NOTIFICATION
The 1st March, 2023
No. WR-IRP102/5/2022-6IP1/27.-In pursuance of letter issued by Department of Finance (Finance Personnel-2 branch) letter No: 7/1/2022-1FP2/200 Dated 26/12/2022 terms and conditions of non-official Chairperson/Senior Vice Chairperson/Vice Chairperson appointed in the Punjab Water Resources Management and Development Corporation shall be as under:-
(a) Tenure of Office:- There is no fixed tenure of the appointment of non-official Chairperson/Senior Vice Chairperson/Vice Chairperson, unless otherwise stated in the appointment letter/notification, A person appointed as Chairperson can be removed at any time. He can also resign on his own volition.
(b) Honorarium:- The Chairperson/Senior Vice Chairperson/Vice Chairperson will be paid an honorarium of Rs.25000/-per mensem. In case the person happens to be a retired Chief Justice/ High Court Judge/Government officer (including retired officer) his emoluments shall be equal to the last pay drawn+DA (minus) the amount of pension+DA which he will receive. In case, the officer has retired prior to the general pay revision, his last pay drawn may be notionally fixed in accordance with the formula for pay revision.
(c) Traveling Allowance:- For journey and halts in connection with the affairs of undertaking/ department. Chairperson/Senior Vice Chairperson/Vice Chairperson may draw traveling and daily allowance at rates/class admissible to a Grade 'A' officer of the Government of Punjab in the pay level 26 as per 6th Punjab Pay Commission pay rules notified vide No. 09/01/2021-5FP1/671 dated 05.07.2021. As regards air travel, he/she will have to take prior approval of the Minister-in-charge of the Department (Only economy class of Air travel will be allowed).

GAZ., DECEMBER 19, 2025 (AGHN 28, 1947 SAKA) 2421 (d) House Rent Allowance:- The non-official Chairperson/Senior Vice Chairperson/Vice Chairperson will be provided with an unfurnished house for which the monthly rent should not exceed Rs.25000/ -p.m. in Chandigarh, S.A.S. Nagar (Mohali), Ludhiana, Jalandhar and Amritsar and elsewhere it will be Rs.15000/- per month. If the Chairperson/Senior Vice Chairperson/Vice Chairperson occupies his own house, he may be paid rent as assessed by the P.W.D., subject to a ceiling of Rs.25000/- or 15000/- as the case may be.
(e) Telephone facilities:- The Chairperson/Senior Vice Chairperson/Vice Chairperson shall be allowed to use a phone/mobile for which monthly bill not exceeding Rs.2500/-will be paid by the concerned undertaking/Department. In addition to this, one time cost of up to Rs. 10000 for purchase of phone/ mobile set may also be borne by the concerned Undertaking/Department.
( f) Car:- The Chairperson/Senior Vice Chairperson/Vice Chairperson will be provided a staff car a Driver by the concerned PSU/Board/Apex Cooperative Institution/Tribunal/Commission from the existing fleet of the vehicles and no new vehicle shall be purchased from this purpose.
The maximum fuel limit for such cars (including petrol + diesel) shall be limited to 290 liters per month. The limit of expenditure on maintenance and repair charges for these vehicles would be Rs. 4500/- per month or Rs. 54,000/- per year which will not be used towards POL. Besides above, the amount spent an over-hauling of engine of the vehicle and replacement of tires will be in addition to the above said limits.

In case the Chairperson/Senior Vice Chairperson/Vice Chairperson uses his own personal vehicle, reimbursement @ of Rs. 15/-per/km shall be provided subject to a maximum limit of 2500 kms per month which includes the salary of the driver. petrol/diesel, maintenance of vehicle and depreciation.
In case both above options are not available, the concerned PSU/Board/Apex Co-operative Institution/ Tribunal/Commission will hire the vehicle from the market at their level as per the letter No .
STC/MVB/2022/20257-68 dated 31.05 .2022 of Finance Department and instructions issued in its continuation. But the usage will be limited to 2500 kms per month.
(g) Fixed Sumptuary Allowance:- The Chairperson/Senior Vice Chairperson/Vice Chairperson will be paid a fixed monthly Sumptuary Allowance of Rs. 1000/-.
(h) Staff::- The Chairperson/Senior Vice Chairperson/Vice Chairperson will be provided an appropriate officer with the minimum requisite staff by the concerned Public Sector Undertaking or the Administrative Department.
(i) Leave: -The Chairperson/Senior Vice Chairperson/Vice Chairperson shall be governed under the leave rules framed by the Undertaking for its employees provided that Chairperson/Senior Vice Chairperson/Vice Chairperson should take the leave of absence from the Minister-in- charge and keep him informed of his tour programs in advance.
(j) Medical Facilities:- These may be provided under the rules of the Board/Corporation or Administrative Department, as long as he functions as Chairperson.
2. Part time Chairperson/Member
A Part time Chairperson/Member shall be entitled to the following fee/allowance:-

provided with a staff car. However, he shall
be paid travel charges @ Rs. 6 per km from
his place of residence to the venue of the
meeting and back for each attendance of the
Board meeting.
3. The above terms and conditions will apply to all non-official Chairperson/Senior Vice Chairperson/ Vice Chairperson and Part-time Chairperson/Members of all the Public Sector Undertakings/Boards/ Apex Cooperative Institutions/Tribunals/Commissions (except Statutory Commission) and shall be treated as part of the terms and conditions of their appointment.
4. This issues with the approval of Hon'ble Chief Minister, Punjab.
