NOTIFICATION
The 5th September, 2023
No. Labour-Lab0MISC/75/2022-2L/895.–Whereas, the use of Aadhaar as an identity document for delivery of services or benefits or subsidies simplifies the Government delivery processes, brings in transparency and efficiency, and enables beneficiaries to get their entitlements directly in a convenient and seamless manner by obviating the need to produce multiple documents to prove one's identity;
And whereas, the Department of Labour, is administering the Financial Assistance to Construction Workers through various Direct Benefit Transfer (DBT) Schemes (Annexure-A) notified under Code of Social Security, 2020 by the Government of India.
Now, therefore, in pursuance to Section 4(4)(b)(i) of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016, Department of Labour, Government of Punjab hereby notifies Labour Officers to perform Aadhaar authentication, on a voluntary basis, for the purpose of authentication of applicants wanting to avail the welfare schemes, using authentication facility or/and e-KYC authentication facility through online system used by the Department.
The Department of Labour, Government of Punjab shall further comply with the guidelines laid down by the Central Government and directions issued by the Unique Identification Authority of India with respect to use of Aadhar authentication.
The Consent form to be obtained from the applicants forms Annexure "A" to this notification.

Consent Form Format
I __________ (name of the person) holder of Aadhaar No.__________________, give my consent to the State of Punjab Registration Department, for fetching/establishing my identity for purpose of e-KYC through UIDAI, using the Aadhaar OTP or Biometric authentication with Unique Identification Authority of India (UIDAI) during the registration of any registerable document on a voluntary basis.
The consent and purpose of collecting Aadhaar has been explained to me in local language. The Department has informed me that my Aadhaar shall not be used for any purpose other than mentioned above.
I understand that the Biometrics and/or OTP, I provide for authentication shall be used only for authenticating my identity through the Aadhaar Authentication System for that specific purpose only.
I have been given other alternative means by the Department for KYC purposes including physical KYC by submitting officially valid documents and I have voluntarily chosen Aadhaar based KYC.
