संख्या रा.वि.वि. आयोग/सचिव/विनियम/160:- वि(cid:217)यतु अधिनियम 2003 (2003 का 36वां) की धारा 43 से 48, 50,55 एवं 56 सपठित धारा 181 (cid:217)वारा प्रदत्त ् शक्तियों और उस निमित उसे समर्थ बनाने वाली समस्त शाक्तियों का प्रयोग करते हये
ु , राजस्थान वि(cid:217)यतु विनियामक आयोग, पर्व
ू प्रकाशन के पश्चात ्, राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध मामलें) विनियम, 2021 (इसके पश्चात ् ''मलू विनियम'' के रूप में संदर्भित) में संशोधन करने के लिये एत(cid:217)(cid:217)वारा निम्नलिखित विनियम बनाता है, अर्थात ् :
1- लघशीर्षकु , प्रयोज्यता तथा प्रारम्भण
(क) ये विनियम, ''राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध मामलें) ((िcid:217)वतीय संशोधन) विनियम, 2025'' कहलायेंगे।
(ख) ये विनियम राज्य में मानित अनज्ञप्तिधारियोंु सहित वितरण अनज्ञप्तिधारियोंु एवं उपभोक्ताओं के लिये प्रयोज्य होंगें।
् (ग) ये विनियम, इन विनियमों के शासकीय राज-पत्र में प्रकाशन की तिथि से प्रवत्तृ होंगें।
397 राजस्थान राज-पत्र, जनवरी 28, 2026 भाग 72- मलू विनियम के विनियम 11 में संशोधन
अ. मलू विनियम के उप-विनियम 11.7(घ)को निम्नानसारु प्रतिस्थापित किया जायेगा:
''किसी स्थायी रूप से विच्छे दित कनेक्शन के विरु(cid:217)ध कोई भी बकाया देयता, मालिक/ अधिवासी के नामअन्य वि(cid:217)यमान/नये कनेक्शन से, 30 (तीस) दिवस का नोटिस जारी कर वसलीू योग्य होगी। उपभोक्ता को व्यक्तिगत सनवाईकाु अवसर और नोटिस का जवाब दिया जाएगा और उसके पश्चात, नोटिस के जवाब के साथ- साथ व्यक्तिगत सनवाईु के दौरान प्रस्ततु तथ्यों पर विचार करने के बाद अनज्ञप्तिधारीु (cid:217)वारा आख्यापक आदेश जारी किया जाएगा। आख्यापक आदेश जारी किए बिना कोई विच्छे दन / वसलीू प्रभावित नहीं होगी। यदि उपभोक्ता आख्यापक आदेश से पीड़ित है, तो वह उपयक्तु उपभोक्ता शिकायत निवारण मंचों से संपर्क करने के लिए स्वतंत्र होगा।''
आ. मलू विनियम के उप-विनियम 11.8 (ख) को निम्नानसारु प्रतिस्थापित किया जायेगा :
(ख)''आपर्ति
ू को पनु :चालू कराने के लिए आवेदन पर विचार किया जाएगा:
| (i) | कषिृ उपभोक्ताओं के लिये जैसा कि राज्य कषिृ | नीति में निर्धारित है |
| (ii) | एच.टी./आई.एच.टी. उपभोक्ता: | विच्छे दन की तिथि से 2वर्ष के भीतर |
| (iii) | अन्य के लिये: | विच्छे दन की तिथि से 5 वर्ष के भीतर |
ऊपर बताए गए विच्छे दन की संबंधित अवधि की समाप्ति के बाद कनेक्शन को स्थायी रूप से विच्छे दित माना जाएगा। ऐसे उपभोक्ता जिन्हें स्थायी रूप से विच्छे दित के लिये वर्गीकतृ किया गया है, को उसी परिसर में कनेक्शन वांछित होने पर फिर से आवेदन करना होगा।"
इ.मलू विनियम के उप-विनियम 11.8 (घ) के नीचे निम्नलिखित परन्तकु जोड़ा जाएगा :
"बशर्ते कि पनु : कनेक्शन हेतु आवेदन करने वाले आवेदक को, विच्छे दन की तिथि से एचटी/रइएचटी् उपभोक्ताओं के मामले में एक वर्ष तथा अन्य उपभोक्ताओं के मामले में दो वर्ष की अवधि की समाप्ति के पश्चात ् नया उपभोक्ता माना जाएगा, यदि अनज्ञप्तिधारीु (cid:217)वारा लाइन सामग्री हटा ली गरइ् हो, और ऐसी स्थिति में आवेदक को लाइन एवं संयंत्र की लागत वहन करनी होगी।"
3. मलू विनियम की अनसचीु ू -I में संशोधन
अ. मलू विनियम की अनसचीु ू -I में वि(cid:217)यमान अनसचीु ू 2.1 के ऊपर निम्नलिखित नरइ् अनुसचीू -I, 2क जोड़ी जाएगी :
2क: घरेलू एवं अघरेलू उपभोक्ताओं के लिए 150 किलोवाट तक के भार हेतु कनेक्शन प्रभार, जिनका परिसर 24 घंटे उपलब्ध आपर्ति
ू वाले तीन-फे ज एलटी नेटवर्क से 300 मीटर के भीतर स्थित है, तथा औ(cid:217)योगिक एवं मिश्रित भार उपभोक्ताओं के लिए, जिनका परिसर 24 घंटे उपलब्ध आपर्ति
ू वाले तीन-फे ज एलटी नेटवर्क से 200 मीटर के भीतर स्थित है।

टिप्पणी:
क- यदि नियमों के अनसारु 11 के वी ऑयल स्विच / आरएमयू (RMU)स्थापित किया जाना है, तो यह आवेदक (cid:217)वारा उपलब्ध कराया जाएगा तथा ऐसी स्थिति में 50 के वीए से अधिक अनबंधु मांग (CD) वाले घरेलू/अघरेलू (DS/NDS) कनेक्शनों के लिए रूपये 90,000/- के स्थान पर रूपये 24,000/- तथा रूपये 1,00,000/- के स्थान पर रूपये 34,000/- देय माने जाएंगे। हालांकि, स्विचगियर, एचटी के बल आदि के संबंध में रूपये 10,000/- का निर्धारित पर्यवेक्षण प्रभार (Supervision Charges) निर्धारित है ।
ख- उपर्यक्तु के अतिरिक्त, किसी भी प्रकार का अन्य पर्यवेक्षण प्रभार देय नहीं होगा।
ग- एलटी/एचटी के बल बिछाने तथा डीपी सेट (DP Set) की स्थापना हेतु मार्ग अधिकार (Right of Way – RoW) आवेदक (cid:217)वारा उपलब्ध कराया जाएगा।
घ- घरेलू एवं अघरेलू कनेक्शनों के ऐसे परिसर जो 24घंटे उपलब्ध आपर्ति
ू वाले तीन-फे ज एलटी नेटवर्क से 300 मीटर से अधिक दरीू पर स्थित हैं तथा औ(cid:217)योगिक एवं मिश्रित भार कनेक्शनों के ऐसे परिसर जो 24 घंटे उपलब्ध आपर्ति
ू वाले तीन-फे ज एलटी नेटवर्क से 200 मीटर से अधिक दरीू पर स्थित हैं, उन्हें राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध विषय) विनियम, 2021 तथा समय-समय पर किए गए संशोधनों के लागू प्रावधानों के अनसारु प्रभार वसलू कर जारी किया जाएगा। 150 किलोवाट से अधिक भार वाले कनेक्शन भी उक्त विनियमों एवं समय-समय पर किए गए संशोधनों के अनसारु ही जारी किए जाएंगे।
ङ- अन्य प्रभार जैसे आवेदन शल्कु , मीटर एवं मीटरिंग उपकरण हेतु प्रतिभतिू जमा (Security), सीटी/पीटी सेट, एचटी आपर्ति
ू के मामले में संयंत्र लागत(Plant Cost) तथा अग्रिम ऊर्जा प्रभार के विरु(cid:217)ध प्रतिभतिू (Security) राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध विषय) विनियम, 2021 तथा समय-समय पर किए गए संशोधनों के लागू प्रावधानों के अनसारु देय होंगे।
च- यह प्रावधान उन परिसरों पर लागू नहीं होगा जो विकासक/खातेदार (cid:217)वारा विकसित कॉलोनियों में स्थित हैं अथवा प्लॉटेड डवलपमेंट में स्थित हैं, जहाँ राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध विषय) विनियम, 2021 के विनियम 7.6 के अंतर्गत यथानपातु (प्रो-राटा) प्रभार वसलू किए जा रहे हो।
छ- यह प्रावधान उन बहमंजिलाु भवनों के आवेदकों पर लागू नहीं होगा, जिनका वि(cid:217)यतीकरणु राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध विषय) विनियम, 2021 के विनियम 7.5 (i) तथा समय-समय पर किए गए संशोधनों के अनसारु अनिवार्य है।
ज- यह प्रावधान निजी औ(cid:217)योगिक क्षेत्रों के आवेदकों पर भी लागू नहीं होगा, जहाँ विनियम 7.5 के अनसारु वि(cid:217)यतीकरणु अनिवार्य है अथवा जहाँ विनियम 7.6 के अनसारु वास्तविक यथानपातु प्रभार देय हैं।
झ- यदि औ(cid:217)योगिक कनेक्शनों का सम्ब(cid:217)ध भार 112 किलोवाट से अधिक है अथवा अनबंधु मांग 50 के वीए से अधिक है, तो ऐसे कनेक्शन एचटी आपर्ति
ू पर जारी किए जाएंगे। अन्य श्रेणी के कनेक्शनों के मामले में भी, यदि अनबंधु मांग 50 के वीए से अधिक है, तो कनेक्शन एचटी आपर्ति
ू पर ही जारी किया जाएगा।
ञ- वि(cid:217)यतीकतु ृ क्षेत्रों में स्थित बहमंजिलाु भवनों में, जहाँ अनमानितु डिजाइन मांग 50 के वीए से अधिक है, कनेक्शन राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध विषय) विनियम, 2021 तथा समय-समय पर किए गए संशोधनों के लागू प्रावधानों के अनसारु जारी किए जाएंगे।
ट- ऐसे बहमंजिलाु भवनों/फ्लैटों के मामले में, जो उन भू-खंडों पर निर्मित हैं जहाँ प्रारम्भ में कम भार का आकलन किया गया था क्योंकि बहमंजिलाु भवनों/फ्लैटों पर विचार नहीं405 राजस्थान राज-पत्र, जनवरी 28, 2026 भाग 7 किया गया था, भले ही उनकी अनमानितु डिजाइन मांग 50 के वीए से कम हो, तथा जहाँ फ्लैटेड डवलपमेंट किया गया है और व्यक्तिगत फ्लैट/मंजिल अनेक संस्थाओं को बेची जा रही हैं एवं एक से अधिक कनेक्शन की आवश्यकता है, तो ऐसे कनेक्शन राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध विषय) विनियम, 2021 तथा समय-समय पर किए गए संशोधनों के अनसारु जारी किए जाएंगे।
आ. मलू विनियम की अनसचीु ू -I, 2.1 के शीर्षक को निम्नानसारु प्रतिस्थापित किया जाएगा :-
2.1 अनसचीु ू -2क के अंतर्गत न आने वाले आवेदकों के लिए आवेदन के साथ जमा की जाने वाली राशि(विनियम 6 देखें)
इ. मलू विनियम की अनसचीु ू -I, 2.2 के शीर्षक को निम्नानसारु प्रतिस्थापित किया जाएगा :-
2.2 अनसचीु ू -2क के अंतर्गत न आने वाले आवेदकों के लिए वितरण मेन्स/आपर्ति
ू लाइन के विस्तार हेतु मांग पर जमा की जाने वाली अतिरिक्त राशि (विनियम 7.2 एवं 7.3 देखें)
ई. मलू विनियम की अनसचीु ू -I, 2.2 (क) को निम्नानसारु प्रतिस्थापित किया जाएगा :-
(क) एलटी आपर्ति

टिप्पणी:
1- यदि कनेक्शन वि(cid:217)यमान एलटी सिस्टम और कमीशन किए जाने वाले नए सब-स्टेशन से व्यवहार्य नहीं है, तो एचटी वितरण मैन्स के विस्तार की आवश्यकता होगी, यह उपभोक्ता से एकल फे ज 11 के वी लाइन के मामले में रूपये 150 प्रति मीटर तथा तीन फे ज 11 के वी लाइन के मामले में 225 रूपये प्रति मीटर की दर से वसलू किया जाएगा। तथापि, सब-स्टेशन, यदि कोई हो, की लागत की आवश्यकता है तो अनज्ञप्तिधारीु (cid:217)वारा वहन की जायेगी।
2- अनज्ञप्तिधारीु (cid:217)वारा सर्विस लाइन प्रदान की जायेगी। जहां अनज्ञप्तिधारीु (cid:217)वारा सर्विस लाइन प्रदान नहीं की जाती है तब अनज्ञप्तिधारीु उपभोक्ता (cid:217)वारा अनसचीु ू 2.1 (क) के अनसारु उपभोक्ता (cid:217)वारा जमा करायी गयी राशि का 25 प्रतिशत क्रे डिट प्रदान करेगा।

NOTIFICATION

No. RERC/Secy/ Reg. 160- In exercise of the powers conferred by sections 43 to 48, 50, 55 and 56 read with section 181 of the Electricity Act 2003 (Act 36 of 2003), and all other powers enabling it in this behalf and after previous publications, the Rajasthan Electricity Regulatory Commission hereby makes the following regulations to amend the Rajasthan Electricity Regulatory Commission (Electricity supply code and connected matters) Regulations, 2021(hereinafter referred to as "the Principal Regulations"), namely:
1. Short title, applicability and commencement
a) These Regulations shall be called 'The Rajasthan Electricity Regulatory Commission (Electricity Supply Code and Connected Matters) (Second Amendment), Regulations, 2025.
b) These Regulations shall apply to distribution licensees including deemed licensees and consumers in the State.
c) These Regulations shall come into force from the date of their publication in the official gazette.
2. Amendment in Regulation 11 of the Principal Regulations
A. The Sub Regulation 11.7(d) of the Principal Regulations shall be substituted as under:
"Any outstanding dues against any permanently disconnected connection shall be recoverable from another existing/ new connection in the name of the Owner/ Occupier by serving a notice of thirty (30) days. An opportunity of personal hearing and reply of the notice shall be given to the consumer and thereafter, a speaking order shall have to be issued by the licensee after due consideration of the reply of the notice as well as facts furnished during personal hearing. No recovery shall be affected/ disconnection made, without the issue of speaking order. If the consumer is aggrieved with the speaking order, he shall be at the liberty to approach the appropriate consumer grievance redressal forums. " B. The Sub Regulation 11.8 (b) of the Principal Regulations shall be substituted as under:
b) An application for restoration of supply shall be considered:
| (i) | For Agriculture Consumers | As prescribed in the State Agriculture Policy |
| (ii) | HT/EHT consumers | Within 2 years from the date of disconnection |
| (iii) | For others | Within 5 years from the date of disconnection |
A connection shall be treated as permanently disconnected after expiry of the respective period of disconnection indicated above. Such consumers who are classified permanently disconnect consumers shall have to apply a fresh if connections is desired in the same premises.
C. A proviso shall be added below Sub Regulation 11.8 (d) of the Principal Regulations as under:
"Provided that applicant applying for reconnection will be considered as new consumer after expiry of period one year in case of HT/EHT consumers and two years in case of other consumers (other than HT and EHT) from the date of disconnection, if line material is removed by the licensee and has to bear the cost of line and plant."
3. Amendment in Schedule-I of the Principal Regulations
(i) A new schedule-I, 2A shall be added above existing schedule-I, 2.1 of the Principal Regulations as under:-
2A. Connection charges up to load of 150 kW to be applicable for domestic and non-domestic applicants whose premise falls within 300 meter of available 24 hour supply three phase LT network and for industrial and mix load applicants whose premise falls within 200 meters of available 24 hour supply three phase LT network.

1) In case of 11 kV oil switch / RMU is to be installed as per rule then same shall be provided by applicant and in such case Rs. 24000/- in place of Rs. 90,000/- and 34,000/- in place of Rs. 1,00,000/- to be read for DS/ NDS connections having CD more than 50 kVA, however, Supervision charges fixed @ Rs. 10,000/- will be charged towards switchgears, HT cable etc.
2) Apart from above, no supervision charges shall be levied.
3) RoW for laying of LT/HT cables and for erection of DP set shall be provided by the applicant.
4) The domestic and non-domestic connections premises which exist beyond 300 meter of available three phase 24 hour LT network and industrial and mixed load connections premises which exist beyond 200 meter of available three phase 24 hour LT network shall be released by recovering charges as per applicable provisions of RERC (Electricity supply code and connected matters) Regulations, 2021and amendment from time to time. Connections with load more than 150 kW shall be released as per applicable provisions of RERC (Electricity supply code and connected matters) Regulations, 2021 and amendment from time to time.
5) Other charges like Application fees, Security for meter and metering equipment, CT/PT set,plant cost in case of HT supply, Security against advanced energy charges shall be applicable as per applicable provisions of RERC (Electricity supply code and connected matters) Regulations, 2021 and amendment from time to time.
6) This clause shall not be applicable to premises which exist in colonies developed by developer /khatedar or in plotted development where pro-rata charges are being recovered as per Regulation 7.6 of RERC (Electricity supply code and connected matters) Regulations, 2021 and amendment form time to time.
7) This clause shall not be applicable to applicants of multistory buildings whose electrification is mandatory as per Regulation 7.5 (i) of RERC (Electricity supply code and connected matters) Regulations, 2021 and amendment from time to time.
413 राजस्थान राज-पत्र, जनवरी 28, 2026 भाग 7 8) This clause shall not be applicable to applicants of private industrial areas whereelectrification as per Regulation 7.5 is must or where actual pro-rata charges as per Regulation 7.6 are applicable.
9) If the connected load of industrial connections is more than 112 kW or contract demand is more than 50 kVA then connections shall be released on HT supply.
For other category connections with Contract Demand more than 50 kVA, the same shall be released on HT supply.
10) The connections in multi-story buildings in electrified areas with estimated designed demand more than 50 kVA shall be released as per applicable provisions of RERC (Electricity supply code and connected matters) Regulations, 2021 and amendment form time to time.
11) Connections in multi-storied buildings/flats which are constructed on plots on which initially lesser load was considered as no multi-storied building/flats were considered even though their estimated design demand is less than 50 kVA, where flatted development is made and individual flats/floor are being sold to multiple entities and more than one connections is required, then such connections shall be released as per the RERC (Electricity supply code and connected matters) Regulations, 2021 and amendment form time to time.
(ii) The heading of the Schedule-I, 2.1 of the Principal Regulations shall be substituted as under:-

Note:1) If the connection is not feasible from existing LT system and new sub-station to be commissioned then extension of HT distribution mains required, it shall be recovered from the consumer @ Rs. 150/ meter in case of single phase 11 KV line and @ Rs. 225 / meter in case of three phase 11 KV line. However, the cost of sub-station required, if any shall be borne by the Nigam.
2) Service line shall be provided by the Nigam. Where service line is not provided by the Nigam, then the Nigam shall provide the credit of 25% of amount deposited by the consumer as per Schedule 2.1 (a) above to the consumer.
