ਨੰ: 06/10/2021-6ਮਉ1/1692.-ਜਦੋਂ ਕਿ ਮੁੱਢਲੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੰਬਰ 06/10/2021-6ਮਉ1/1660 ਮਿਤੀ 28.07.2022 ਜਨਤਕ-ਮੰਤਵ ਲਈ "ਰਾਈਟ ਟੂ ਫੇਅਰ ਕੰਪਨਸੇਸ਼ਨ ਅਤੇ ਟਰਾਂਸਪੈਰੈਂਸੀ ਇੰਨ ਲੈਂਡ ਐਕੂਜੇਸ਼ਨ, ਰੀਹੈਬਲੀਟੇਸ਼ਨ, ਰੀਸੈਟਲਮੈਂਟ ਐਕਟ 2013@ ਦੇ ਸੈਕਸ਼ਨ 11 ਤਹਿਤ ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਵਿਖੇ ਸੈਕਟਰ 81-84 ਨੂੰ ਵੰਡਦੀ 150 ਫੁੱਟ ਚੌੜ੍ਹੀ ਸੜਕ ਜੋ ਕਿ ਪਿੰਡ ਮਨੌਲੀ ਅਤੇ ਰਾਏਪੁਰ ਖੁਰਦ, ਤਹਿਸੀਲ ਮੋਹਾਲੀ ਜਿਲ੍ਹਾ ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਅਧੀਨ ਪੈਂਦੇ ਮੀਸਿੰਗ ਖਸਰਾ ਨੰਬਰਾਂ ਦੀ ਭੌਂ ਐਕੁਆਇਰ ਕਰਨ ਦੀ ਤਜਵੀਜ਼ ਹੈ, ਜੋ ਕਿ ਡੀ.ਟੀ.ਪੀ ਦੇ ਪ੍ਰਵਾਨਿਤ ਮਾਸਟਰ ਪਲੈਨ ਅਨੁਸਾਰ ਡਰਾਇੰਗ ਨੰਬਰ ਡੀ.ਟੀ.ਪੀ. (ਐਸ.ਏ.ਐਸ. ਨਗਰ) 2280/2016 ਮਿਤੀ 05.12.2016 ਜੋ ਕਿ ਬਾਅਦ ਵਿੱਚ ਮਿਤੀ 26.02.2020 ਅਤੇ 04.06.2021 ਨੂੰ ਰੀਵਾਇਜ਼ ਹੋ ਚੁੱਕਾ ਹੈ, ਸਬੰਧੀ ਭੌਂ ਪ੍ਰਾਪਤ ਕੀਤੀ ਜਾਣੀ ਹੈ।

ਧਾਰਾ 11 ਅਧੀਨ ਮੁੱਢਲੀ ਨੋਟੀਫਿਕੇਸ਼ਨ ਮਿਤੀ 28.07.2022 ਨੂੰ ਪੰਜਾਬ ਸਰਕਾਰ ਦੇ ਗਜਟ ਤੋਂ ਇਲਾਵਾ ਮਿਤੀ 20.08.2022 ਨੂੰ ਦਾ ਹਿੰਦੂਸਤਾਨ ਟਾਈਮਜ਼ (ਅੰਗਰੇਜੀ ਭਾਸ਼ਾ) ਅਤੇ ਅਜੀਤ (ਪੰਜਾਬੀ ਭਾਸ਼ਾ) ਵਿੱਚ ਪ੍ਰਕਾਸ਼ਿਤ ਹੋਈ ਹੈ।

ਇਸ ਨੋਟੀਫਿਕੇਸ਼ਨ ਨੂੰ ਪਿੰਡ ਮਨੌਲੀ ਵਿਖੇ ਰਪਟ ਨੰਬਰ 26 ਮਿਤੀ 20.09.2022, ਪਿੰਡ ਰਾਏਪੁਰ ਖੁਰਦ ਵਿਖੇ ਰਪਟ ਨੰਬਰ 49 ਮਿਤੀ 29.09.2022 ਨੂੰ ਹਲਕਾ ਪਟਵਾਰੀ ਦੇ ਰਪਟ ਰੋਜਨਾਮਚੇ ਵਿੱਚ ਦਰਜ ਕਰਵਾਇਆ ਗਿਆ ਹੈ ਅਤੇ ਇਹ ਨੋਟੀਫਿਕੇਸ਼ਨ ਮਿਤੀ 28.07.2022 ਨੂੰ ਗਰੇਟਰ ਮੋਹਾਲੀ ਏਰੀਆ ਵਿਕਾਸ ਅਥਾਰਟੀ (ਗਮਾਡਾ) ਦੀ ਵੈਬਸਾਈਟ ਤੇ ਅਪਲੋਡ ਕੀਤੀ ਗਈ ਹੈੈ।

ਜਦੋਂ ਕਿ ਪੰਜਾਬ ਦੇ ਰਾਜਪਾਲ ਇਸ ਗੱਲ ਤੋਂ ਸੰਤੁਸ਼ਟ ਹਨ ਕਿ "ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਵਿਖੇ ਸੈਕਟਰ 81-84 ਨੂੰ ਵੰਡਦੀ ਸੜਕ ਜੋ ਕਿ ਪਿੰਡ ਮਨੌਲੀ ਅਤੇ ਰਾਏਪੁਰ ਖੁਰਦ, ਤਹਿਸੀਲ ਮੋਹਾਲੀ ਜਿਲ੍ਹਾ ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਵਿੱਚ ਪੈਂਦੀ ਹੈ, ਅਧੀਨ ਪੈਂਦੇ ਮੀਸਿੰਗ ਖਸਰਾ ਨੰਬਰਾਂ ਦੀ ਭੌਂ ਸਰਕਾਰ ਨੂੰ ਜਨਤਕ ਖਰਚੇ ਤੇ ਜਨਤਕ ਮੰਤਵ ਲਈ ਲੋੜੀਂਦੇ ਹਨ@।

ਇਸ ਸਕੀਮ ਵਿੱਚ ਪ੍ਰਭਾਵਿਤ ਪਰਿਵਾਰਾਂ ਦੇ ਮੁੱੜ ਵਸੇਬਾ ਅਤੇ ਮੁੱੜ ਸਥਾਪਨਾ ਦੀ ਸਕੀਮ ਵਧੀਕ ਡਿਪਟੀ ਕਮਿਸ਼ਨਰ ਕਮ ਐਡਮਿਨਸਟ੍ਰੇਟਰ ਆਰ ਐਂਡ ਆਰ (ਰੀਹੈਬਲੀਟੇਸ਼ਨ ਅਤੇ ਰੀਸੈਟਲਮੈਂਟ) ਰਾਹੀਂ ਧਾਰਾ 16 ਅਧੀਨ ਤਿਆਰ ਕੀਤੀ ਗਈ ਹੈ ਜਿਸ ਸਬੰਧੀ ਧਾਰਾ 17 ਅਧੀਨ ਕੂਲੈਕਟਰ ਵੱਲੋਂ ਸਮੀਖਿਆ ਕੀਤੀ ਜਾ ਚੁੱਕੀ ਹੈ।

(EXTRA), JULY 26, 2023 (SRVN 4, 1945 SAKA) ਕਮਿਸ਼ਨਰ ਮੁੱੜ ਵਸੇਬਾ ਅਤੇ ਮੁੱੜ ਸਥਾਪਨਾ ਵੱਲੋਂ ਆਰ.ਐਂਡ.ਆਰ ਨੂੰ ਮਿਤੀ 26.05.2023 ਨੂੰ ਮੰਜੂਰੀ ਦੇ ਦਿੱਤੀ ਗਈ ਹੈ ਅਤੇ ਉਕਤ ਐਕਟ ਦੀ ਧਾਰਾ 18 ਅਨੁਸਾਰ ਪੰਜਾਬ ਸਰਕਾਰ ਦੀ ਵੈਬਸਾਈਟ ਤੇ ਅਪਲੋਡ ਕਰ ਦਿੱਤੀ ਗਈ ਹੈ।ਮੁੜ ਵਸੇਬਾ ਅਤੇ ਮੁੱੜ ਸਥਾਪਨਾ ਸਕੀਮ ਦੇ ਸੰਖੇਪ ਵਿੱਚ ਲਾਭ ਸ਼ਾਮਲ ਹਨ ਜਿਵੇਂ ਕਿ ਯਕਮੁਸ਼ਤ ਰੇਟ ਜੋ ਕਿ ਵਨ ਟਾਈਮ ਐਨੂਅਟੀ ਦੀ ਚੋਣ ਹਰੇਕ ਪ੍ਰਭਾਵਿਤ ਪਰਿਵਾਰ ਨੂੰ 5,00,000/- ਲੱਖ ਰੁਪਏ ਅਤੇ ਮੁੱੜ ਵਸੇਬਾ ਭੱਤਾ 50,000/- ਰੁਪਏ ਉਹਨਾਂ ਪਰਿਵਾਰਾਂ ਨੂੰ ਜਿੱਥੇ ਰੋਜ਼ੀ-ਰੋਟੀ ਪ੍ਰਭਾਵਿਤ ਹੁੰਦੀ ਹੈ, ਦਿੱਤੇ ਜਾਣਗੇ। ਪ੍ਰਭਾਵਿਤ ਪਰਿਵਾਰ ਨੂੰ ਅਲਾਟ ਕੀਤੀ ਜਮੀਨ ਜਾਂ ਮਕਾਨ ਦੀ ਰਜਿਸਟਰੀ ਕਰਵਾਉਂਣ ਸਮੇਂ ਅਸ਼ਟਾਮ ਡਿਊਟੀ ਅਤੇ ਹੋਰ ਫੀਸਾਂ ਜੇ ਕੋਈ ਹੈ ਤਾਂ ਐਕਵਾਰਿੰਗ ਸੰਸਥਾ ਇਸ ਨੂੰ ਪੂਰਾ ਕਰੇਗੀ।

ਇਹ ਘੋਸ਼ਣਾ "ਰਾਈਟ ਟੂ ਫੇਅਰ ਕੰਪਨਸੇਸ਼ਨ ਅਤੇ ਟਰਾਂਸਪੇਰੈਂਸੀ ਇੰਨ ਲੈਂਡ ਐਕੂਜੇਸ਼ਨ, ਰੀਹੈਬਲੀਟੇਸ਼ਨ,

ਰੀਸੈਟਲਮੈਂਟ ਐਕਟ, 2013@ ਦੇ ਸੈਕਸ਼ਨ 19 ਤਹਿਤ ਕੀਤੀ ਜਾਂਦੀ ਹੈ। ਇਸ ਐਕਟ ਦੀ ਧਾਰਾ 21 ਤਹਿਤ ਸਬੰਧਤਾਂ ਨੂੰ ਜਨਤਕ ਨੋਟਿਸ ਦਿੱਤਾ ਜਾਂਦਾ ਹੈ ਕਿ ਸਰਕਾਰ ਜਮੀਨ ਦਾ ਕਬਜਾ ਲੈਣਾ ਚਾਹੁੰਦੀ ਹੈ।ਜੇਕਰ ਧਾਰਾ 20 ਤਹਿਤ ਕੀਤੀ ਗਈ ਪੈਮਾਇਸ਼ ਅਤੇ ਮੁਆਵਜੇ ਸਬੰਧੀ ਕੋਈ ਇਤਰਾਜ ਦਿੱਤਾ ਜਾਣਾ ਹੈ ਤਾਂ ਭੌਂ ਮਾਲਕ ਜਾਂ ਇਸ ਭੌਂ ਨਾਲ ਸਬੰਧਤ ਬਿਨੈਕਾਰ ਆਪਣਾ ਇਤਰਾਜ਼ ਭੌਂ ਪ੍ਰਾਪਤੀ ਕੂਲੈਕਟਰ, ਸ਼ਹਿਰੀ ਵਿਕਾਸ, ਪੁੱਡਾ ਭਵਨ (ਸੈਕਟਰ-62), ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਵਿੱਚ 30 ਦਿਨਾਂ ਦੇ ਅੰਦਰ-ਅੰਦਰ ਇਸ ਨੋਟੀਫਿਕੇਸ਼ਨ ਦੇ ਪ੍ਰਕਾਸ਼ਿਤ ਹੋਣ ਉਪਰੰਤ ਲਿਖਤੀ ਦਾਇਰ ਕਰ ਸਕਦਾ ਹੈ।

ਪਿੰਡ ਰਾਏਪੁਰ ਖੁਰਦ ਅਤੇ ਮਨੌਲੀ, ਤਹਿਸੀਲ-ਮੋਹਾਲੀ ਜਿਲ੍ਹਾ ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਇਸ ਪ੍ਰੋਜੈਕਟ ਅਧੀਨ ਰੀਸੈਟਲਮੈਂਟ ਘੋਸ਼ਿਤ ਕੀਤੇ ਜਾਂਦੇ ਹਨ।

ਇਸ ਜਮੀਨ ਦਾ ਨਕਸ਼ਾ ਦਫਤਰ ਭੌਂ ਪ੍ਰਾਪਤੀ ਕੂਲੈਕਟਰ, ਸ਼ਹਿਰੀ ਵਿਕਾਸ ਵਿਭਾਗ, ਗਰਾਊਂਡ ਫਲੋਰ, ਪੁੱਡਾ ਭਵਨ (ਸੈਕਟਰ-62), ਸਾਹਿਬਜਾਦਾ ਅਜੀਤ ਸਿੰਘ ਨਗਰ ਵਿਖੇ ਵੇਖਿਆ ਜਾ ਸਕਦਾ ਹੈ।

NOTIFICATION

No. 06/10/2021-6H1/1692.–Whereas, preliminary notification no. 06/10/2021-6HG1/1660, dated 28/7/2022 was issued under Section 11 of "The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013" for acquisition of land for the public purpose namely "Acquisition of Missing Khasra numbers for construction of 150 feet wide Sector dividing road in Sector 81-84 as per approved Master Plan vide drawing No. DTP(S) 2280/16, dated 05.12.2016, revised on 26.02.2020 & 04.06.2021 in the area of Village Manauli and Raipur Khurd, Tehsil Mohali, District Sahibzada Ajit Singh Nagar.

The notification U/s 11 was got published in the Punjab Government Gazette dated 28.07.2022 and in the two daily newspapers "The Hindustan Times" (English version) dated 20.08.2022 and "Rozana Ajit" (Punjabi version) dated 20.08.2022. The Public Notice regarding the substance of this notification in local language (Punjabi) was got published in the locality as per Rapat No.26 (Village Manouli dated 20.09.2022) and Rapat No.49 (Village Raipur Khurd dated 29.09.2022), of the RoznamchaWaqiati of the Patwar Circle, in the office of District Collector Sahibzada Ajit Singh Nagar, Tehsil Sahibzada Ajit Singh Nagar. This notification was also uploaded on the Greater Mohali Area Development Authority (GMADA), Sahibzada Ajit Singh Nagar on 28.07.2022.

Whereas, Governor of Punjab is satisfied that the land specified below is needed by the Government at public expenses for public purpose, namely "Acquisition of Missing Khasra numbers for construction of 150 feet wide Sector dividing road in Sector 81-84 as per approved Master Plan vide drawing No. DTP(S) 2280/16, dated 05.12.2016, revised on 26.02.2020 & 04.06.2021 in the area of Village Manauli and Raipur Khurd, Tehsil Mohali, District Sahibzada Ajit Singh Nagar. In this connection, based on the census survey of affected families, a Rehabilitation and Resettlement Scheme was prepared as per provisions of Section 16 of the said Act, by the Additional Deputy Commissioner Cum Administrator, Rehabilitation which has been reviewed by the Collector as per provisions of Section 17 of the Act.

Whereas, Commissioner, Rehabilitation and Resettlement has approved the R&R Scheme on 26.05.2023 and forwarded the said report to be made available to the Public and uploaded on the website of Punjab Government as per section 18 of the said Act. The summary of Rehabilitation and Resettlement Scheme includes benefits such as choice of annuity one-time payment at the lump sum rate of Rs. 5,00,000/- to each affected family, Resettlement Allowance of Rs. 50,000/- only to those family whose the livelihood is affected.

The Stamp duty and the other fees payable for registration of land or house allotted to the affected family, if any, shall be borne by requiring body.

This declaration is made under the provisions of Section 19 of "The Right to Fair Compensation

and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013" and under the provisions

of Section 21 of "the Act ibid", public notice is made to whom it may concern, that the Government intends to take possession of the said land. That the claims to compensation and Rehabilitation and Resettlement for all interest in such land along with their objections, if any, to the measurement made under Section 20, be made to the Land Acquisition Collector Urban Development, PUDA Bhawan (Sector 62), Sahibzada Ajit Singh Nagar within 30 days from the date of publication of notice.

Villages Raipur Khurd and Manauli of Tehsil Mohali, District Sahibzada Ajit Singh Nagar are hereby declared as "Resettlement area" for this project.

Plan of the land may be inspected in the office of Land Acquisition Collector, Urban Development, PUDA Bhawan Sector 62, Sahibzada Ajit Singh Nagar.
