NOTIFICATION
The 26th February, 2024
No. WR-IRWR014/3/2024-IW2/790947/2024.–In regard to policy notified by the Government on Construction of Water Storage Ponds for Water Conservation, 2024 issued vide no. WR-IRWR014/3/2024- IW2/445 Dated, Chandigarh:30.01.2024, the proposed SOP is detailed as below:-

(in days) 1. The applicant/bidder will submit its application to Executive Engineer/Canals T0+1=T1 (Head office) along with filled Application/Registration form (Annexure-A) including
below documents.
i. Copy of purchase agreement or ownership deed,
ii. site plan,
iii. design of pond (including proposed depth)
iv. lithology report of area by Pilot bore upto 15 m depth from lab accredited by NABL,
v. the design of connectivity of pond with the existing source of canal water,
vi. consent of all the owners falling along the way of water course or pipeline.
The Executive Engineer/Canals will accept the application, in case all the documents
are Annexed or otherwise the application will be rejected. The accepted case will then be
directly sent to concerned Executive Engineer/Canals in field.
2. The concerned Executive Engineer/Canals (field) will check the documents submitted T1+5=T2 by the applicant along with the feasibility of the proposal submitted by taking report from its
Sub Divisional officer/Ground Water (deputed in the field Canal Divisions) regarding:-
i. the area assessment report
ii. verification of consent of all the owners falling along the way of water course or

iii. Field level report
iv. Connectivity of pond from canal (RD and type of regulator structure (outlet)
3. The case will then be sent by the concerned Executive Engineer/Canals (field) T2+1=T3 to Design Water System for vetting the pond design.
4. After getting report from Design Water System, the case will be sent by CE/ T4+4=T5 DWS to Executive Engineer/Canals (Head office).
6. Executive Engineer/Canals will put up the case to the committee of Chief Engineers T5+2=T6 (CE/Canals & GW, CE/Drainage, CE/Vigilance & Quality assurance) who is the
competent authority for final decision of approval.
Total process time = 13 days
*Note- The applicant will be required to sign an agreement with the concerned Executive Engineer (Field) after submission of Bank Guarantee and the work will be started only after obtaining all the necessary approvals and compliances from the Competent Authorities such as NOCs from other department/ individual, Mining permit, Environment clearances etc.

Declaration:
It is certified that, I apply for registration for Water Storage Pond under Water Conservation Policy 2024 and to abide by its conditions.
1. The land for Water Storage Pond shall be purchased by me and will be transferred to the Water Resources Department, Punjab, before starting the actual execution on the site, if the work is allotted.
2. The area shall be so selected that canal water can be made easily available to fill the pond.
3. Mining Permit and all other mandatory clearances including Environmental Clearance, if required, shall be obtained by me at my own level and cost before the start of the work from Department of Mines and Geology.
4. The expenditure for purchasing and mutation of land in name of Water Resources Department, PilotPUNJAB GOVT. GAZ. (EXTRA), FEBRUARY 26, 2024 (PHGN 7, 1945 SAKA) 2193 bore of area or any other site testing (required), excavation of Pond, fencing of pond, connectivity of pond with the existing source of canal water (as per approved by CE/Design Water System) shall be borne by me.
5. Only the excavated earth shall be used for creation of dowel or banks around the pond. Further, the surplus excavated earth available shall be disposed off by me at my own expense and necessary royalty as applicable will be paid by me.
6. The Bank Guarantee amounting to Rs. 10 lacs shall be deposited by me in the name of Chief Engineer/ Headquarter, Water Resources, Punjab via demand draft (till the time online portal is made operational) which shall be released after the water is released in the pond and pipe network is made operational. If any disposal of the earth takes place then the requisite charges of mining as admissible from time to time shall be deposited by me.
7. The pond site will be handed over to the Department of Water Resources only after completion of excavation work, construction of bundh, construction of infrastructure for connecting pond with canal source and requisite regulation structure.
8. Consent of all the owners falling along the way of water course or pipeline to bring canal water to the pond shall be obtained at my own level and cost and submitted along with the proposal/bid.
9. Before execution on site, an information board showing details/drawing of the pond will be installed at pond site at my own level and cost.
10. The agency shall leave the site clean to the full satisfaction of the Department of Water Resources and relinquish all the rights and liabilities.
11. The Water Resources Department, Punjab will not be a party for any dispute or loss incurred of the applicant with any department or individual.
