulation) Act,
2002 (hereinafter referred to as the principal Act), after section 25, the following
Insertion of new section 25-A in Punjab Act 8 of 2002.
section shall be inserted, namely:-
"25-A. Notwithstanding anything contained in this Act, the State
Government may also levy Special Infrastructure
Development fee on petrol, diesel and immovable property
Levy of Special Infrastructure Development fee.
at such rate, as the State Government may, by notification,
direct, for the purpose of which a special head shall be created under which
the accrued Special Infrastructure Development fee shall be collected and
deposited directly into the Development Fund constituted under section 27.".
3. In the principal Act, in section 27, in sub-section (2), for the words signs "The amount of fee, except Special Infrastructure Development fee, 1310

STATEMENT OF OBJECTS AND REASONS
Punjab Infrastructure (Development and Regulation) (Amendment) Bill,
2021 proposes to impose the Special Infrastructure Development Fee to
accelerate the pace of Infrastructure Development in the State and creating
additional Revenue streams for the purpose.
This Bill seeks to establish a regulatory framework for imposition of Special
Infrastructure Development Fee under the Punjab Infrastructure (Development

FINANCIAL MEMORANDUM
The Punjab Infrastructure (Development and Regulation)
(Amendment) Bill, 2021 is being introduced to accelerate the pace of
Infrastructure Development in the State by imposing the Special Infrastructure
Development Fee which shall generate Rs. 216 crores per annum
approximately.
