further to amend the Punjab School Education Board Act, 1969.
BE it enacted by the Legislature of the State of Punjab in the Seventy-
second Year of the Republic of India as follows:-
Short title and Commencement.
1. (1) This Act may be called the Punjab School Education Board (Amendment) Act, 2021.
(2) It shall come into force on and with effect from the date of its
publication in the Official Gazette.

2. In the Punjab School Education Board Act, 1969, in section 4, in sub- section (1), in clause (b), for sub-clauses (iv), (v) and (vi), the following sub- clauses shall be substituted, namely:-
Amendment in section 4 of Punjab Act 24 of 1969.
"(iv) one member from amongst the Heads of Government Senior
Secondary Schools or affiliated schools of the Board;
(v) one member from amongst the Heads of Government High
Schools or affiliated schools of the Board;
(vi) one member from amongst the school Principals, Headmasters, Lecturers and teachers who are State or National awardees;".

STATEMENT OF OBJECTS AND REASONS
The existing Section 4 of the Punjab School Education Board Act,1969
as amended from time to time, inter-alia, provides that the Board shall consists
of Chairman, Vice Chairman and members. As per existing provisions only a
member from amongst the Heads of the Senior Secondary Schools and High
Schools affiliated to the Punjab School Education Board can be nominated as
member. The existing provisions do not provide for inclusion of the Principals
and Headmasters of the Government Schools.
Further, the existing provisions provide that one member can be nominated
from amongst the school lecturers and teachers who are State or National
Awardees. Many times such lecturers and teachers get promoted as Principals
or Headmasters and therefore such promotions should not debar them from
becoming the member of the Board.
Hence, in order to make enabling provisions for the School Headmasters,
Principals and State and National Awardees, Teachers to be eligible for
nomination as Members of the Board, The Punjab School Education
(Amendment)Act, 2021 is being introduced in this Honorable House.
