NOTIFICATION
The 16th July, 2021
No. G.S.R. 93/Const./Art.309/Amd.(2)/2021.-In exercise of the
powers conferred by the proviso to Article 309 of the Constitution of India, and
all other powers enabling him in this behalf, the Governor of Punjab is pleased
to make the following rules further to amend the Punjab Educational (Teaching
Cadre) Group 'C' Service Rules, 2018, namely: -
RULES
1. (1) These rules may be called the Punjab Educational (Teaching Cadre)
Group 'C' Service (First Amendment) Rules, 2021.
(2) They shall come into force on and with effect from the date of their
publication in the Official Gazette.
2. In the Punjab Educational (Teaching Cadre) Group 'C' Service Rules,
2018, in Appendix 'B', against serial No.12, under column No.5, for the
existing entries, the following entries shall be substituted, namely:-
" (i) Should have passed Graduation atleast with 55 percent marks
from a recognized university or institution with Fine Arts as a subject
having studied atleast for three years in Graduation as per the
guidelines of the University Grants Commission; and
(ii) Should have passed B.Ed. from a recognized university or
institution with Fine Arts as one of the teaching subjects as per
guidelines of the University Grants Commission.
OR
(i) Should have passed Graduation atleast with 55 percent marks
from a recognised university or institution as per the guidelines of
the University Grants Commission;

(ii) Should have passed B.Ed from any recognised university or
institution as per guidelines of the University Grants Commission;
and

all other powers enabling him in this behalf, the Governor of Punjab is pleased
to make the following rules, further to amend the Punjab Educational (Teaching
Cadre) Border Area Group 'C' Service Rules, 2018, namely: -
RULES
1. (1) These rules may be called the Punjab Educational (Teaching Cadre)
Border Area Group 'C' Service (First Amendment) Rules, 2021.
(2) They shall come into force on and with effect from the date of their
publication in the Official Gazette.
2. In the Punjab Educational (Teaching Cadre) Border Area Group 'C'
Service Rules, 2018, in Appendix 'B', against serial No. 12, under column

Service Rules, 1988, namely:-
RULES

Act, 1961 (Punjab Act No. 23 of 1961), and all other powers enabling him in
this behalf, the Governor of Punjab is pleased to make the following rules
further to amend the Punjab State Agricultural Marketing Board (Group-B)
Service Rules, 1988, namely:-
RULES
1. (1) These rules may be called the Punjab State Agricultural Marketing
Board (Group-B) (Third Amendment) Service Rules, 2021.
(2) They shall come into force on and with effect from the date of their
publication in the Official Gazette.
2. In the Punjab State Agricultural Marketing Board (Group-B) Service
Rules, 1988, in Appendix 'B', -
(i) against Serial No. 8, under column 5, for the words "three years",
the words "two years" shall be substituted; and
(ii) against Serial No. 26, under column 5, -
(a) in item (v), for the words "fifteen years'', the words "twelve
years'' shall be substituted;
(b) in item (vi), for the words "twelve years'', the words "nine
years'' shall be substituted; and
(c) in item (vii), for the words "twelve years'', the words "nine
years'' shall be substituted.

NOTIFICATION
The 23rd July, 2021
No. G.S.R. 97/Const./Art(309)/Amd.(1)/2021.- In exercise of the
power conferred by the proviso to Article 309 of the Constitution of India, and
all other powers enabling him in this behalf, the Governor of Punjab is pleased
to make the following rules further to amend the Punjab Industrial Training
(Group-'B') Technical Service Rules, 2006, namely:-
RULES
1. (1) These rules may be called the Punjab Industrial Training
(Group-'B') Technical Service (First Amendment) Rules, 2021.
(2) They shall come into force on and with effect from the date
of their publication in the Official Gazette.
2. In the Punjab Industrial Training (Group-'B') Technical Service
Rules, 2006 (hereinafter referred to as the said rules), in rule 2, after clause
(d), the following shall be inserted, namely:-
(e) The words and expressions used, but not defined in these
rules, shall have the same meaning as respectively assigned
to them in the Punjab Civil Services (General and Common
Conditions of Service) Rules, 1994.
3. In the said rules, in rule 5, for sub-rule (2), the following shall be
substituted, namely:-
"(2) No person shall be appointed to the Service unless he possesses
the qualifications and experience as specified against that post in
Appendix- 'B':
"Provided that a person possessing Degree or Diploma in Vocational
Courses or Engineering or Technology but not possessing National Craft
Instructor Certificate (NCIC) shall be appointed to post mentioned at serial
number 5 of Appendix-'A', in the Service. Such persons shall have to acquire
the National Craft Instructor Certificate (NCIC) at his own, within a period
not exceeding four years from date of appointment. If he fails to acquire the
National Craft Instructor Certificate (NCIC) within a period not exceeding 1732

four years from date of appointment, his services shall be dispensed with.
This provision is effective till 31st March, 2022. However, preference shall be
given to degree or diploma holders who have already possessed National
Craft Instructor Certificate (NCIC) at the time of recruitment."
4. In the said rules, in rule 6, for the words "Punjab Government", the
words "Department of Finance" shall be substituted.
5. In the said rules, after rule 6, the following shall be inserted, namely:-
6(A). Departmental Examination.– A person appointed to post
mentioned at serial number 5 of Appendix-'A', in the Service shall have to
undergo practical training in the Industry as directed by the Government and
thereafter has to pass the practical examination conducted by the Government.
Such persons shall be given three chances to pass the examination within
three years of their appointment. The modalities to conduct the practical
examination from time to time shall be approved by the Government. If he
fails to pass the practical examination within a period not exceeding three
years from date of appointment, the Government may,
"if such person is recruited by direct appointment, dispense with
his services, or revert him to a post on which he held lien prior to his appointment
to the Service by direct appointment."
6. In the said rules, in rule 7, for sub-rule (2), the following shall be
substituted, namely:-
"(2) The authority empowered to impose penalties as specified in
rule 5 of the Punjab Civil Service (Punishment and Appeal) Rules, 1970, in
respect of the members of the Service, shall be the Secretary Incharge and
the appellate authority there under in respect of the member of Service against
an order as specified in the Rule 15 of the Punjab Civil Services (Punishment
and Appeal) Rules, 1970 shall be the Minister Incharge."
7. In the said rules, for rule 10, the following shall be substituted,
namely:-
"10. Interpretation - If any question arises as to the Interpretation of
these rules, the Government, in consultation with the Department of Personnel,
shall decide the same."
8. In the said rules, for Appendix 'A', the following shall be substituted,
