राज्य सरकार तथा अन्य राज्य-प्राधिकारियों (cid:217)वारा जारी किये गये (सामान्य आदेशों, उप-
विधियों आदि को सम्मिलित करते हएु ) सामान्य काननी नियमू । संसदीय कार्य विभाग

जयपरु , जनवरी 07, 2026 जी.एस.आर.132 :-भारत के संविधान के अनच्छे दु 187 के ख(cid:214)ड (3)(cid:217)वारा प्रदत्त शक्तियों का प्रयोग करते हएु राजस्थान राज्य के राज्यपाल, राजस्थान विधान सभा के अध्यक्ष से परामर्श करने के पश्चात ्,राजस्थान विधान सभा सचिवालय (भर्ती तथा सेवा की शर्तें) नियम, 1992 को और संशोधित करने के लिए, इसके (cid:217)वारा निम्नलिखित नियम बनाते हैं, अर्थात ् :-
1. संक्षिप्त नाम और प्रारंभ.- (1) इन नियमों का नाम राजस्थान विधान सभा सचिवालय (भर्ती तथा सेवा की शर्तें) (संशोधन) नियम, 2026 है।
(2) ये राजपत्र में इनके प्रकाशन की तारीख से प्रवत्तृ होंगे।
2. नियम 2का संशोधन.- राजस्थान विधान सभा सचिवालय (भर्ती तथा सेवा की शर्तें) नियम,1992, जिन्हें इसमें इसके पश्चात ् उक्त नियमों के रूप में निर्दिष्ट किया गया है, के नियम 2 के ख(cid:214)ड (च) में, वि(cid:217)यमान उप-ख(cid:214)ड (ii) के पश्चात ् निम्नलिखित नया ख(cid:214)ड (iii) जोड़ा जायेगा, अर्थात ्:-
"(iii) सचिवालय के बाहर, संघ के या किसी राज्य अथवा सांविधिक निकाय के कार्यकलाप के संबंध में सेवारत किसी व्यक्ति के विशेष चयन (cid:217)वारा;"।
3. नियम 4 का संशोधन.- उक्त नियमों के नियम 4 के उप-नियम (1) के ख(cid:214)ड (ख) में, वि(cid:217)यमान अभिव्यक्ति "किसी व्यक्ति के स्थानान्तरण या प्रतिनियक्तिु (cid:217)वारा" के स्थान पर अभिव्यक्ति, "किसी व्यक्ति के स्थानान्तरण, प्रतिनियक्तिु या विशेष चयन (cid:217)वारा" प्रतिस्थापित की जायेगी।
4. अनसचीु ू का संशोधन.- उक्त नियमों से संलग्न अनसचीु ू में, शीर्ष राजस्थान विधान सभा सचिवालय सेवा के अधीन,-
(i) क्रम संख्यांक 20 के सामने स्तंभ संख्यांक 7 में, वि(cid:217)यमान मद (ख) के स्थान पर निम्नलिखित प्रतिस्थापित किया जायेगा, अर्थात ्:-
"(ख) स्थानान्तरण/ प्रतिनियक्तिु / विशेष चयन के माध्यम से नियक्तिु के मामलों में, राजस्थान पलिसु सेवा के वेतन लेवल L-19 में वेतन आहरित करने वाले किसी अधिकारी या सैन्य/अ(cid:217)र्ध सैन्य बलों में एक वेतनमान निम्नतर में या राजस्थान पलिसु सेवा के वेतन लेवल L-19 के समतल्यु वेतन आहरित करने वाले और राजस्थान पलिसु सेवा या, यथास्थिति, सैन्य/अ(cid:217)र्ध सैन्य596 राजस्थान राज-पत्र, जनवरी 07, 2026 भाग 4 (ग) बलों में ऐसे पद पर कार्य करने का 5 वर्ष से अन्यून का अनभवु रखने वाले अधिकारियों के पद से।";
(ii) क्रम संख्यांक 20 के सामने स्तंभ संख्यांक 7 में, इस प्रकार प्रतिस्थापित मद (ख) के पश्चात ्, निम्नलिखित नया मद (ग) जोड़ा जायेगा, अर्थात ्:-
"(ग) विशेष चयन के मामले में पद, पात्र अभ्यर्थियों से आवेदन आमंत्रित करके और प्रमखु सचिव, विशिष्ट सचिव तथा अध्यक्ष (cid:217)वारा नामनिर्दिष्ट एक अन्य अधिकारी से मिलकर गठित समिति (cid:217)वारा किये गये चयन से भरा जायेगा। अभ्यर्थी भारत में विधि (cid:217)वारा स्थापित किसी विश्ववि(cid:217)यालय से स्नातक होने चाहिए, 45 वर्ष की आयु प्राप्त किये हएु नहीं होने चाहिए और राजस्थान पलिसु सेवा या सैन्य/अ(cid:217)र्ध सैन्य बलों में सेवारत होने चाहिए।";
(iii) क्रम संख्यांक 20क के सामने स्तंभ संख्यांक 7 में, वि(cid:217)यमान मद (ख) के स्थान पर निम्नलिखित प्रतिस्थापित किया जायेगा, अर्थात ्:-
"(ख) स्थानांतरण/ प्रतिनियक्तिु / विशेष चयन के माध्यम से नियक्तिु के मामलों में, राजस्थान पलिसु सेवा के वेतन लेवल L-16 में वेतन आहरित करने वाले किसी अधिकारी या सैन्य/अ(cid:217)र्ध सैन्य बलों में एक वेतनमान निम्नतर में या राजस्थान पलिसु सेवा के वेतन लेवल L-16 के समतल्यु वेतन आहरित करने वाले और राजस्थान पलिु स सेवा या, यथास्थिति, सैन्य/अ(cid:217)र्ध सैन्य बलों में ऐसे पद पर कार्य करने का 5 वर्ष से अन्यून का अनभवु रखने वाले अधिकारियों के पद से।";
(iv) क्रम संख्यांक 20क के सामने स्तंभ संख्यांक 7 में, इस प्रकार प्रतिस्थापितमद (ख) के पश्चात ्, निम्नलिखित नया मद (ग) जोड़ा जायेगा, अर्थात ्:-

(v) क्रम संख्यांक 20ख के सामने स्तंभ संख्यांक 7 में, वि(cid:217)यमान मद (ख) के स्थान पर निम्नलिखित प्रतिस्थापित किया जायेगा, अर्थात ्:-
"(ख) स्थानांतरण/ प्रतिनियक्तिु / विशेष चयन के माध्यम से नियक्तिु के मामलों में, राजस्थान पलिसु सेवा के वेतन लेवल L-14 में वेतन आहरित करने वाले किसी अधिकारी या सैन्य/अ(cid:217)र्ध सैन्य बल में एक वेतनमान निम्नतर में या राजस्थान पलिसु सेवा के वेतन लेवल L-14 के समतल्यु वेतन आहरित करने वाले और राजस्थान पलिसु सेवा या, यथास्थिति, सैन्य/अ(cid:217)र्ध सैन्य बलों में ऐसे पद पर कार्य करने का 5 वर्ष से अन्यून का अनभवु रखने वाले अधिकारियों के पद से।";
(vi) क्रम संख्यांक 20ख के सामने स्तंभ संख्यांक 7 में, इस प्रकार प्रतिस्थापित मद (ख) के पश्चात ्, निम्नलिखित नया मद (ग) जोड़ा जायेगा, अर्थात ्:-
"(ग) विशेष चयन के मामले में पद, पात्र अभ्यर्थियों से आवेदन आमंत्रित करके और प्रमखु सचिव, विशिष्ट सचिव तथा अध्यक्ष (cid:217)वारा नामनिर्दिष्ट एक अन्य अधिकारी से मिलकर गठित समिति (cid:217)वारा किये गये चयन से भरा जायेगा। अभ्यर्थी भारत में विधि (cid:217)वारा स्थापित किसीभाग 4 (ग) राजस्थान राज-पत्र, जनवरी 07, 2026 597 विश्ववि(cid:217)यालय से स्नातक होने चाहिए, 45 वर्ष की आयु प्राप्त किये हएु नहीं होने चाहिए और राजस्थान पलिसु सेवा या सैन्य/अ(cid:217)र्ध सैन्य बलों में सेवारत होने चाहिए।";
(vii) क्रम संख्यांक 21 के सामने स्तंभ संख्यांक 4 में, वि(cid:217)यमान प्रविष्टियों के स्थान पर निम्नलिखित
प्रतिस्थापित किया जायेगा, अर्थात ्:-
"(क) भारत में विधि (cid:217)वारा स्थापित किसी विश्ववि(cid:217)यालय से स्नातक; और
(ख) राजस्थान अधीनस्थ पलिस सेवा से उपु -निरीक्षक जिसे उप-निरीक्षक के पद पर न्यूनतम
तीन वर्ष का अनभव हो और जो राजस्था
ु न विधानसभा सचिवालय में कम से कम एक वर्ष से
निरन्तर कार्यरत हो"।

G.S.R.132 .-In exercise of the powers conferred by clause (3) of Article 187 of the Constitution of India, the Governor of the State of Rajasthan, after consultation with the Speaker of the Rajasthan Legislative Assembly, hereby please to make the following rules further to amend the Rajasthan Legislative Assembly Secretariat (Recruitment and Conditions of Service) Rules, 1992, namely:-
1. Short title and commencement.- (1) These rules may be called the Rajasthan Legislative Assembly Secretariat (Recruitment and Conditions of Service)(Amendment) Rules, 2026. (2) They shall come into force from the date of their publication in the Official Gazette.
2. Amendment of rule 2.-In clause (f) of rule 2 of the Rajasthan Legislative Assembly Secretariat (Recruitment and Conditions of Service) Rules, 1992, hereinafter referred to as the said rules, after the existing sub-clause (ii), the following new clause (iii) shall be added, namely:- "(iii) by special selection of a person serving, outside the Secretariat, in connection with the affairs of the Union or of a State or Statutory body;"
3. Amendment of rule 4.- In clause (b) of sub-rule (1) of rule 4 of the said rules, for the existing expression "transfer or deputation of a person", the expression "transfer, deputation or special selection of a person" shall be substituted.
4. Amendment of Schedule.- In Schedule appended to the said rules, under the head Rajasthan Vidhan Sabha Secretariat Service,-
(i) in column number 7 against serial number 20, the existing item (b) shall be substituted by the following, namely:-
598 राजस्थान राज-पत्र, जनवरी 07, 2026 भाग 4 (ग) "(b) In cases of appointment through transfer/deputation/special selection from the post of an officer drawing pay in the pay level L-19 of the Rajasthan Police Service or from the officers of Military/Para-Military Forces drawing pay in one scale lower or equivalent to the pay level L-19 of the Rajasthan Police Service and having not less than five years' of working experience on such post in the Rajasthan Police Service or in the Military/Para-Military Forces, as the case may be.";
(ii) in column number 7 against serial number 20, after item (b), so substituted, the following new item (c) shall be added, namely:-
"(c) In case of special selection, the post shall be filled in by inviting application from eligible candidates and selection shall be made by a Committee consisting of the Principal Secretary, the Special Secretary and one other officer nominated by the Speaker. Candidates must be graduate from any University established by law in India, must not have attained the age of 45 years, and must be serving in the Rajasthan Police Service or in the Military/Para-Military Forces.";
(iii) in column number 7 against serial number 20A, the existing item (b) shall be substituted by the following, namely:- "(b) In cases of appointment through transfer/deputation/special selection from the post of an officer drawing pay in the pay level L-16 of the Rajasthan Police Service or from officers of the Military/Para-Military Forces drawing pay in one scale lower or equivalent to the pay level L-16 of the Rajasthan Police Service and having not less than five years' of working experience on such post in the Rajasthan Police Service or in the Military/Para-Military Forces, as the case may be.";
(iv) in column number 7 against serial number 20A, after item (b), so substituted, the following new item (c) shall be added, namely:-
"(c) In case of special selection, the post shall be filled in by inviting application from eligible candidates and selection shall be made by a Committee consisting of the Principal Secretary, the Special Secretary and one other officer nominated by the Speaker. Candidates must be graduate from any University established by law in India, must not have attained the age of 45 years, and must be serving in the Rajasthan Police Service or in the Military/Para Military Forces.";
(v) in column number 7 against serial number 20B, the existing item (b) shall be substituted by the following, namely:- "(b) In cases of appointment through transfer/deputation/special selection from the post of an officer drawing pay in pay level L-14 of the Rajasthan Police Service or from officers of Military/Para-Military Forces drawing pay in one scale lower or equivalent to the pay level L-14 of the Rajasthan Police Service and having not less than five years' of working experience on such post in the Rajasthan Police Service or in the Military/Para-Military Forces, as the case may be.";
(vi) in column number 7 against serial number 20B, after item (b), so substituted, the following new item (c) shall be added, namely:-
"(c) In case of special selection, the post shall be filled in by inviting application from eligible candidates and selection shall be made by a Committee consisting of the Principal Secretary, the Special Secretary and one other Officer nominated by the Speaker. Candidates must be graduate from any University established by law inभाग 4 (ग) राजस्थान राज-पत्र, जनवरी 07, 2026 599 India, must not have attained the age of 45 years and must be serving in the Rajasthan Police Service or in the Military/Para-Military Forces."; and
(vii) the existing entries in column number 4 against serial number 21 shall be substituted by the following, namely:-
(a) Graduate from any University established by law in India; and (b) Sub-Inspector from the Rajasthan Subordinate Police Service having minimum of three years' experience on the post of Sub-Inspector and continuously working for at least one year in the Rajasthan Vidhan Sabha Secretariat.
