Development of International Standard Tourism/Theme Destination in Punjab on Pathankot-
Dalhousie road around Ranjit Sagar Lake.
PROJECT DETAILS
Punjab Infrastructure Development Board (PIDB) is the nodal agency of Government of Punjab, for development of infrastructure projects on Public Private Partnership (PPP) mode, in the state of Punjab.
Department of Housing and Urban Development has decided to take up the Development of International Standard Tourism/Theme Destination in Punjab on Pathankot-Dalhousie road around Ranjit Sagar Lake on Public Private Partnership (PPP).
BRIEF PROJECT STRUCTURE
The Private Sector Player (hereinafter referred as the "Concessionaire") shall be required to undertake project development activities on Site - 1 Niloh Tikka Palangi measuring 56.22 acres and Site – 2 Fougli Tikka Kulara measuring 18.54 acres. The Private Sector Player (PSP) shall Design, Build, Finance and Operate the two sites for the entire Concession Period i.e. 60 (Sixty years). PSP shall be required to develop Eco Resorts, Recreational Greens, Adventures Sports Centre, Nature Interpretation Centre and other Support facilities. The project is strictly planned on the guidelines of Punjab Eco-Tourism Policy 2009. The project shall be awarded to such bidder who shall offer the Highest Price over and above the Reserve Price plus Annuity payable as per the terms of the RFP document.
PUBLIC NOTICE
As part of the procedure defined in the provisions of Punjab Infrastructure Development & Regulation Act 2002, (PIDRA-2002), before the bidding for the Development of the Project is carried out, a Public hearing is required to be conducted by the Punjab Infrastructure Regulatory Authority (PIRA) inviting objections/ suggestions/comments from the Public.
( 87)88 PUNJAB GOVT. GAZ., MARCH 19, 2021 (PHGN 28, 1942 SAKA) PART III] Accordingly, Punjab Infrastructure Regulatory Authority (PIRA) has decided to conduct the Public Hearing. The proposed Development of the said (Project) is hereby published for general information. A copy of the Feasibility Report and RFP can be downloaded from PIDB website. Notice is hereby given to all concerned to file suggestions/views/comments and objections, if any, on the proposed project, to the Managing Director, PIDB, SCO: 33-34-35, Sector 34-A, Chandigarh within 15 days of the publication of this notice. Besides, a Public Hearing will also be held under the Chairperson, Punjab Infrastructure Regulatory Authority (PIRA) which can be attended by any person including bonafide residents, Non-Government organizations and others, located at the project sites of displacement likely to be affected by the proposed Infrastructure Project and other members of Public. Oral and written submission can also be made during the Public Hearing. The time schedule for public hearing is as below:

ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਡਿਵੈ~ਲਪਮੈਂਟ ਬੋਰਡ (ਪੀ.ਆਈ.ਡੀ.ਬੀ.), ਪੰਜਾਬ ਰਾਜ ਵਿੱਚ ਪਬਲਿਕ ਪ੍ਰਾਈਵੇਟ ਪਾਰਟਨਰਸ਼ਿਪ (ਪੀ.ਪੀ.ਪੀ.) ਮੋਡ ਤੇ ਇਨਫਰਾਸਟਰੱਕਚਰ ਪੋ੍ਰਜੈਕਟ ਦੇ ਵਿਕਾਸ ਲਈ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਨੋਡਲ ਏਜੰਸੀ ਹੈ।
ਮਕਾਨ ਉਸਾਰੀ ਤੇ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਵਿਭਾਗ ਦੇ ਪਬਲਿਕ ਪ੍ਰਾਈਵੇਟ ਪਾਰਟਨਰਸ਼ਿਪ (ਪੀ.ਪੀ.ਪੀ.) ਉ~ਤੇ ਪੰਜਾਬ ਵਿੱਚ ਅੰਤਰਰਾਸ਼ਟਰੀ ਸਟੈਂਡਰਡ ਟੂਰਿਜ਼ਮ/ਥੀਮ ਡੈਸਟੀਨੇਸ਼ਨ ਦਾ ਵਿਕਾਸ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ।

ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਪਲੇਅਰ (ਇਸ ਤੋਂ ਬਾਅਦ "ਕੰਸੈਸ਼ਨਿਅਰ" ਵਜੋਂ ਹਵਾਲਾ ਲਿਆ ਜਾਵੇੇ), ਸਾਈਟ-1 ਨਿਲੋਹ ਟਿੱਕਾ ਪਲੰਗੀ ਪੈਮਾਇਸ਼ 56.22 ਏਕੜ ਅਤੇ ਸਾਈਟ-2 ਫੋਗਲੀ ਟਿੱਕਾ ਕੁਲਾਰਾ ਪੈਮਾਇਸ਼ 18.54 ਏਕੜ ਉ~ਤੇ ਪ੍ਰਾਜੈਕਟ ਵਿਕਾਸ ਗਤੀਵਿਧੀਆਂ ਕਰਨੀਆਂ ਲੋੜੀਂਦੀਆਂ ਹੋਣਗੀਆਂ।ਪ੍ਰਾਈਵੇਟ ਸੈਕਟਰ ਲੇਅਰ (ਪੀ.ਐਸ.ਪੀ) ਸਮੁੱਚਾ ਕਨਸੈਸ਼ਨ ਅਰਸਾ ਅਰਥਾਤ 60 ਸਾਲ (ਸੱਠ ਸਾਲ) ਲਈ ਦੋ ਸਾਈਟਸ ਦਾ ਡਿਜ਼ਾਈਨ, ਨਿਰਮਾਣ, ਫਾਈਨਾਂਸ ਅਤੇ ਸੰਚਾਲਨ ਕਰੇਗਾ। ਪੀ.ਐਸ.ਪੀ. ਨੂੰ ਈਕੋ ਰਿਜਾਰਟਸ, ਰੀਕੀਏਸ਼ਨ, ਗਰੀਨਜ਼, ਐਡਵੈਂਚਰਜ਼ ਸਪੋਰਟਸ ਸੈਂਟਰ, ਨੇਚਰ ਇੰਟਰਪ੍ਰੀਟੇਸ਼ਨ ਸੈਂਟਰ ਅਤੇ ਹੋਰ ਸਮਰਥਿਤ ਸੁਵਿਧਾਵਾਂ ਦਾ ਵਿਕਾਸ ਕਰਨਾ ਹੋਵੇਗਾ। ਪ੍ਰੋਜੈਕਟ ਪੂਰੀ ਤਰ੍ਹਾਂ ਨਾਲ ਪੰਜਾਬ ਈਕੋ-ਟੂਰਿਜ਼ਮ ਪਾਲਿਸੀ-2009 ਦੇ ਦਿਸ਼ਾ-ਨਿਰਦੇਸ਼ਾਂ ਉ~ਤੇ ਪਲਾਨ ਕੀਤਾ ਗਿਆ ਹੈ। ਪ੍ਰੋਜੈਕਟ ਅਜਿਹੇ ਬੋਲੀਕਾਰ ਨੂੰ ਪ੍ਰਦਾਨ ਕੀਤਾ ਜਾਵੇਗਾ, ਜੋ ਰਾਖਵੀਂ ਕੀਮਤ ਤੋਂ ਉ~ਪਰ ਉ~ਚਤਮ ਕੀਮਤ ਪੇਸ਼ ਕਰੇਗਾ। ਜਮ੍ਹਾ ਆਰ ਐਫ ਪੀ ਦਸਤਾਵੇਜ਼ ਦੇ ਨਿਯਮਾਂ ਅਨੁਸਾਰ ਐਨੂਇਟੀ ਅਦਾ ਕਰੇਗਾ।
ਜਨਤਕ ਸੂਚਨਾ
ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਡਿਵੈਲਪਮੈਂਟ ਐਂਡ ਰੈਗੂਲੇਸ਼ਨ ਐਕਟ 2002, (ਪੀ.ਆਈ.ਡੀ.ਆਰ.ਏ.-2002) ਦੀਆਂ ਵਿਵਸਥਾਵਾਂ ਵਿੱਚ ਪਰਿਭਾਸ਼ਿਤ ਪ੍ਰੀਕੀਰਆ ਦੇ ਹਿੱਸੇ ਵਜੋਂ, ਪ੍ਰੋਜੈਕਟ ਦੇ ਵਿਕਾਸ ਲਈ ਬੋਲੀ ਦੇਣ ਤੋਂ ਪਹਿਲਾਂ ਜਨਤਕ ਸੁਣਵਾਈ ਹੋਵੇਗੀ, ਜੋ ਜਨਤਾ ਤੋਂ ਇਤਰਾਜ/ਸੁਝਾਅ/ਟਿੱਪਣੀਆਂ ਮੰਗ ਰਹੀ ਪੰਜਾਬ ਇਨਫਰਾਸਟੱਰਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਦੁਆਰਾ ਆਯੋਜਿਤ ਕੀਤੀ ਜਾਣੀ ਲੋੜੀਂਦੀ ਹੈ।
ਫਲਸਰੂਪ, ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ) ਨੇ ਜਨਤਕ ਸੁਣਵਾਈ ਆਯੋਜਿਤ ਕਰਨ ਦਾ ਫੈਸਲਾ ਕੀਤਾ ਹੈ। ਉ~ਕਤ (ਪ੍ਰੋਜੈਕਟ) ਦਾ ਪ੍ਰਸਤਾਵਿਤ ਡਿਵੈਲਪਮੈਂਟ ਆਮ ਜਾਣਕਾਰੀ ਲਈ ਉਸ ਦੁਆਰਾ ਪ੍ਰਕਾਸ਼ਿਤ ਕੀਤੀ ਹੈ ਵਿਹਾਰਿਕਤਾ ਰਿਪੋਰਟ (Feasibility Report) ਦੀ ਇੱਕ ਕਾਪੀ ਅਤੇ ਆਰ.ਐਫ.ਪੀ.ਪੀ.ਆਈ.ਡੀ.ਬੀ.ਵੈਬ ਸਾਈਟ ਤੋਂ ਡਾਊਨਲੋਡ ਕੀਤੀ ਜਾ ਸਕਦੀ ਹੈ।ਇਸ ਨੋਟਿਸ ਦੀ ਪ੍ਰਕਾਸ਼ਨਾ 15 ਦਿਨਾਂ ਦੇ ਅੰਦਰ ਮੈਨੇਜਿੰਗ ਡਾਇਰੈਕਟਰ, ਪੀ.ਆਈ.ਡੀ.ਬੀ., ਐਸ.ਸੀ.U. 33-34-35, ਸੈਕਟਰ 34-ਏ, ਚੰਡੀਗੜ ਨੂੰ ਪ੍ਰਸਤਾਵਿਤ ਪ੍ਰੋਜੈਕਟ ਤੇ ਸੁਝਾਵ/ਵਿਚਾਰ/ਟਿੱਪਣੀਆਂ ਅਤੇ ਇਤਰਾਜ ਜੇਕਰ ਕੋਈ ਹੈ, ਫਾਈਲ ਕਰਨ ਲਈ ਸਾਰੇ ਸਬੰਧਿਤਾਂ ਨੂੰ ਉਸ ਦੁਆਰਾ ਨੋਟਿਸ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ। ਇਸ ਤੋਂ ਇਲਾਵਾ, ਇਕ ਜਨਤਕ ਸੁਣਵਾਈ ਚੇਅਰਪਰਸਨ ਪੰਜਾਬ ਇਨਫਰਾਸਟਰੱਕਚਰ ਰੈਗੂਲੇਟਰੀ ਅਥਾਰਟੀ (ਪੀ.ਆਈ.ਆਰ.ਏ.) ਅਧੀਨ ਵੀ ਆਯੋਜਿਤ ਹੋਵੇਗੀ, ਜਿਸ ਵਿਚ ਬੋਨਾਫਾਈਡ ਰੈਜੀਡੈਂਟਸ, ਗੈਰਗਵਰਨਮੈਂਟ ਆਰਗੇਨਾਈਜੇਸ਼ਨ ਅਤੇ ਹੋਰ, ਪ੍ਰਸਤਾਵਿਤ ਇਨਫਰਾਸਟਰੱਕਚਰ ਪ੍ਰੋਜੈਕਟ ਦੁਆਰਾ ਪ੍ਰਭਾਵਿਤ ਕੀਤੇ ਜਾਣੇ ਸੰਭਾਵੀ ਡਿਸਪਲੇਸਮੈਂਟ ਦੀ ਪ੍ਰੋਜੈਕਟਸ ਸਾਈਟਸ ਵਿਖੇ ਸਥਿਤ ਅਤੇ ਹੋਰ ਜਨਤਾ ਦੇ ਮੈਂਬਰ ਸਹਿਤ ਕੋਈ ਵੀ ਵਿਅਕਤੀ ਹਾਜਰ ਹੋ ਸਕਦਾ ਹੈ। ਮੌਖਿਕ ਅਤੇ ਲਿਖਤੀ ਸੁਝਾਅ ਵੀ ਜਨਤਕ ਸੁੁਣਵਾਈ ਦੌਰਾਨ ਪੇਸ਼ ਕੀਤੇ ਜਾ ਸਕਦੇ ਹਨ।ਜਨਤਕ ਸੁਣਵਾਈ ਲਈ ਸਮਾਂ ਸ਼ਡਿਉੂਲ ਹੇਠ ਦਿੱਤੇ ਅਨੁਸਾਰ ਹੈ:
