NOTIFICATION
The 3rd September, 2026
No. SEC/PE/SA/2026/1083.- Whereas the Hon'ble Punjab and Haryana High Court in its order dated 19.8.2026 in FAO No. 1295 of 2026 titled as "Gurmeet Kaur Vs Gurwinder Kaur and ors." has requested the Commission to re-notify fresh schedule for the post of Sarpanch so that all eligible candidates as well as Respondent no. 1 (Gurwinder Kaur W/o Jagdish Singh) can participate in the election process.
2. And, whereas, the Commission vide an earlier notification no. SEC/PE/SA/2026/1076 dated 7.8.2026, had issued an election schedule, wherein the last date for filing nominations was 12.8.2026 and last date for withdrawal was 14.8.2026. As per the report of the Returning Officer two candidates are left in the fray.
3. And, whereas, in view of order dated 19.8.2026 of the Hon'ble High Court, a fresh election schedule is being notified for the conduct of election to elect the Sarpanch of Gram Panchayat Saidanwala, Block Ghall Khurd, District Ferozepur, as per the following programme :-
PROGRAMME
(a) - 03.09.2026 (Thursday)
as the first date for filing of Nominations (between 11 a.m. to 3 p.m.)
- 04.09.2026 (Friday)-Gazetted Holiday- no Nomination will be received
- 05.09.2026 (Saturday) – Nominations will be received
- 06.09.2026 (Sunday) – No Nomination will be received
- 07.09.2026 (Monday) – Nomination will be received 3852 PUNJAB GOVT. GAZ. (EXTRA), SEPTEMBER 3, 2026 (BHDR 12, 1948 SAKA) (b) 08.09.2026 (Tuesday) as the last date for filing Nominations. (upto 3 p.m.) (c) 09.09.2026 (Wednesday) as the date for Scrutiny of Nominations.
(d) 10.09.2026 (Thursday)
as the last date for withdrawal of candidature, if any (upto 3 p.m.)
(e) 20.09.2026 (Sunday)
as the date on which poll shall, if necessary, be held,
(f) 21.09.2026 (Monday)
as the date by which the election process shall be completed.
4. Polling will be conducted through Ballot Boxes. Counting of votes will take place immediately after the close of poll at the polling station concerned.
5. In pursuance of the provisions of Section 57 of the Punjab State Election Commission Act, 1994, the Election Commission hereby fixes poll hours from 08.00 a.m. to 04.00 p.m during the poll on 20.09.2026 (Sunday).
6. The fresh notification of election schedule is issued with the following conditions:-
i) All the candidates who have been found eligible as per Commission's earlier Notification dated 07.8.2026, for contesting the election of Sarpanch (as per Form V issued by Returning Officer after the final date of withdrawal), need not apply afresh.
ii) As per the re-notified fresh schedule, any eligible candidate may file nomination, and their nomination papers would be subject to the same procedure of scrutiny and withdrawal.
iii) Candidates whose name appears in the existing Form V of the eligible candidates are not precluded from withdrawing their candidature during the re-notified election schedule, if so desired.
iv) On the completion of the re-notified nomination process, and the addition of fresh nominations, if any, the Returning Officer shall prepare and update Form V so as to contain the names of all eligible candidates, i.e. including earlier finalised candidates and fresh candidates, if any, who would be contesting for the post of Sarpanch. Notification of the same, as per Rules will be carried out by the Returning Officer.
7. Model Code of Conduct within the jurisdiction of Gram Panchayat Saidanwala, Block Ghall Khurd, District Ferozepur, has come into force from the issuance of this Notification with immediate effect, till completion of the election process.
