ਨੰ: 10/06/2021-6ਮਉ1/624.ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਅਥਾਰਟੀਆਂ ਦੇ ਅਲਾਟੀਆਂ ਤੋਂ ਰਹਿੰਦੀ ਬਕਾਇਆ ਕਿਸ਼ਤਾਂ ਦੀ ਵਸੂਲੀ ਸਬੰਧੀ, ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਪ੍ਰਸੰਨਤਾ ਪੂਰਵਕ ਹੇਠ ਅਨੁਸਾਰ ਪੰਜਾਬ ਦੀ ਸਮੂਹ ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਅਥਾਰਟੀਆਂ ਲਈ ਐਮਨੇਸ਼ਟੀ ਸਕੀਮ 2021 ਜਾਰੀ ਕਰਨ ਦੀ ਪ੍ਰਵਾਨਗੀ ਦਿੰਦੇ ਹਨ :-

ਐਮਨੇਸਟੀ ਸਕੀਮ 2021

1. ਇਹ ਸਕੀਮ ਹਰ ਤਰ੍ਹਾਂ ਦੀ ਪ੍ਰਾਪਰਟੀ ਜਿਹੜੀ ਕਿ ਬੋਲੀ ਰਾਹੀਂ ਜਾਂ ਹੋਰ ਕਿਸੇ ਮਾਧਿਅਮ ਰਾਹੀਂ ਕਿਸੇ ਵੀ ਵਿਕਾਸ ਅਥਾਰਟੀ ਵਲੋਂ ਅਲਾਟ ਹੋਈ ਹੈ, ਤੇ ਲਾਗੂ ਹੋਵੇਗੀ।

2. ਇਹ ਸਕੀਮ ਨੋਟੀਫਿਕੇਸ਼ਨ ਜਾਰੀ ਹੋਣ ਤੋਂ 3 ਮਹੀਨੇ ਤੱਕ ਲਾਗੂ ਹੋਵੇਗੀ।

3. ਕੋਈ ਵੀ ਅਲਾਟੀ ਜਿਸਨੇ ਮਿਤੀ 31-12-2013 ਤੋਂ ਬਾਅਦ ਬਣਦੀ ਕਿਸ਼ਤ ਜਮ੍ਹਾਂ ਨਹੀਂ ਕਰਵਾਈ, ਉਹ ਇਸ ਸਕੀਮ ਦਾ ਲਾਭ ਲੈ ਸਕਦਾ ਹੈ।

4. ਅਲਾਟੀ ਨੂੰ ਬਕਾਇਆ ਰਕਮ ਅਲਾਟਮੈਂਟ ਲੈਟਰ ਵਿੱਚ ਲਿਖੇ ਵਿਆਜ਼ ਦੀ ਦਰ ਤੇ ਇੱਕਮੁਸ਼ਤ ਜਮ੍ਹਾਂ ਕਰਵਾਉਣੀ ਹੋਵੇਗੀ। ਰਿਆਇਤ ਵਜੋਂ ਚੱਕਰਵਰਤੀ ਵਿਆਜ਼ ਨਹੀਂ ਲਿਆ ਜਾਵੇਗਾ ਬਲਕਿ ਸਧਾਰਨ ਵਿਆਜ਼ ਹੀ ਚਾਰਜ਼ ਕੀਤਾ ਜਾਵੇਗਾ।

5. ਜਿਨ੍ਹਾਂ ਕੇਸਾਂ ਵਿੱਚ ਬਣਦੀਆਂ ਕਿਸ਼ਤਾਂ ਸਮੇਂ ਸਿਰ ਜਮ੍ਹਾਂ ਨਾ ਕਰਵਾਉਣ ਕਰਕੇ ਅਜਿਹੇ ਕੇਸ ਜੋ ਕਾਨੂੰਨੀ ਪ੍ਰਕਿਰਿਆ ਅਧੀਨ ਹਨ, ਉਹ ਵੀ ਇਸ ਸਕੀਮ ਦਾ ਲਾਭ ਲੈ ਸਕਦੇ ਹਨ। ਪਰੰਤੂ ਜਿੱਥੇ ਅਲਾਈ ਤੋਂ ਪ੍ਰਾਪਰਟੀ ਦਾ ਫਿਜ਼ੀਕਲ ਕਬਜਾ ਅਥਾਰਟੀ ਵਲੋਂ ਵਾਪਸ ਲਿਆ ਜਾ ਚੁੱਕਾ ਹੈ, ਉ~ਥੇ ਇਹ ਸਕੀਮ ਲਾਗੂ ਨਹੀਂ ਹੋਵੇਗੀ।

6. ਅਲਾਟਮੈਂਟ ਲੈਟਰ ਦੀਆਂ ਸ਼ਰਤਾਂ ਅਨੁਸਾਰ ਮਿਲਖ ਦਫਤਰ ਵਲੋਂ ਬਕਾਇਆ ਰਾਸ਼ੀ ਉ~ਤੇ ਲਗਾਈਆਂ ਗਈਆਂ ਪਨੈਲਟੀਆਂ ਮੁਆਫ ਕਰ ਦਿੱਤੀਆਂ ਜਾਣਗੀਆਂ।

( 1810 )PUNJAB GOVT. GAZ. (EXTRA), APRIL 19, 2021 (CHTR 29, 1943 SAKA) 1811 7. ਬਕਾਇਆ ਰਾਸ਼ੀ ਸਬੰਧੀ ਕਿਸੇ ਵੀ ਅਲਾਟੀ ਨੇ ਜੇਕਰ ਕੋਈ ਸਪਸ਼ਟੀਕਰਨ ਲੈਣਾ ਹੈ ਤਾਂ ਉਸ ਸਬੰਧਤ ਵਿਕਾਸ ਅਥਾਰਟੀਆਂ ਦੇ ਮਿਲਖ ਦਫਤਰ ਵਿੱਚ ਤੈਨਾਤ ਸਬੰਧਤ ਅਧਿਕਾਰੀ/ਕਰਮਚਾਰੀ ਤੋਂ ਪ੍ਰਾਪਤ ਕਰ ਸਕਦਾ ਹੈ।

8. ਇਸ ਸਕੀਮ ਨੂੰ ਪ੍ਰਭਾਵਸ਼ਾਲੀ ਢੰਗ ਨਾਲ ਲਾਗੂ ਕਰਨ ਲਈ ਹਰ ਅਥਾਰਟੀ ਇੱਕ ਨੋਡਲ ਅਫਸਰ ਤੈਨਾਤ ਕਰੇਗੀ।

9. ਜੇਕਰ ਰਿਕਾਰਡ ਅਨੁਸਾਰ ਅਲਾਟੀ ਵਲੋਂ ਬਕਾਇਆ ਰਕਮ ਵਿਰੁੱਧ ਘੱਟ ਰਕਮ ਦੀ ਅਦਾਇਗੀ ਕੀਤੀ ਹੋਵੇ ਤਾਂ ਉਸ ਲਈ ਅਲਾਟਮੈਂਟ ਲੈਟਰ ਵਿੱਚ ਦਰਜ ਸ਼ਰਤਾਂ ਅਨੁਸਾਰ ਅਲਾਟੀ ਜਿੰਮੇਵਾਰ ਹੋਵੇਗਾ।

10. ਬਕਾਇਆ ਰਕਮ ਦਾ ਹਿਸਾਬ ਕਰਨ ਲਈ ਵੈਬਸਾਈਟ www.gmada.gov.in ਤੇ ਕੈਲਕੁਲੇਟਰ ਦੀ ਸੁਵਿੱਧਾ ਦਿੱਤੀ ਜਾਵੇਗੀ।

NOTIFICATION

The 19th April, 2021

No.10/06/2021-6HG1/624.-Whereas in order to recover the outstanding installments from allottees of Urban Development Authorities of Punjab, the Governor of Punjab is pleased to notify the following Amnesty Scheme - 2021 for all Urban Development Authorities of Punjab:-

Amnesty Scheme - 2021

1. This Scheme shall be applicable for all properties auctioned/allotted or through any other method by any Development Authority.

2. This scheme shall be applicable for 3 months from the date of notification.

3. Any allottee who has defaulted in payment of installment(s) due after 31-12-2013 may avail this scheme.

4. The allottee shall have to deposit defaulted amount plus interest at the rate mentioned in allotment letter.

However, it will not be compounded i.e. simple interest will be charged till the date of deposit.

5. The cases where allotment has been cancelled due to default in installments or there is litigation on this account may also avail of this scheme. However, the scheme is not applicable where physical possession has been taken by an authority.

6. Penalties levied by the Estate office on outstanding amount as per the terms and conditions of the allotment letters shall be waived off.

7. In case of any dispute/clarification with respect to amount due, allottee may request to the person deputed by the Authorities concerned in the Estate Offices.

8. Each authority will depute one nodal officer for effective implementation of the scheme.

9. In case of short payment against due amount as per records, allottee will be responsible for further action as per terms and conditions of allotment letter.

10. Calculator shall be provided on website i.e. www.gmada.gov.in for calculation of due amounts.
