NOTIFICATION
The 2nd April, 2025
No. 06/12/2019-4LG4/274.- In partial modification of the Notification No.5/18/2016-4LG4/ 692717/1 dated 18.02.2016, in exercise of the powers conferred under Section 5 read in conjunction with sub-section (2) of section 7 and all enabling powers under the Punjab Plastic Carry Bags (Manufacture, Usage and Disposal) Control Act, 2005 [Punjab Act No.17 of 2007] read with section 19 of the Punjab General Clause Act, 1898 and in conformity with the Ministry of Environment, Forest and Climate Change, Government of India notification dated 12.08.2021 notifying Plastic Waste Management (Amendment) Rules, 2021, the Governor of Punjab is pleased to prohibit the manufacture, stocking, distribution, recycling, sale or use of plastic carry bags of thickness less than 120 microns in the jurisdiction of all the Municipal Corporations, Municipal Councils and Nagar Panchayats in the State of Punjab (except in Municipal Corporation SAS Nagar (Mohali) and Municipal Councils Kharar, Dera Bassi, Zirakpur and Ropar in view of the order dated 20.01.2016 and subsequent orders passed by Hon'ble National Green Tribunal in Original Application No. 442 of 2015) with immediate effect.
2. The penalties imposed as per "The Punjab Solid Waste Management and Cleanliness and Sanitation (Amendment) Bye-Laws, 2022" notified w.e.f. 06.10.2022 shall remain applicable subject to the aforesaid amendment.
3. All other instructions, directions or guidelines issued by the Department shall be deemed to be issued with the aforementioned amendment and will be adhered to accordingly.
4. The aforesaid amendment shall be strictly enforced by the authorities mentioned in Para 4 of "The Punjab Solid Waste Management and Cleanliness and Sanitation (Amendment) Bye-Laws, 2022" notified 2392 PUNJAB GOVT.
