NOTIFICATION
The 7th April, 2025
No. H-U-12020/121/2025-1HG2/423.- To implement the Pradhan Mantri Awas Yojana (Urban) – 2.0 (PMAY (U)) Government of India through Ministry of Housing & Urban Affairs has signed agreement with State Government of Punjab through Additional Chief Secretary to GoP, Department of Local Govt. Department of Local Government vide Notification No. 05/08/2025-1lg4/81 dated 04.02.2025 and Notification No. 05/8/2025/1lg4/78 dated 04.02.2025 has been designated as State Level Nodal Agency for all the verticals of PMAY (U) 2.0 within the Municipal Limits and PUDA from Department of Housing & Urban Development (HUD) has been designated as Nodal Implementing Agency for implementation of following three verticals outside the Municipal Limits:
i. Affordable Housing in Partnership (AHP)
ii. Affordable Rental Housing (ARH)
iii. Interest Subsidy Scheme (ISS)
Further, through aforementioned notifications, Local Govt. Department has constituted State Level Appraisal Committee (SLAC) and District Level Monitoring Committee (DLMC) for projects within Municipal Limits. Accordingly, to implement aforementioned Verticals of PMAY (U) - 2.0 outside Municipal Limits, following decisions have been taken:-
1. State Level Appraisal Committee (SLAC) for PMAY (U)-2.0:-
For verticals to be implemented by PUDA as Nodal Agency, a separate State Level Appraisal Committee has been constituted as under:-
1. State Level Nodal Officer i.e. Chief Administrator, PUDA Chairman
2. Advisor (Tech.) to Govt. of Punjab- Member 2406 PUNJAB GOVT. GAZ. (EXTRA), APRIL 9, 2025 (CHTR 19, 1947 SAKA) 7. ACA (F&A), PUDA Member 8. Technical Director, PMIDC Member
2. District Level Monitoring Committee (DLMC) for PMAY-2.0:-
To represent the Development Authority at the District Level, Sub Divisional Engineer (Civil) from each Authority shall be appointed as Member of District Level Monitoring Committee (notified by local Government Department vide Notification No. 05/8/2025/1lg4/78 dated 04.02.2025) by concerned Chief Administrator of the Authority under intimation to Director, Local Govt. Department and Chief Administrator, PUDA, SAS Nagar.
3. Appointment of Nodal Officers from each Regional Development Authority:-
Since, the mission is to be implemented in all Development Authorities; accordingly, Chief Administrators of all the Regional Development Authorities are hereby appointed as Nodal Officer for respective Authorities. Further, all the execution works of PMAY (U) – 2.0 under the respective Regional Development Authorities will be implemented by Engineering wings of respective Regional Development Authorities.
4. Validation/verification of applications received under PMAY (U) – 2.0 :-
For more transparency and effective implementation of PMAY (U) 2.0:-
a) Respective Deputy Commissioner Office to set up facilitation desk for public to apply for the scheme.
b) Validation/verification of applications received in the area of Regional Development Authorities is to be done by respective Deputy Commissioners.
