जी.एस.आर.99्‍ :-भारत के रंववधान के ननुच्छे े 309 के र्प‍तुक द्वारा प्रेत्त ोम्ततयों का प्रयोग करते हुए राजस्ाान के राज्यपाि, राजस्ाान नलभयांत्रकिी नध नस्ा रेवा (लरंचाई ोाखा)र् नयम, 1967 को और रंोोधधत करने के लएि, इरके द्वारार् नम्नलखिखतर् नयम बनाते हैं, नााति ्:-

1. संक्षप्त्‍निाम्‍र्औ‍प्रारम्भ.- (1) इनर् नयमों का नाम राजस्ाान नलभयांत्रकिी नध नस्ा रेवा (लरंचाई ोाखा) (रंोोधन)र् नयम, 2025 है।

(2) ये राजप िमें इनके प्रकाोन की तारीख रे प्रवृत्त होंगे। 2. ननयम्‍2्‍का्‍संशोधन.- राजस्ाान नलभयांत्रकिी नध नस्ा रेवा (लरंचाई ोाखा)र् नयम, 1967, म्ज्‍हें इरमें इरके पश्चात ् उततर् नयमों के ूपप मेंर् नदे्िट ककया गया है, के र् नयम 2 में, ववद्यमान खण्ड (क) के पश्चात ् और ववद्यमान खण्ड (ख) रे पनवि, र्नम्नलखिखत नया खण्ड (कक) नंतःस्ाावपत ककया जायेगा, नााति ्ः-

"(कक) "बोड"ि रे राजस्ाान कमचिारी चयन बोड िनलभप्रेत है;"

3. ननयम्‍ 7्‍ का्‍ संशोधन.- उतत र्नयमों के र्नयम 7 के उपर्-नयम (3) में, ववद्यमान नलभव्यम्तत र्"नयुम्तत प्राधधकारी", के स्ाान पर नलभव्यम्तत र्"नयुम्तत प्राधधकारी/बोड"ि प्र्रतस्ाावपत की जायेग ।

4. ननयम्‍14्‍का्‍संशोधन.- उततर् नयमों के र् नयम 14 में,-

(i) ववद्यमान नलभव्यम्तत "दयोगर्/नयुम्तत प्राधधकारी" के स्ाान पर, नलभव्यम्तत "दयोग/बोडर्/िनयुम्तत प्राधधकारी" प्र्रतस्ाावपत की जायेग ।

(ii) खण्ड (क) में, ववद्यमान नलभव्यम्तत "दयोग", जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत "दयोग/बोड"ि प्र्रतस्ाावपत की जायेग ।

5. ननयम्‍16्‍का्‍संशोधन.- उततर् नयमों के र् नयम 16 में,

(i) ववद्यमान नलभव्यम्तत "दयोग", जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत "दयोग/बोड"ि प्र्रतस्ाावपत की जायेग ; और486 राजस्ाान राज-प,ि नवम्बर 12, 2025 भाग 4 (ग) (ii) ववद्यमान नलभव्यम्तत "यदे उरे ववज्ञावपत ररम्ततयों के 50 प्र्रतोत रे ननधधक की र्नतररतत दवश्यकता की रनचना चयन के पनव िप्राप्त हो जाये," के स्ाान पर नलभव्यम्तत "यदे उ्‍हें/उरे ववज्ञावपत ररम्ततयों के 50 प्र्रतोत रे ननधधक की र्नतररतत दवश्यकता की रनचना चयन के पनव िप्राप्त हो जाये," प्र्रतस्ाावपत की जायेग ।

6. ननयम्‍17्‍का्‍संशोधन.- उततर् नयमों के र् नयम 17 में, ववद्यमान नलभव्यम्तत "दयोग" जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत "दयोग/बोड"ि प्र्रतस्ाावपत की जायेग ।

7. ननयम्‍18्‍का्‍संशोधन.- उततर् नयमों के र् नयम 18 में, ववद्यमान नलभव्यम्तत "दयोग" जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत "दयोग/बोड"ि प्र्रतस्ाावपत की जायेग ।

8. ननयम्‍19्‍का्‍संशोधन.- उततर् नयमों के र् नयम 19 में, ववद्यमान नलभव्यम्तत "दयोग" जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत "दयोग/बोड"ि प्र्रतस्ाावपत की जायेग ।

9. ननयम्‍20्‍का्‍संशोधन.- उततर् नयमों के र् नयम 20 में, ववद्यमान नलभव्यम्तत "दयोग" जहां कहीं भ दय हो, के स्ाान पर, नलभव्यम्तत "दयोग/बोड"ि प्र्रतस्ाावपत की जायेग ।

10. अनुसूची-1्‍का्‍संशोधन.- उततर् नयमों रे रंग्नि ननुरनच -1 में, ोर् िग्रुप-III के नध न, ववद्यमान क्रम रंखयांक 3 और उरकी प्रववम््ट यों के स्ाान पर र्नम्नलखिखत प्र्रतस्ाावपत ककया

11. अनुसूची-III का्‍प्रनतसथापन.- उततर् नयमों रे रंग्नि ववद्यमान ननुरनच -III के स्ाान पर र्नम्नलखिखत प्र्रतस्ाावपत ककया जायेगा, नााति ्:-

वववरण

1. परीाि्‍की्‍सकीम: -र् नम्नलखिखत वर्वयों को रमावव्ट करते हुए परीक्षा में त न घण्ट े की नवधध का एक प्रश्नप िरम्म्मलति होगा:-

टटप्पणी:

1. परीक्षा में नभ्याी द्वारा प्राप्त ककये गये नंक उनके योग्यता क्रम को नवधाररत करने के लएि रंगणना में लयिे जायेंगे।

2. परीक्षा में वस्र्तुन्ठ, बहुववकल्प य प्रकार के प्रश्न नंतवव्िट होंगे। इरमें ऋणात्मक नंकन होगा। प्रत्येक गति उत्तर के लएि 1/3 नंक काट ा जायेगा।

3. प्रश्नप िमें ्‍यननतम नहतिा नंक 40% होंगे। ननुरनधचत र्जातयों और ननुरनधचत जनर्जातयों रे रंबंधधत नभ्यधायिों के लएि ये नंक 5% तक लोधा िककये जायेंगे।

पाठ्य्‍वववरण

1. अंकगखणत्‍र्औ‍मेन्सुरेशनः यह प्रश्नप िमाध्यलमक स्तर का होगा।

(i) अंकगखणत

(1) ररीिकरण।

(2) वग।ि

(3) ेोमवि (गुणा और भाग)। (4) प्र्रतोत की गणना और ािभ और र्हान ।

(5) ब्याज (राधारण और चक्रवृर्वद्)। (6) कायि, रमय और मजेनरी (7) माध्यलमक स्तर का न्‍य कोई प्रश्न।

(ii) मेन्सुरेशनः

(1) म्बिाई, क्षेफि िऔर मााि पररकनि।

(2) माध्यलमक स्तर की ज्यालमत य दकृ र्तयों का पररधध पररमाप (3) ब घा, ब रवा ददे का एकड़ और हेतट ेयर में पररवतनि ।

2. अधधर्का‍अलभेि्‍िर्औ‍मानधचत्रणः

4. लसंचाई्‍ज्‍िननकासी्‍अधधननयम्‍र्औ‍राजसव्‍मैनुअःि इर प्रश्नप िमें राजस्ाान लरंचाई और ज ि र्नकार नधर्धनयम, 1954, राजस्ाान लरंचाई और जर् िनकार र् नयम 1955, और नद्यतन रंोोधन रे रंबंधधत प्रश्न न्‍तवव्िट होंगे। इरमें राजस्ाान ररकार के देेोों के मैनुन ि और उरके नद्यतन रंोोधन में रे प्रश्न भ रम्म्मलति होंगे।

5. लसंचाई्‍सुर्धा‍उद्‍ग्रहण्‍की्‍वसूीिः इर प्रश्नप िमें लरंचाई ेेयों एवं रुधार उद्ग्रहण की वरनीि के लएि राजस्ाान ररकार द्वारा नधधकधातर् नयमों में रे प्रश्न होंगे।

6. आधारभूत्‍कम्प्यूटरः ऑपरेदट ंग लरस्ट म, एम.एर. ऑकफर (वडि, एतरे/िस्प्रेडो ट , पावर पॉइ्‍ट का एतरपोजर)

दट प्पण : रभ प्रश्न पोिं में कु ि10 प्रश्न होंगे, म्जनमें रे कक्‍हीं पांच प्रश्नों के उत्तर ेेने र्ननवाय िहोंगे। रभ प्रश्नों के रमान नंक होंगे।

फाउन्डेशन्‍ पाठ्यक्रम: रफ ि और चर्यनत नभ्यधायिों को र्नयुम्तत के पश्चात ् र्नम्नानुरार कायक्रिम ननुरार त न मार की काािवधध के लएि फाउ्‍डेोन पाठ्यक्रम और व्यवहाररक प्रलोक्षण करना होगाः

(1) नभ्यधायिों को 15 देनों की काािवधध के लएि म्जेिेारों के कायायिि में उपम्स्ात होना होगा, म्जरके ेौरान वे ववलभ्‍न प्रूपपों जैरेर् ोुद्करण, खतौन , ढाबिाच, डडमांड म्स्पि, लरयाह प्रूपप, रर े पुम्स्तका प्रूपप, चाािन प्रूपप और चक योजनाओं के ज्ञान रे नवगत कराया जायेगा।

(2) म्जेिेार कायायिि रे प्रारम्म्भक जानकारी के पश्चात ् नभ्यधायिों को फील्ड र्रेनंग के लएि र्नेेलोत ककया जायेगा जहां वे पट वारी के राा जुड़े रहेंगे। यह प्रस्ताववत है कक प्रत्येक पट वारी के राा ेो रे त न नभ्याी क्षे िय प्रलोक्षण के लएि जुडे रहेंगे। पट वारी के राा जुड़े रहने की नवधध ेो मार होग । पट वारी नभ्यधायिों कोर् ोुद्करण, खतौन , ढाबिाच, डडमांड म्स्पि, कृ र्कों को रर े जारी करने, स्याह प्रूपप में प्रववम््ट , और चाािन ददे में प्रववम््ट यां करने के काय िमें मागेिोनि करेंगे। नभ्यधायिों को फील्ड में वगि, ब घा का क्षेफि िकी पहचान भ बताय जायेग ।

फील्ड में व्यवहाररक प्रलोक्षण ेिने के पश्चात ्, नभ्यधायिों रे, पुनः 15 देन के लएि म्जेिेार के कायायिि में मताबिा तैयार करने रंबंध ज्ञान ेिना, नपेक्षक्षत होगा।"

NOTIFICATION

Jaipur, November 10, 2025

G.S.R.99 .-In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Rajasthan hereby makes the following rules further to amend the Rajasthan Engineering Subordinate Service (Irrigation Branch) Rules, 1967, namely:-

1. Short title and commencement.- (1) These rules may be called the Rajasthan Engineering Subordinate Service (Irrigation Branch) (Amendment) Rules, 2025. (2) They shall come into force from the date of their publication in the Official Gazette.

2. Amendment of rule 2.- In rule 2 of Rajasthan Engineering Subordinate Service (Irrigation Branch) Rules, 1967, hereinafter referred to as the said rules, after the existing clause (a) and before the existing clause (b), the following new clause (aa) shall be inserted namely:-

"(aa) "Board" means the Rajasthan Staff Selection Board;" 3. Amendment of rule 7.- In sub-rule (3) of rule 7 of the said rules, for the existing expression "by the Appointing Authority", the expression "by the Appointing Authority /Board" shall be substituted.

4. Amendment of rule 14.- In rule 14 of the said rules,-

(i) for the existing expression "Commission/Appointing Authority", the expression ˝Commission/Board/Appointing Authority" shall be substituted; and

(ii) In clause (a), for the existing expression ˝Commission", wherever occurring, the expression ˝Commission/Board" shall be substituted.

5. Amendment of rule 16.- In rule 16 of the said rules,

(i) for the existing expression ˝Commission", wherever occurring, the expression ˝Commission/Board" shall be substituted; and

(ii) for the existing expression ˝received by them", the expression "received by them/it"

shall be substituted.

6. Amendment of the rule 17.- In rule 17 of the said rules, for the existing expression ˝Commission", wherever occurring, the expression ˝Commission/Board" shall be substituted.

7. Amendment of the rule 18.- In rule 18 of the said rules, for the existing expression ˝Commission", wherever occurring, the expression ˝Commission/Board" shall be substituted.

8. Amendment of the rules 19.- In rule 19 of the said rules, for the existing expression ˝Commission", wherever occurring, the expression ˝Commission/Board" shall be substituted.

9. Amendment of the rules 20.- In rule 20 of the said rules, for the existing expression ˝Commission", wherever occuring, the expression ˝Commission/Board" shall be substituted.

10. Amendment of Schedule-I.- In Schedule-I appended to the said rules, under heading Group-III , the existing serial number 3 and entries there to shall be substituted by the following, namely:-

Substitution of Schedule-III.- The existing Schedule-III appended to the said rules shall be substituted by the following, namely:- "Scheme and Syllabus for written competitive examination for direct recruitment to the post of Patwari494 राजस्ाान राज-प,ि नवम्बर 12, 2025 भाग 4 (ग) 1. Scheme of examination:- The examination shall include one paper of 3 hours duration covering

1. The marks obtained by a candidate in examination will be counted for determining their order of merit.

2. The examination will contain multiple choice, objective type questions. There shall be negative marking. 1/3 mark shall be deducted for each wrong answer.

3. The minimum qualifying marks shall be 40% in the paper. These marks shall be relaxed by 5% for the candidates belonging to the Scheduled Castes and Scheduled Tribes.

12. Substitution of Schedule-III-A.- The existing Schedule-III-A appended to the said rules, shall be substituted by the following, namely:-

Syllabus

1. Arithmetic & Mensuration: This paper shall be of Secondary Standard.

(i) Arithmetic

(1) Simplification. (2) Square. (3) Decimal (Multiplication & Division). (4) Percentage calculation & Profit & Loss. (5) Interest (Simple & Compound). (6) Work, Time and Wages. (7) Any other question of matric standard.

(ii) Mensuration:

(1) Length, area & volume calculations. (2) Circumference perimeter of Matric Standard Geometrical figures.

(3) Conversion of Bighas, Bishwas to Acres & Hectares etc.

2. Records of Rights & Mapping:

(1) Area & drawing sketches of Geometrical figures.

(2) Entries of survey work in field books & calculation of area etc. of the figures of survey record.

(3) Courses canal, roads, abadi in uncommand, Railway Line etc.

3. Shudkar & Khatauni: This paper will consist of the entry in shudkar, preparation of purchasem Khataunies dalbach & other records relating to shudkar & Khatauni.

4. Irrigation Drainage Act & Revenue Manual: This paper will consist of the question from Rajasthan Irrigation and drainage Act, 1954, Rajasthan Irrigation and drainage Rules 1955, and its upto date amendments. It will also include the question from Manual of orders of Rajasthan Government and its upto date amendments.

5. Realisation of Irrigation betterment levy: This paper will consist of the questions from rules laid down by Government of Rajasthan for realisation of Irrigation dues & betterment levy.

6. Basic Computer: Operating System, MS-Office (Exposure of word, Excel/ Spreadsheet, Powerpoint).

7. Geography, culture and polity of Rajasthan: Administrative system of Rajasthan Governor, State Legislative Assembly, High Court, Rajasthan Public Service Commission, District Administration, State Human Rights Commission, State Election Commission,भाग 4 (ग) राजस्ाान राज-प,ि नवम्बर 12, 2025 497 Lokayukta, State Information Commission, Public Policy, Fairs, Festivals, Folk Music and Folk Dance Rajasthani Culture and Heritage, Literature, important tourist places.

NOTES: There will be 10 questions in all the question papers, out of them any five questions will have to be answered. All the questions will carry equal marks.

FOUNDATION COURSE : The successful and selected candidate will have to undergo for foundation course and practical training for a period of three months after appointment as per programme as under:

(1) The candidates will be attending to the office of Ziledars for a period of 15 days during which they will be acquainted with the different Forms i.e. Shudkar, Khatauni, Dalbach, Demand slip, Siah Forms, Receipt Book Forms, Challan Forms & Knowledge of chak-plans.

(2) After having the primary knowledge from the Ziledar office, the candidates will be directed to the field training where they will be attached with the Patwaries.It is proposed that 2 to 3 candidates will be attached with each Patwari for training in the field. The duration of attachment with the Patwari will be of two months. The Patwari will be guiding the candidates for the work of making entries in Shudkar, Khatauni, Dalbach, Demand Slip, issue of receipt of Cultivators, entry in Siah Forms and Challan etc. The candidates will also be told to identify areas of Square, Bighas in the field.

After taking practical training in the field, the candidates will again be required to attend the office of the Ziledar for a period of 15 days, to have the knowledge of preparing Matalba."
