NOTIFICATION
The 28th November, 2025.
No.G.S.R.182/C.A.46/2023/S.153/2025.- In exercise of the powers conferred by sub-section (2) of section 153 of the Bharatiya Nagarik Suraksha Sanhita, 2023 (Central Act No. 46 of 2023), and all other powers enabling him in this behalf, the Governor of Punjab is pleased to make the following rules, namely:—
RULES
1. Short title, extent and commencement rules – (1)These rules may be called the Punjab Bharatiya Nagarik Suraksha Sanhita (Publication of Proclamation) Rules, 2025.
(2) They shall extend to the whole of the State of Punjab.
(3) They shall come into force on and with effect from the date
of their publication in the Official Gazette.
2. Mode and manner for publication of proclamation – The proclamation shall be published as follows: —
(i) the substance of order, so passed, shall be proclaimed in public by the beat of drum or any other customary mode, at some convenient place;
(ii) the copy of order shall be publicly read in some conspicuous place of the
town or village or city in which such person ordinarily resides;
(iii) the order shall be affixed to some conspicuous part of the house or homestead in which the person ordinarily resides, or to some conspicuous place of such town or village or city, in which he ordinarily resides or where he is employed or personally works for gain;
(iv) a copy of the order, thereof, shall be affixed to some conspicuous part of the office of District Magistrate or Sub-divisional Magistrate or any other Executive Magistrate issuing the order;
(v) a copy of the order so passed shall be uploaded on the official websites of the concerned District Magistrate, District Police, and the Municipal Corporation, Municipal Council, or Nagar Panchayat, where the nuisance has occurred; and 1548 PUNJAB GOVT. GAZ.(EXTRA), NOVEMBER 29, 2025

(vi) a copy of the order, so passed, may also be published in a daily newspaper
circulating in the place in which such person ordinarily resides.
