राज्य सरकार तथा अन्य राज्य-प्राधिकारियों (cid:217)वारा जारी किये गये (सामान्य आदेशों, उप-

विधियों आदि को सम्मिलित करते हएु ) सामान्य काननी नियमू । कार्मिक विभाग क-ग्रपु -2 अधिसचनाू जयपरु , दिसम्बर 22, 2025

जी.एस.आर.130 :-भारत के संविधान के अनच्छे दु 309 के परन्तकु (cid:217)वारा प्रदत्त शक्तियों का

ू क्षेत्र अधीनस्थ, लिपिकवर्गीय और चतर्थ प्रयोग करते हएु राजस्थान के राज्यपाल, राजस्थान अनसचितु ु श्रेणी सेवा (भर्ती एवं सेवा की अन्य शर्तें) नियम, 2014, को और संशोधित करने के लिए, इसके (cid:217)वारा निम्नलिखित नियम बनाते हैं, अर्थात ् :- 1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का नाम राजस्थान अनसचितु ू क्षेत्र अधीनस्थ, ु श्रेणी सेवा (भर्ती एवं सेवा की अन्य शर्तें) (संशोधन) नियम, 2025 है।

लिपिकवर्गीय और चतर्थ (2) निम्नलिखित के उपबंध,-

ु जायेंगे;

(i) इन संशोधन नियमों के नियम 2, 07.12.2022 से प्रवत्तृ हए समझे (ii) इन संशोधन नियमों के नियम 3, 08.08.2022 से प्रवत्त ृ हएु समझे जायेंगे; और (iii) इन संशोधन नियमों के नियम 4, 06.02.2024 से प्रवत्त ृ हएु समझे जायेंगे।

2. नियम 7 का प्रतिस्थापन.-राजस्थान अनसचितु ू क्षेत्र अधीनस्थ, लिपिकवर्गीय और चतर्थ

ु श्रेणी सेवा (भर्ती एवं सेवा की अन्य शर्तें) नियम, 2014, जिन्हें इसमें इसके पश्चात उक्त ् नियमों के रूप में निर्दिष्ट किया गया है, के स्थान पर निम्नलिखित, 07.12.2022 से प्रतिस्थापित हआु समझा जायेगा, अर्थात ्:-

"7. सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस बलोंु (सीएपीएफ) और भारतीय तटरक्षक के मतृ /स्थायी रूप से अशक्त कार्मिकों के आश्रितों को अनकम्पात्मक ु नियक्तिु .- (1) इन नियमों में अंतर्विष्ट किसी बात के होते हए भी नियक्ति प्राधिकारी

ु , शैक्षिक अर्हताओं और इन नियमों के अधीन विहित अन्य सेवा शर्तों को परा करने और कार्मि

ू क विभाग की, तथा यदि पद आयोग के कार्यक्षेत्र के भीतर आता है तो राजस्थान लोक सेवा आयोग की सहमति के , अध्यधीन रहते

हएु ,-

(i) सीधी भर्ती (cid:217)वारा भरे जाने वाले वेतन मैट्रिक्स में के लेवल एल-10 तक के पद, सशस्त्र बलों के ऐसे किसी सदस्य, जो राज्य का मल निवासी था ू या है और जो 01.01.1972 को या उसके पश्चात ् विद्रोह की जवाबी कार्रवाई/आतंकवाद के विरु(cid:217)ध संक्रियाओं सहित किन्हीं575 राजस्थान राज-पत्र, दिसम्बर 31, 2025 भाग 4 (ग) प्रतिरक्षा संक्रियाओं में मारा गया था/मारा गया है या स्थायी रूप से अशक्त हो गया था/है

ु घोषित किया गया है, के और रक्षा मंत्रालय, भारत सरकार (cid:217)वारा य(cid:217)ध हताहत के रूप में आश्रितों में से किसी एक को अनकम्पात्मक ु आधार पर नियक्त ु करके ;

(ii) सीधी भर्ती (cid:217)वारा भरे जाने वाले वेतन मैट्रिक्स में के लेवल एल-10 तक के पद, सशस्त्र बलों के ऐसे किसी सदस्य, जो राज्य का मल निवासी था या है औरू जो 01.04.1999 को या उसके पश्चात ् किसी घटना में मारा गया था/मारा गया है या स्थायी रूप से अशक्त हो गया था/है और सशस्त्र बलों के संबंधित मख्यालयों ु के सक्षम प्राधिकारी (cid:217)वारा शारीरिक हताहत घोषित किया गया है, के आश्रितों में से किसी एक को अनकम्पात्मक ु आधार पर नियक्तु करके ; और

(iii) सीधी भर्ती (cid:217)वारा भरे जाने वाले वेतन मैट्रिक्स में के लेवल एल-10 तक के पद, के न्द्रीय सशस्त्र पलिस बलोंु (सीएपीएफ) और भारतीय तटरक्षक के ऐसे किसी सदस्य, जो राज्य का मल निवासी था या है औरू जो 01.04.1999 को या उसके पश्चात ् विद्रोह की जवाबी कार्रवाइयों/आतंकवाद के विरू(cid:217)ध संक्रियाओं सहित किन्हीं प्रतिरक्षा संक्रियाओं में मारा गया था/मारा गया है या स्थायी रूप से अशक्त हो गया था/है और गहृ /रक्षा मंत्रालय, भारत सरकार (cid:217)वारा सामरिक कार्यवाही में हताहत घोषित किया गया है, के आश्रितों में से किसी एक को अनकम्पात्मक ु आधार पर नियक्तु करके ;

भर सके गा: परन्तु,-

(क) यदि सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस बलों ु (सीएपीएफ) और भारतीय तटरक्षक के स्थायी रूप से अशक्त कार्मिक राज्य सरकार के अधीन स्वयं के लिए रोजगार प्राप्त करने में समर्थ और इच्छु क हों तो उन्हें रोजगार दिया जायेगा।

(ख) यदि सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस बलोंु (सीएपीएफ) और भारतीय तटरक्षक के मत या ृ स्थायी रूप से अशक्त कार्मिक की विधवा/विधर या आश्रितु तरन्त ु

ु अर्जित रोजगार प्राप्त करने की स्थिति में नहीं हो तो नियक्ति के लिए पात्रता करने पर उसे रोजगार दिया जायेगा।

(2) सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस बलोंु (सीएपीएफ) और भारतीय तटरक्षक के ऐसे आश्रित या अन्य आश्रितों में से किसी को नियक्ति नहीं दी जायेगी

ु यदि सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस बलोंु

ु या कार्मिक के स्थायी रूप से अशक्तता के (सीएपीएफ) और भारतीय तटरक्षक के कार्मिक की मत्यृ

समय, आश्रितों में से कोई भी एक पहले से ही के न्द्रीय सरकार, किसी राज्य सरकार या के न्द्रीय या किसी राज्य सरकार (cid:217)वारा पर्णतू : या भागत: स्वामित्वाधीन या नियंत्रणाधीन विधिक बोर्ड/संगठन/निगम के अधीन पहले से ही नियमित रूप से नियोजित हो:

परन्त ु यह शर्त वहां लाग नहीं होगी जहां ू अशक्त व्यक्ति या विधवा/विधरु स्वयं के लिए रोजगार चाहता/चाहती है।

(3) स्थायी रूप से अशक्त कार्मिक/ऐसा आश्रित, नियक्ति के लिएु आवेदन, जिला सैनिक कल्याण अधिकारी को प्रस्तत ु करेगा और जिला सैनिक कल्याण अधिकारी, सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस ु बलों (सीएपीएफ) और भारतीय तटरक्षक के कार्मिक के संबंधित अभिलेख कार्यालय/अभिहित कार्यालय/सेवा मख्यालयों ु को, सत्यापन हेत प्रक्रम करेगा। ु सामान्य भर्ती नियमों के शिथिलीकरण केभाग 4 (ग) राजस्थान राज-पत्र, दिसम्बर 31, 2025 576 अंतर्गत आवेदन पर, इस शर्त के अध्यधीन रहते हए विचार कियाु जायेगा कि, संबंधित सेवा मख्यालयु /अभिलेख कार्यालय/अभिहित कार्यालय सम्यक् रूप से सत्यापित करेंगे और आवेदक किसी पद-विशेष के लिए विहित शैक्षणिक अर्हताओं, अनभव और आय सीमा को पर्ण करता हो

ू तथा सरकारी सेवा के लिए अन्यथा भी अर्हित हो।

(4) उपरोक्त उप-नियम(3) में उल्लिखित शर्तों को पर्ण करने के ू पश्चात ् ऐसे आश्रित/स्थायी रूप से अशक्त कार्मिक का आवेदन संबंधित जिला कलक्टर को, स्थायी रूप से अशक्त कार्मिक/आश्रित (cid:217)वारा धारित अर्हताओं के अनसार ु उपयक्त ु नियक्ति के लिएु , अग्रेषित किया जायेगा। संबंधित जिले में रिक्ति की अनपलब्धता ु की दशा में, आवेदन संभागीय आयक्त ु को भेजा जायेगा जो अपनी अधिकारिता के अधीन जिलों में से किसी में नियक्तिु की व्यवस्था करेगा। यदि संभागीय आयक्त ु की अधिकारिता के अधीन कोई रिक्त पद उपलब्ध नहीं हो तो संभागीय आयक्त ु (cid:217)वारा आवेदन कार्मिक (क-2) विभाग को

निर्दिष्ट किया जायेगा।

नियक्ति प्रदान करने के लिए ु (5) आवेदन में निम्नलिखित सचना ू अंतर्विष्ट होंगी, अर्थात ्:-

(क) सशस्त्र बलों, के न्द्रीय सशस्त्र पलिस बलोंु (सीएपीएफ) और भारतीय तटरक्षक के मतृ /स्थायी रूप से अशक्त कार्मिक का नाम और पदनाम;

ु/स्थायी रूप से अशक्त होने से पर्व

ू सेवाएं दे रहा था/थी;

(ख) यनिटू जिसमें वह मत्यृ

(ग) य(cid:217)ध हताहतु /सामरिक कार्यवाही में हताहत/शारीरिक हताहत घोषित करने हेत सक्षमु

ु की तारीख और स्थान;

प्राधिकारी (cid:217)वारा जारी मत्यृ ु प्रमाणपत्र के साथ उसकी मत्यृ

(घ) स्थायी अशक्तता प्रमाणपत्र (नि:शक्तता प्रमाणपत्र);और

(ङ) आवेदक का नाम, जन्म की तारीख, शैक्षिक अर्हताएं और मतकृ /स्थायी रूप से अशक्त कार्मिक (य(cid:217)धु हताहत/सामरिक कार्यवाही में हताहत/शारीरिक हताहत) के साथ उसका सम्बन्ध।

स्पष्टीकरण: इस नियम के प्रयोजन के लिए,- (i) "सशस्त्र बलों"से भारत संघ की थल सेना, नौसेना और वायु सेना अभिप्रेत हैं।

(ii) "के न्द्रीय सशस्त्र पलिस बलोंु (सीएपीएफ)"से सीमा सरक्षा बलु , के न्द्रीय रिजर्व पलिस ु बल, भारत-तिब्बतीय सीमा पलिसु , के न्द्रीय औ(cid:217)योगिक सरक्षा बलु , राष्ट्रीय सरक्षा गार्ड

ु , असम राइफिल्स, सशस्त्र सीमा बल जो के न्द्रीय या राज्य सरकार (cid:217)वारा समय-समय पर अधिसचित किये जायें

ू ,अभिप्रेत हैं।

(iii) "भारतीय तटरक्षक" से भारतीय तटीय क्षेत्रों की सरक्षाु सनिश्चित करने हेत और ु

रक्षा मंत्रालय, भारत सरकार के अधीन कार्यरत बल अभिप्रेत है।

(iv) "आश्रित" से निम्नलिखित अभिप्रेत है,-

(क) पति/पत्नी; या

(ख) पत्रु /सशस्त्र बलों, के न्द्रीय सशस्त्र पलिसु बलों (सीएपीएफ), भारतीय

तटरक्षक के मतृ /स्थायी रूप से अशक्त कार्मिक (cid:217)वारा उसकी

ु/स्थायी अशक्तता के समय से पर्व

ू , दत्तक ग्रहण किया गया पत्रु ;

मत्यृ या

(ग) अविवाहित पत्रीु /अविवाहित दत्तक पत्रीु , विधवा पत्रीु /विच्छिन्न विवाह

पत्रीु जो सशस्त्र बलों, के न्द्रीय सशस्त्र पलिसु बलों (सीएपीएफ),577 राजस्थान राज-पत्र, दिसम्बर 31, 2025 भाग 4 (ग) भारतीय तटरक्षक के मतृ /स्थायी रूप से अशक्त कार्मिक पर, उसकी

ु/स्थायी रूप से अशक्तता से पर्व

ू पर्ण

ू रूप से आश्रित है; या

मत्यृ

(घ) विवाहित पत्रीु , यदि उपरोक्त ख(cid:214)ड (ख) और (ग) में उल्लिखित

सशस्त्र बलों, के न्द्रीय सशस्त्र पलिसु बलों (सीएपीएफ) और भारतीय

तटरक्षक के मतृ /स्थायी रूप से अशक्त कार्मिक का कोई भी अन्य आश्रित उपलब्ध नहीं हो;या

(ङ) सशस्त्र बलों, के न्द्रीय सशस्त्र पलिसु बलों (सीएपीएफ) और भारतीय

तटरक्षक के मृत/स्थायी रूप से अशक्त अविवाहित कार्मिक के मामले में, माता, पिता, अविवाहित भाई या अविवाहित बहन।

टिप्पण:"दत्तक पत्रु /पत्रीु " से हिन्द दत्तक ू और भरण-पोषण अधिनियम,1956 के

अधीन वैध रूप से दत्तक ग्रहण किया गया पत्रु /पत्री अभिप्रेतु है। हिन्द ू

धर्म से भिन्न धर्म वाले आश्रितों के लिए, मामला आवश्यक

स्पष्टीकरण हेत कार्मिकु (क-2) विभाग को निर्दिष्ट किया जायेगा।

(v) "स्थायी रूप से अशक्त"से ऐसा सिपाही/व्यक्ति अभिप्रेत है जो न्यनतम ू 40% नि:शक्तता से ग्रस्त है और जिसे थल सेना, भारतीय नौसेना, भारतीय वायु सेना, के न्द्रीय सशस्त्र पलिसु बल (सीएपीएफ) या, यथास्थिति, भारतीय तटरक्षक के संबंधित अनमोदनु और पष्टिु करने वाले चिकित्सा प्राधिकारी (cid:217)वारा स्थायी रूप से अशक्त घोषित किया गया है।"

(3) नियम 7क का अन्त:स्थापन.- उक्त नियमों के इस प्रकार प्रतिस्थापित नियम 7 के पश्चात ्

ू , निम्नलिखित नया नियम 7क, 08.08.2022 से अन्त:स्थापित हआु और वि(cid:217)यमान नियम 8 से पर्व समझा जायेगा, अर्थात ्:-

"7क. ऐसे मतक ृ व्यक्तियों के आश्रितों की अनकम्पात्मक ु नियक्ति ु जिन्हें उत्तराख(cid:214)ड त्रासदी- 2013 में मत या लापता होने के ृ पश्चात ् मतृ घोषित किया गया.- (1) इन नियमों में अंतर्विष्ट किसी बात के होते हए भी नियक्ति प्राधिकारी

ु , सीधी भर्ती (cid:217)वारा भरी जाने वाली वेतन मैट्रिक्स में के लेवल एल-9 तक के पद की रिक्तियां, ऐसे व्यक्ति, जो राजस्थान राज्य का मल निू वासी था और 2013 की उत्तराख(cid:214)ड त्रासदी में मर गया था या जिसे ऐसी त्रासदी में लापता होने के पश्चात ् मत घोषित किया गया था , के आश्रितों में से किसी एक को अनकम्पात्मक ु आधार पर, निम्नलिखित शर्तों के अध्यधीन रहते हएु , नियक्तु करके भर सके गा:- (i) आश्रित राजस्थान राज्य का मलू निवासी हो; और

(ii) आश्रित इन नियमों के अधीन संबंधित पद के लिए विहित शैक्षणिक और अन्य अर्हताएं तथा ू करता हो:

अन्य शर्तें पर्ण परन्त ु चयन के लिए प्रक्रियात्मक अपेक्षा जैसे कि,-

(क) नियक्तिु के समय कम्प्यटरू अर्हता पर जोर नहीं दिया जायेगा। आश्रित को ससंगतु नियमों में यथा विहित कोई भी कम्प्यटरू अर्हता परिवीक्षा कालावधि के भीतर-भीतर प्राप्त करनी होगी जिसके ना होने पर, उसकी परिवीक्षा बढ़ायी गयी समझी जायेगी

ू रूप से जब तक कि नियक्तिु प्राधिकारी सेवा में उसके प्रदर्शन को पर्ण असंतोषजनक पाते हएु उसकी सेवाओं को समाप्त नहीं कर दे;

(ख) नियक्तिु के समय प्रशिक्षण या विभागीय परीक्षा या कम्प्यटरू पर टंकण पर जोर नहीं दिया जायेगा। तथापि, आश्रितों से तीन वर्ष की कालावधि के भीतर-भीतर, जब तक स्थायीकरण के लिए हकदारी हेतु उस कालावधि को कार्मिक विभाग (cid:217)वारा शिथिल ना किया गया हो, ऐसा प्रशिक्षण या विभागीय परीक्षा अथवा अंग्रेजी या हिन्दी में से किसी भी एक भाषा में कम्प्यटरू पर टंकण परीक्षण उत्तीर्ण करना अपेक्षित होगा, जिसमें असफल रहने पर उसकी नियक्तिु समाप्त किये जाने के लिए दायी होगी। जब तक वह ऐसी अर्हता अर्जित नहीं कर लेता/लेती है, तब तक कोई भी वार्षिक ग्रेड व(िcid:217)धयां

ृ अनज्ञातु नहीं की जायेंगी। ऐसी अर्हता अर्जित कर लेने पर

ृ काल्पनिक रूप से अनज्ञातु की जायेंगी नियक्तिु की तारीख से वार्षिक ग्रेड व(िcid:217)धयां किन्त ु कोई भी बकाया संदत्त नहीं किया जायेगा:

परन्त ु यह और कि इन नियमों के उपबंधों के अधीन नियक्तु विधवा को कम्प्यटरू अर्हता रखने और कम्प्यटरू पर टंकण परीक्षण उत्तीर्ण करने से छटू दी जायेगी:

परन्त ु यह भी कि इस नियम के उपबंधों के अधीन नियक्तु बेंचमार्क नि:शक्तता वाले व्यक्ति को कम्प्यटरू पर टंकण परीक्षण उत्तीर्ण करने से छटू दी जायेगी।

(2) ऐसे आश्रित को नियक्तिु नहीं दी जायेगी यदि ऐसे मतकृ के या लापता होने के पश्चात ् मतृ घोषित व्यक्ति के आश्रितों में से कोई भी एक, मतकृ की मत्यृ ु या ऐसे लापता व्यक्ति को मतृ घोषित किये जाने के समय, के न्द्रीय/किसी राज्य सरकार या के न्द्रीय/किसी राज्य सरकार (cid:217)वारा पर्णतू : या भागत: स्वामित्वाधीन या नियंत्रणाधीन किसी विधिक बोर्ड/संगठन/निगम के अधीन नियमित आधार पर पहले से ही नियक्तु है:

परन्तु यह शर्त वहां लागू नहीं होगी जहां विधवा स्वयं के लिए नियोजन चाहती है:

परन्तु यह और कि यदि किसी कटम्बु ु में ऐसे व्यक्तियों की संख्या, जो मतृ हैं या लापता होने के पश्चात ् मतृ घोषित कर दिये गये हैं, एक से अधिक है तो, के वल एक आश्रित की अनकम्पात्मक ु

आधार पर नियक्तिु के लिए ही विचार किया जायेगा।

(3) ऐसा आश्रित नियक्तिु के लिए आवेदन संबंधित जिला कलक्टर को प्रस्तत ु करेगा। जिला कलक्टर आवेदन को अपनी सिफारिशों सहित आपदा प्रबन्धन, सहायता एवं नागरिक सरक्षाु विभाग को सत्यापन

ु की घोषणा के सत्यापन के पश्चात ् हेतु अग्रेषित करेगा। ऐसे मतकृ की मत्यृ ु या ऐसे मतकृ की मत्यृ

ऐसे आश्रित का आवेदन, उपयक्त ु नियक्तिु के लिए संबंधित जिला कलक्टर को अग्रेषित किया जायेगा।

संबंधित जिले में रिक्ति की अनुपलब्धता की दशा में आवेदन संभागीय आयक्त ु को भेजा जायेगा जो अपनी अधिकारिता के अधीन किसी जिले में नियक्तिु की व्यवस्था करेगा। यदि संभागीय आयक्त ु की अधिकारिता के अधीन रिक्त पद उपलब्ध नहीं हो तो नियक्तिु प्रदान करने हेतु आवेदन संभागीय आयक्त ु (cid:217)वारा कार्मिक (क-2) विभाग को निर्दिष्ट किया जायेगा।

स्पष्टीकरण: इस नियम के प्रयोजन के लिए आश्रित से निम्नलिखित अभिप्रेत है,-

(i) पति/पत्नी; या

(ii) पत्रु जिसमें मतृ या लापता होने के पश्चात ् मतृ घोषित व्यक्ति (cid:217)वारा उसके जीवन काल के दौरान वैध रूप से दत्तक ग्रहण किया गया पत्रु सम्मिलित है; या579 राजस्थान राज-पत्र, दिसम्बर 31, 2025 भाग 4 (ग) (iii) अविवाहित/विधवा/विच्छिन्न विवाह पत्रीु जिसमें मतृ या लापता होने के पश्चात ् मतृ घोषित व्यक्ति (cid:217)वारा उसके जीवन काल के दौरान वैध रूप से दत्तक ग्रहण की गयी पत्रीु सम्मिलित है; या

(iv) विवाहित पत्रीु , यदि उपरोक्त ख(cid:214)ड (ii) और (iii) में उल्लिखित अन्य कोई आश्रित उपलब्ध नहीं है; या

(v) मतृ या लापता होने के पश्चात ् मतृ घोषित अविवाहित व्यक्ति के मामले में माता, पिता, अविवाहित भाई या अविवाहित बहन,

ु के समय पर्ण

ू रूप से जो मतृ या लापता होने के पश्चात ् मतृ घोषित व्यक्ति पर उसकी मत्यृ आश्रित था।

(4) इस नियम में अंतर्विष्ट किसी बात के होते हएु भी, ऐसे व्यक्ति जो आपदा प्रबन्धन और सहायता विभाग (cid:217)वारा जारी किये गये सहायता पैके ज दिनांक 29.07.2013 के अनसरणु में नियक्तु किये गये हों, यदि वे इस नियम के अधीन नियक्तिु के लिए अन्यथा पात्र हैं, 08.08.2022 से नियक्तु किये गये समझे जायेंगे।"

पश्चात ् और वि(cid:217)यमान नियम 8 से पर्व

4. नियम 7ख का अन्त:स्थापन.- उक्त नियमों के इस प्रकार अन्त:स्थापित नियम 7क के ू , निम्नलिखित नया नियम 7ख, 06.02.2024 से अन्त:स्थापित हआु समझा जायेगा, अर्थात ्:-

(कोविड-19) "7ख. ऐसे अभ्यर्थियों की अनकु म्पात्मक नियक्ति जो कोरोना वायरस संक्रामक रोगु

के कारण अनाथ हो गये.- (1) इन नियमों में अंतर्विष्ट किसी बात के होते हए भीु , नियक्ति ु प्राधिकारी सीधी भर्ती (cid:217)वारा भरी जाने वाली वेतन मैट्रिक्स में के लेवल एल-9 तक के पद की रिक्तियां, किसी ऐसे अभ्यर्थी को, जो कोविड-19 के कारण अनाथ हो गया है, अनकम्पात्मक ु

आधार परनिम्नलिखित शर्तों के अध्यधीन रहते हएु , नियक्तु करके भर सके गा,-

(i) अभ्यर्थी राजस्थान राज्य का मलू निवासी होना चाहिए; और

(2) चयन और नियक्तिु के लिए प्रक्रियात्मक अपेक्षा जैसे कि,-

(क) नियक्तिु के समय कम्प्यटरू अर्हता पर जोर नहीं दिया जायेगा। अभ्यर्थी को ससंगतु नियमों में यथा विहित कोई भी कम्प्यटरू अर्हता परिवीक्षा कालावधि के भीतर-भीतर प्राप्त करनी होगी जिसमें विफल होने पर, उसकी परिवीक्षा बढ़ायी गयी समझी जायेगी जब तक कि

ू रूप से असंतोषजनक पाते हएु उसकी सेवाओं नियक्तिु प्राधिकारी उसके प्रदर्शन को पर्ण को समाप्त नहीं कर दे;

(ख) नियक्तिु के समय प्रशिक्षण या विभागीय परीक्षा या कम्प्यूटर पर टंकण पर जोर नहीं दिया जायेगा। तथापि, अभ्यर्थी से तीन वर्ष की कालावधि के भीतर-भीतर,जब तक स्थायीकरण के लिए हकदारी हेतु उस कालावधि को कार्मिक विभाग (cid:217)वारा शिथिल ना किया गया हो, ऐसा प्रशिक्षण या विभागीय परीक्षा अथवा या तो अंग्रेजी या हिन्दी में कम्प्यूटर पर टंकण परीक्षण उत्तीर्ण करना अपेक्षित होगा, जिसमें विफल रहने पर उसकी नियक्तिु समाप्त किये जाने के लिए दायी होगी। जब तक वह ऐसी अर्हता अर्जित नहीं कर लेता/लेती है, तब तक कोई भी वार्षिक ग्रेड व(िcid:217)धयां

परन्तु इस नियम के उपबंधों के अधीन नियक्तु बेंचमार्क दिव्यांगता वाले व्यक्ति को कम्प्यटरू पर टंकण परीक्षण उत्तीर्ण करने से छू ट दी जायेगी।

ू रूप से या भागत: स्वामित्वाधीन या नियंत्रणाधीन काननीू बोर्ड, संगठन या निगम के अधीन नियमित आधार पर पहले से ही नियक्तु हो।

(4) यदि अनाथ उसके अवयस्कता के कारण तरन्त ु नियोजन लेने की स्थिति में नहीं हो तो पद पर नियक्तिु के लिए अपेक्षित आयु प्राप्त करने पर उसे नियोजन दिया जा सके गा।

(5) ऐसा अनाथ नियक्तिु के लिए संबंधित जिला कलक्टर को आवेदन प्रस्तत ु करेगा। संबंधित जिले में रिक्ति की अनपलब्धता ु की दशा में आवेदन संभागीय आयक्त ु को भेजा जायेगा जो अपनी अधिकारिता के अधीन किसी भी जिले में नियक्तिु की व्यवस्था करेगा। यदि संभागीय आयक्त ु की अधिकारिता के अधीन रिक्त पद उपलब्ध नहीं हो तो नियक्तिु प्रदान करने हेतु आवेदन संभागीय आयक्त ु (cid:217)वारा कार्मिक (क-2) विभाग को निर्दिष्ट किया जायेगा।

NOTIFICATION

Jaipur, December 22, 2025 G.S.R.130 .-In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, the Governor of Rajasthan hereby makes the following rules further to amend the Rajasthan Scheduled Areas Subordinate, Ministerial and Class-IV Service (Recruitment and other Service Conditions) Rules, 2014, namely:-

1. Short title and commencement.- (1) These rules may be called the Rajasthan Scheduled Areas Subordinate, Ministerial and Class-IV Service (Recruitment and other Service Conditions) (Amendment) Rules, 2025. (2) Provisions of,-

(i) rule 2 of these amendment rules shall be deemed to have come into force with effect from 07.12.2022;

(ii) rule 3 of these amendment rules shall be deemed to have come into force with effect from 08.08.2022; and

(iii) rule 4 of these amendment rules shall be deemed to have come into force with effect from 06.02.2024.

2. Substitution of rule 7.- The existing rule 7 of the Rajasthan Scheduled Areas Subordinate, Ministerial and Class-IV Service (Recruitment and other Service Conditions) Rules, 2014, hereinafter referred as the said rules, shall be deemed to have substituted with effect from 07.12.2022 by the following, namely: -

"7. Compassionate appointment of dependents of the deceased / permanently incapacitated personnel of Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard :- (1) Notwithstanding anything contained in these rules, the Appointing Authority may fill the vacancies, subject to fulfillment of the educational qualifications and other service conditions prescribed under these rules with the concurrence of Department of Personnel and the Rajasthan Public Service Commission, if the post falls within the purview of the Commission of the,-

(i) posts upto level in pay matrix L-10 to be filled in by direct recruitment by appointing on compassionate ground to one of the dependents of a member of Armed Forces who was or is a bonafide resident of the State and died/dies or became/becomes permanently incapacitated on or after 01.01.1972, in any defence operations including counter insurgency/counter terrorism operations and declared Battle Casualty by the Ministry of Defence, Government of India;

(ii) posts upto level in pay matrix L-10 to be filled in by direct recruitment by appointing on compassionate ground to one of the dependents of a member of Armed Forces who was or is a bonafide resident of the State and died/dies or became/becomes permanently incapacitated in any incident on or after 01.04.1999 and declared Physical Casualty by the Competent Authority of respective Headquarters of the Armed Forces; and

(iii) posts upto level in pay matrix L-10 to be filled in by direct recruitment by appointing on compassionate ground to one of the dependents of a member of Central Armed Police Forces (CAPF) and Indian Coast Guard who was or is a bonafide resident of the State and died/ dies or became/becomes permanently incapacitated on or after 01.04.1999 in any defence operations including counter insurgency/ counter terrorism operations and declared Operational Casualty by the Ministry of Home / Defence, Government of India:

Provided that,-

(a) the permanently incapacitated personnel of Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard who are capable of and desirous of obtaining employment for themselves under the State Government then the employment shall be given to them.

(b) the widow/ widower or the dependent of deceased or permanently incapacitated personnel of the Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard are not in a position to take up employment immediately, employment will be given to them on acquiring of eligibility.

(2) Appointment shall not be given to such dependent or any of the other dependents of the Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard, if any one of the dependents is already employed on regular basis under the Central Government, any State Government or Statutory Board /Organization / Corporation owned or controlled wholly or partially by the Central or any State Government at the time of death of personnel or permanent incapacitation of personnel of Armed Forces, Central Armed Police Force (CAPF) and Indian Coast Guard:

Provided that this condition shall not apply where the incapacitated person or widow / widower seeks employment for himself/ herself.

(3) Permanently incapacitated personnel/such dependent shall submit an application for the appointment to Zila Sainik Kalyan Adhikari and the Zila Sainik Kalyan Adhikari shall process with concerned Record Office/Designated Office/Service Headquarters of the personnel of Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard for verification. The application shall be considered in relaxation of the normal recruitment rules subject to the condition that respective Service HQ/Records Office/Designated office duly verifies and the applicant fulfills the academic qualifications, experience and age limit prescribed for a particular post and also otherwise qualified for the Government Service. (4) After fulfilling conditions mentioned in sub-rule(3) above, the application of such dependent/permanently incapacitated personnel shall be forwarded to the District Collector concerned for suitable appointment according to the qualifications possessed by the permanently incapacitated personnel /dependent. In the event of non- availability of vacancy in the district concerned, the application shall be sent to the Divisional Commissioner who shall arrange appointment in any of districts under his jurisdiction. If vacant post is not available under the jurisdiction of the Divisional Commissioner, then the application shall be referred by the Divisional Commissioner to the Department of Personnel (A-II) for providing appointment.

(5) The application shall contain the following information, namely:-

(a) Name and designation of deceased/permanently incapacitated personnel of Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard;

(b) Unit in which he/she was serving prior to death/becoming permanently incapacitated;

(c) Date and place of death with death certificate issued by the Authority competent to declare him/her a Battle Casualty/Operational Casualty/ Physical Casualty ;

(d) Certificate of permanent incapacitation (Disability Certificate); and (e) Name, date of birth, educational qualifications of the applicant and his/her relation with the deceased/permanently incapacitated personnel (Battle Casualty/Operational Casualty / Physical Casualty).

Explanation: For the purpose of this rule,-

(i) "Armed Forces" means the Army, Navy and Air Force of the Indian Union.

(ii) ''Central Armed Police Forces (CAPF)" means Border Security Force, Central Reserve Police Force, Indo-Tibetan Border Police, Central Industrial Security Force, National Security Guard, Assam Riffles, Sashastra Seema Bal, as may be notified by Central or State Government, from time to time.

(iii) "Indian Coast Guard" means the force to ensure the security of Indian Coastal Regions and are working under the Ministry of Defence, Government of India.

(iv) "Dependent" means,-

(a) Spouse, or

(b) Son/son adopted by the deceased/permanently incapacitated personnel of Armed Forces, Central Armed Police Forces (CAPF), Indian Coast Guard before the time of his/her death/ permanent incapacitation; or

(c) Unmarried daughter/unmarried adopted daughter, widowed daughter/ divorced daughter who is wholly dependent on deceased/ permanent incapacitated personnel of Armed Forces, Central Armed Police Forces (CAPF), Indian Coast Guard before his / her death / permanent incapacitation, or (d) Married daughter, if no other dependents of the deceased/permanently incapacitated personnel of Armed Forces, Central Armed Police Forces (CAPF) and Indian Coast Guard mentioned in clause (b) and (c) above is available , or

(e) Mother, father, unmarried brother or unmarried sister in case of unmarried deceased/permanent incapacitated personnel of Armed Forces, Central Armed Police Forces(CAPF) and Indian Coast Guard

Note: "Adopted son/daughter" means legally adopted son/ daughter under the Hindu Adoption and Maintenance Act, 1956. For dependents belonging to other than Hindu religion, case will be referred to Department of Personnel (A- II) for necessary clarification.

(v) "Permanently incapacitated" means a soldier/person having minimum 40% disability and who has been declared permanently incapacitated by the respective Approving and Confirming Medical Authority of Army, Indian Navy, Indian Air Force, Central Armed Police Forces (CAPF) or Indian Coast Guard, as the case may be."

3. Insertion of Rule 7A - After rule 7, so substituted and before the existing rule 8 of the said rules, the following new rule 7A shall be deemed to have inserted with effect from 08.08.2022, namely:-

"7A. Compassionate appointment of dependents of the deceased persons, who died or declared dead after missing in Uttarakhand Tragedy-2013.-(1) Notwithstanding anything contained in these rules the Appointing Authority may fillभाग 4 (ग) राजस्थान राज-पत्र, दिसम्बर 31, 2025 584 the vacancies of the post upto level in pay matrix L-9 to be filled in by direct recruitment by appointing on compassionate ground to one of the dependents of a person who was bonafide resident of the State of Rajasthan and died in the Uttarakhand tragedy-2013 or declared dead after missing in such tragedy of 2013, subject to the condition that,-

(i) the dependent must be a bonafide resident of the State of Rajasthan; and (ii) the dependent fulfills academic and other qualifications and other conditions prescribed under these rules for respective post: Provided that the procedural requirement for selection such as,-

(a) computer qualification shall not be insisted upon at the time of appointment. The dependent shall have to possess any of the computer qualification as prescribed in the relevant rules within the period of probation, failing which his/her probation shall be deemed to be extended, unless the appointing authority terminates his/her services finding the performance wholly unsatisfactory;

(b) training or departmental examination or typing on computer shall not be insisted upon at the time of appointment. The dependents shall however, be required to clear such training or departmental examination or typing test on computer in any one language, either in English or in Hindi, within a period of three years, unless the period is relaxed by Department of Personnel, for entitlement for confirmation, failing which his/her appointment shall be liable to be terminated. No annual grade increments shall be allowed until he/she acquires such qualification. On acquiring such qualification, annual grade increments shall be allowed notionally from the date of appointment but no arrears shall be paid.

Provided further that the widow appointed under the provisions of these rules shall be exempted from having computer qualification and passing the typing test on computer. Provided also that the person with benchmark disability appointed under the provisions of this rule shall be exempted from passing the typing test on computer.

(2) Appointment shall not be given to such dependent, if any one of the dependents of such deceased or declared as dead after missing is already employed on regular basis under the Central/any State Government or Statutory Board/Organization/Corporation owned or controlled wholly or partially by the Central/any State Government at the time of death of the deceased or declaration of death of missing person: Provided that this condition shall not apply where the widow seeks employment for herself.

Provided further that in case, the number of persons who died or declared dead after missing are more than one of any family, only one dependent shall be considered for appointment on compassionate ground.

(3) Such dependent shall submit an application for appointment to the District Collector concerned. The District Collector shall forward the application with his recommendations to the Disaster Management, Relief & Civil Defence Department for verification. After the verification of death or declaration of death of such deceased, the application of such dependent shall be forwarded to the District Collector concerned for suitable appointment. In the event of non-availability of vacancy in the district concerned, the application shall be sent to the Divisional Commissioner who will arrange appointment in any District under his jurisdiction. If vacant post is not585 राजस्थान राज-पत्र, दिसम्बर 31, 2025 भाग 4 (ग) available under the jurisdiction of the Divisional Commissioner, the application shall be referred by the Divisional Commissioner to the Department of Personnel (A- II) for providing appointment.

Explanation: For the purpose of this rule Dependent means,-

(i) spouse; or (ii) son including son legally adopted by the person died or declared dead after missing during his/her life time; or

(iii) unmarried/widowed/divorced daughter including legally adopted daughter by the person died or declared dead after missing during his/her life time; or (iv) married daughter, if no other dependent mentioned in clause (ii) and (iii) above is available; or

(v) mother, father, unmarried brother or unmarried sister in case of unmarried person died or declared dead after missing,

who was wholly dependent on the person died or declared dead after missing at the time of his/her death.

(4) Notwitstanding anything contained in this rule persons who were appointed in pursuance of relief package dated 29-07-2013 issued by the Disaster Management and Relief Department shall be deemed to be appointed with effect from 08.08.2022, if they are otherwise eligible for appointment under this rule."

4. Insertion of Rule 7B - After rule 7A, so inserted and before the existing rule 8 of the said rules, the following new rule 7B shall be deemed to have inserted with effect from 06.02.2024, namely:- "7B. "Compassionate appointment to candidates who became orphan due to Corona Virus infectious Disease (Covid-19).- (1) Notwithstanding anything contained in these rules, the Appointing Authority may fill the vacancies of the post upto level in pay matrix L-9 to be filled in by direct recruitment by appointing a candidate who became orphan due to Covid-19 on compassionate ground, subject to the conditions that,- (i) the candidate must be a bonafide resident of the State of Rajasthan; and (ii) the candidate fulfills academic and other qualifications and other conditions prescribed under these rules for respective post.

(2) The procedural requirement for selection and appointment such as,-

(a) computer qualification shall not be insisted upon at the time of appointment. The candidate shall have to possess any of the computer qualification as prescribed in the relevant rules within the period of probation, failing which his/her probation shall be deemed to be extended, unless the appointing authority terminates his/her services finding the performance wholly unsatisfactory;

(b) training or departmental examination or typing on computer shall not be insisted upon at the time of appointment. The candidate shall however, be required to clear such training or departmental examination or typing test on computer either in English or in Hindi, within a period of three years, unless the period is relaxed by Department of Personnel, for entitlement for confirmation, failing which his/her appointment shall be liable to be terminated. No annual grade increments shall be allowed until he/she acquires such qualification. On acquiring such qualification, annual grade increments shall be allowed notionally from the date of appointment but no arrears shall be paid:

(3) Appointment shall not be given to such orphan, if any member of his family is already employed on regular basis under the Central Government or any State Government, Statutory Board, Organization or Corporation owned or controlled wholly or partially by the Central Government or any State Government at the time of death of his/her parents or at the time of appointment of such orphan. (4) If the orphan is not in a position to take up employment immediately being a minor, employment may be given to him on attaining the age required for appointment on the post.

(5) Such orphan shall submit an application for appointment to the District Collector concerned. In the event of non-availability of vacancy in the district concerned, the application shall be sent to the Divisional Commissioner who shall arrange appointment in any District under his jurisdiction. If vacant post is not available under the jurisdiction of the Divisional Commissioner, the application shall be referred by the Divisional Commissioner to the Department of Personnel (A-II) for providing appointment. Explanation:- For the purpose of this rule orphan means a person who has not attained the age of eighteen years at the time of death of his biological or adoptive parents who (both) have died due to Corona on or before 31.03.2023 or one of the parents had died in the past and the other died due to Corona on or before 31.03.2023 and who was wholly dependent on the parents at the time of their death."
