Hotel on PPP mode
PROJECT DETAILS
Punjab Infrastructure Development Board (PIDB) is the nodal agency of Government of Punjab, for development of infrastructure projects on Public Private Partnership (PPP) mode, in the State of Punjab. Department of Housing and Urban Development (DHUD) has decided to take up the Development, Operation & Maintenance of PWD Rest House, Bhupindra Road as Heritage Hotel on Public Private Partnership (PPP).
BRIEF PROJECT STRUCTURE
The Private Sector Player (hereinafter referred as the "Concessionaire") shall be required to undertake all the activities pertaining to and incidental to Development and Operation & Maintenance of PWD Rest House, Bhupindra Road, Patiala as Heritage Hotel as per Ministry of Tourism (MoT), GoI guidelines. Private Sector Player (PSP) shall upgrade the existing Project Site and thereby develop, operate and maintain the facility for the entire Concession Period i.e. 40 (Forty years). PSP shall be required to develop, and operate & maintain all 50 rooms with 35% of built up area for commercial activity. The project shall be awarded to such bidder who shall offer the Highest Annual Concession Fee (ACF) payable as per the terms of the RFP document.
PUBLIC NOTICE
As part of the procedure defined in the provisions of Punjab Infrastructure Development & Regulation Act 2002, (PIDRA-2002), before the bidding for the Development of the Project is carried out, a Public hearing is required to be conducted by the Punjab Infrastructure Regulatory Authority (PIRA) inviting objections/suggestions/ comments from the Public.
( 79)80 PUNJAB GOVT. GAZ., MARCH 12, 2021 (PHGN 21, 1942 SAKA) PART III] Accordingly, Punjab Infrastructure Regulatory Authority (PIRA) has decided to conduct the Public Hearing.
The proposed Development of the said (Project) is hereby published for general information. A copy of the Feasibility Report and Draft Request for Proposal (RFP) may be downloaded from PIDB website. Notice is hereby given to all concerned to file suggestions / views / comments and objections, if any, on the proposed Project, to the Managing Director, PIDB, SCO: 33-34-35, Sector 34-A, Chandigarh within 15 days of the publication of this notice. Besides, a Public Hearing will also be held under the Chairperson, Punjab Infrastructure Regulatory Authority (PIRA) which can be attended by any person including bonafide residents, Non-Government organizations and others, located at the project sites of displacement likely to be affected by the proposed Infrastructure Project and other members of Public. Oral and written submission can also be made during the Public Hearing. The time schedule for Public Hearing is as below:

ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਪਲੇਅਰ (ਇਸ ਤੋਂ ਬਾਅਦ "ਕੰਸੈਸ਼ਨਿਅਰ" ਵਜੋਂ ਹਵਾਲਾ ਲਿਆ ਜਾਵੇੇ), ਵੱਲੋਂ ਟੂਰਿਜ਼ਮ ਮੰਤਰਾਲਾ (ਐਮ.U.ਟੀ.) ਭਾਰਤ ਸਰਕਾਰ ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਅਨੁਸਾਰ ਹੈਰੀਟੇਜ ਹੋਟਲ ਵਜੋਂ ਪੀ.ਡਬਲਿਊ਼ ਡੀ. ਰੈਸਟ ਹਾਊਸ, ਭੁਪਿੰਦਰਾ ਰੋਡ ਪਟਿਆਲਾ ਦਾ ਵਿਕਾਸ, ਸੰਚਾਲਨ ਅਤੇ ਰੱਖ-ਰਖਾਵ ਲਈ ਅਚਨਚੇਤੀ ਅਤੇ ਨਾਲ ਸਬੰਧਤ ਸਾਰੀਆਂ ਗਤੀਵਿਧੀਆਂ ਕਰਨੀਆਂ ਲੋੜੀਂਦੀਆਂ ਹੋਣਗੀਆਂ। ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਪਲੇਅਰ (ਪੀ.ਐਸ.ਪੀ.) ਮੌਜੂਦਾ ਪ੍ਰੋਜੈਕਟ ਸਾਈਟ ਦਾ ਵਿਕਾਸ ਕਰੇਗਾ ਅਤੇ ਸਮੁੱਚੇ ਛੋਟ ਅਰਸੇ ਅਰਥਾਤ 40 (ਚਾਲੀ) ਸਾਲਾਂ ਲਈ ਸੁਵਿਧਾ ਦਾ ਸੰਚਾਲਣ ਅਤੇ ਰੱਖ-ਰਖਾਵ ਕਰੇਗਾ।
ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਪਲੇਅਰ ਸਾਰੇ 50 ਕਮਰਿਆਂ ਸਮੇਤ ਵਪਾਰਕ ਗਤੀਵਿਧੀਆਂ ਲਈ 35# ਬਿਲਟ ਅਪ ਏਰੀਏ (Built-up Area) ƒ ਵਿਕਸਤ, ਸੰਚਾਲਨ ਅਤੇ ਰੱਖ-ਰਖਾਵ ਕਰੇਗਾ। ਪ੍ਰੋਜੈਕਟ ਅਜਿਹੇ ਬੋਲੀਕਾਰ ਨੂੰ ਪ੍ਰਦਾਨ ਕੀਤਾ ਜਾਵੇਗਾ, ਜਿਹੜਾ ਆਰ. ਐਫ.
ਪੀ. ਦਸਤਾਵੇਜ਼ ਦੀਆਂ ਸ਼ਰਤਾਂ ਅਨੁਸਾਰ ਅਦਾਇਗੀ ਯੋਗ ਉ~ਚਤਮ ਸਲਾਨਾ ਛੋਟ ਫੀਸ (ਏ.ਸੀ.ਐਫ.) ਦੀ ਪੇਸ਼ਕਸ਼ ਕਰੇਗਾ।

ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਡਿਵੈਲਪਮੈਂਟ ਐਂਡ ਰੈਗੁੂਲੇਸ਼ਨ ਐਕਟ 2002, (ਪੀ.ਆਈ.ਡੀ.ਆਰ.ਏ.-2002) ਦੀਆਂ ਵਿਵਸਥਾਵਾਂ ਵਿੱਚ ਪ੍ਰਭਾਸ਼ਿਤ ਪ੍ਰੀਕਰਿਆ ਦੇ ਹਿੱਸੇ ਵਜੋਂ, ਪ੍ਰੋਜੈਕਟ ਦੇ ਵਿਕਾਸ ਲਈ ਬੋਲੀ ਦੇਣ ਤੋਂ ਪਹਿਲਾਂ ਜਨਤਕ ਸੁਣਵਾਈ ਹੋਵੇਗੀ, ਜੋ ਜਨਤਾ ਤੋਂ ਇਤਰਾਜ/ਸੁਝਾਅ/ਟਿੱਪਣੀਆਂ ਮੰਗ ਰਹੀ ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਦੁਆਰਾ ਆਯੋਜਿਤ ਕੀਤੀ ਜਾਣੀ ਲੋੜੀਂਦੀ ਹੈ।
ਫਲਸਰੂਪ, ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਨੇ ਜਨਤਕ ਸੁਣਵਾਈ ਆਯੋਜਿਤ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਉ~ਕਤ (ਪ੍ਰੋਜੈਕਟ) ਦਾ ਪ੍ਰਸਤਾਵਿਤ ਵਿਕਾਸ ਆਮ ਜਾਣਕਾਰੀ ਲਈ ਪ੍ਰਕਾਸ਼ਿਤ ਕੀਤਾ ਜਾਂਦਾ ਹੈ।
ਵਿਹਾਰਿਕਤਾ ਰਿਪੋਰਟ (Feasibility Report) ਅਤੇ ਪ੍ਰਸਤਾਵ ਲਈ ਬੇਨਤੀ ਦੇ ਖਰੜੇ (Draft Request For Proposal) ਦੀ ਨਕਲ ਪੀ.ਆਈ.ਡੀ.ਬੀ. ਦੀ ਵੈਬਸਾਈਟ ਤੋਂ ਡਾਊਨਲੋਡ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ। ਇਸ ਨੋਟਿਸ ਦੀ ਪ੍ਰਕਾਸ਼ਨਾ ਦੇ 15 ਦਿਨਾਂ ਦੇ ਅੰਦਰ ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ, ਪੀ.ਆਈ.ਡੀ.ਬੀ., ਐਸ.ਸੀ.U.33-34-35, ਸੈਕਟਰ 34-ਏ, ਚੰਡੀਗੜ੍ਹ ਨੂੰ ਪ੍ਰਸਤਾਵਿਤ ਪ੍ਰੋਜੈਕਟ ਤੇ ਸੁਝਾਵ/ਵਿਚਾਰ/ਟਿੱਪਣੀਆਂ ਅਤੇ ਇਤਰਾਜ ਜੇਕਰ ਕੋਈ ਹੈ ਫਾਈਲ ਕਰਨ ਲਈ ਸਾਰੇ ਸਬੰਧਿਤਾਂ ਨੂੰ ਨੋਟਿਸ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਇਕ ਜਨਤਕ ਸੁਣਵਾਈ ਚੇਅਰਪਰਸਨ ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਅਧੀਨ ਵੀਂ ਆਯੋਜਿਤ ਹੋਵੇਗੀ, ਜਿਸ ਵਿਚ ਬੋਨਾਫਾਈਡ ਰੈਜੀਡੈਂਟਸ, ਗੈਰ-ਗਵਰਨਮੈਂਟ ਆਰਗੇਨਾਈਜੇਸ਼ਨ ਅਤੇ ਹੋਰ ਪ੍ਰਸਤਾਵਿਤ ਇਨਫਰਾਸਟਰੱਕਚਰ ਪ੍ਰੋਜੈਕਟ ਦੁਆਰਾ ਪ੍ਰਭਾਵਿਤ ਕੀਤੇ ਜਾਣੇ ਜਿਵੇਂ ਡਿਸਪਲੇਸਮੈਂਟ ਦੀ ਪ੍ਰੋਜੈਕਟਸ ਸਾਈਟਸ ਵਿਖੇ ਸਥਿਤ ਅਤੇ ਹੋਰ ਜਨਤਾ ਦੇ ਮੈਂਬਰ ਸਹਿਤ ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਹਾਜ਼ਰ ਹੋ ਸਕਦਾ ਹੈ। ਮੌਖਿਕ ਅਤੇ ਲਿਖਤੀ82 PUNJAB GOVT.
