NOTIFICATION

The 19th June, 2023

No. 10/10/22-3PP3/416.–In exercise of the powers conferred by the proviso to Article 316 of the Constitution of India and all other powers enabling him in this behalf, the Governor of Punjab is pleased to adopt the following procedure for the appointment of Chairman and Members of Punjab Public Service Commission:-

1. Memorandum of Procedure:- It shall be the procedure pertaining to the selection of Chairman and Members of the Punjab Public Service Commission.

2. Principles for Selection:-

2.1 Transparent and Impartial manner:- Appointment of Chairman and Members of Punjab Public Service Commission shall be done in a transparent and impartial manner. Before making appointment to the post of Chairman/Members, antecedent's verification reports of eligible candidates shall be sought from the Senior Superintendent of Police of their home district.

2.2 Through open advertisement:- In order to appoint Chairman/Members of Punjab Public Service Commission in a transparent and impartial manner, advertisements shall be issued in various leading newspapers so that all eligible candidates can get an opportunity to apply for the posts.

3. It shall be a two stage process namely:-

3.1 Search Committee: Preliminary scrutiny by Search Committee.

3.2 High Powered Committee: Final Selection by High Powered Committee

4. Constitution of the Committees:-

4.1 Search Committee:-

(i) The Search Committee shall be constituted under the Chairmanship of the Chief Secretary of the Government of Punjab; ( 2059 ) 2060 PUNJAB GOVT. GAZ. (EXTRA), JULY 6, 2023 (ASAR 15, 1945 SAKA)

(ii) The Search Committee shall consist of at least three members. Besides Chairman, one of the members shall be serving Principal Secretary i.e. not below the rank of Financial Commissioner and the third member can be serving or retired Bureaucrat not below the rank of Financial Commissioner, or member of the Armed forces not below the rank of Brigadier or of equivalent rank.

4.2 High Powered Committee:-

(i) High Powered Committee shall consist of Hon'ble Chief Minister, Speaker of Assembly and The Leader of Opposition.

5. Role of Committees:-

5.1 Search Committee:

(i) Search Committee shall invite applications from the eminent persons having impeccable integrity, high calibre and good administrative experience.

(ii) Search Committee shall screen the applications and examine the eligibility and suitability of each applicant. The Search Committee shall consider all the names included in the list provided by Department of Personnel.

(iii) While preparing the panel, it shall be specifically elicited about the pendency of any court litigation, civil or criminal, conviction or otherwise in a criminal court or civil court decree or any other proceedings that may have a bearing on the integrity and character of the candidates.

(iv) The Search Committee shall prepare panel of suitable candidates equal to three times the number of vacancies.

5.2 High Powered Committee:-

(i) High Powered Committee shall consider all the names forwarded by the Search Committee, examine and prepare its own recommendations. Thereafter, the recommendation shall be placed with all relevant material including relative merits of the candidates for the approval of the Governor of Punjab.

6. Qualification and Experience:- Applicant should have an experience of at least ten years service either under the Government of India or under the Government of State.

7. Age:- Applicant should be less than 62 years of age on the date of issue of Public notice.

8. Tenure:- The appointed Chairman/ Members of Punjab Public Service Commission shall hold office for a term of six years from the date on which he enters upon his office or until he attains the age of sixty-two years.

9. Timeline:- The Department of Personnel will issue advertisement in various leading newspapers for filling up the vacant post of Chairman/Members in the office of Punjab Public Service Commission. Eligible candidates shall send their applications to the Secretary to the Department of Personnel within the period prescribed in the Public notice. No application shall be entertained after the expiry of the last date of application.
