NOTIFICATION

The 27th May, 2021

No.12/17/2021-1LG3(P.F) /1040.-In exercise of the powers conferred under section 3(4a) and 32 (2) of the Punjab Municipal Act, 1911, the Governor of Punjab is pleased to delegate the functions and Powers vested in Deputy Commissioner of the district to the newly created post of Additional Deputy Commissioner (Urban Development) under the Punjab Municipal Act 1911, the Punjab Improvement Trust Act 1922 and Rules/Bye-Laws made therein in respect of Municipal Councils/Nagar Panchayats and Improvement Trusts falling in their respective jurisdiction with immediate effect as defined in the Department of Local Government letter No. 12/17/2021/1LG3-1002-1005, Dated 21.05.2021 as under:-

1. To exercise powers under section 31(2), 62, 84, 84-A, 121, 154-C, 167,188 (delegation in Bye-Laws), 225, 232, 234, 235 & 236 (in class II and III municipalities) 233, of the Punjab Municipal Act, 1911. (conferred in exercise of powers under section 3 (4)(a) and Section 32 of Punjab Municipal Act, 1911)

2. To exercise powers under rule 4 (2)/6(1) the Punjab Municipal/Trust Employee, Pension and General Provident Fund Rules 1994.

3. To exercise powers under rule Rule 18:18 (3), 26:8, 26:10, 28:3, 29:8, 31:9, 31:15, 31:16 (2-3), 31:17 of Punjab Municipal Accounting Manual, 2017.

4. To exercise powers under rule, Rule 4, 8, 9 of the Punjab Municipal Works Rules, 1978.

5. To exercise powers under rule, Rule 3(iii) of the Delimitation of Wards of Municipalities Rules, 1972.

6. To exercise powers under rule, Rule 4, 15, 16, 19, 20 of the Punjab Municipal General Rules 1979.

7. To exercise powers under rule, Rule 12, 13 of the Punjab Municipal Safai Karamchari Service Rules, 1984.

8. To exercise powers under rule, Rule 13, 14 of the Punjab Municipal Employee (Class IV) service Rules, 1986.

( 2572 ) PUNJAB GOVT. GAZ. (EXTRA), MAY 28, 2021 (JYST 7, 1943 SAKA) 2573 9. The Additional Deputy Commissioner (Urban Development) will act as Field Officers of the Directorate Co-ordination with the District Administration as well as with the other Line Departments/offices for

implementation of the Government policies/schemes in the urban areas of the district.

10. To take cognizance directly on the matters/complaints against officers/officials of the respective Municipalities as ex-officio Chief Vigilance Officer.

11. To act as Reporting/Reviewing Authority for the Municipal/Trust Employees.

12. He shall also be the ex–officio Additional CEO, PWSSB.

13. The Director and Additional Deputy Commissioner (Urban Development) will be responsible for inspection of municipalities.

14. All the resolutions of all Class I Municipal Councils and all Improvement Trusts in the district shall be routed through Additional Deputy Commissioner (Urban Development) to the Director Local Government. 15. Any other power delegated/ responsibilities assigned by the Government.
