संख्या रा.वि.वि. आयोग/सचिव/विनियम/161:- वि(cid:217)यतु अधिनियम 2003 (2003 का 36वां) की धारा 43 से 48, 50, 55 एवं 56 सपठित धारा 181 (cid:217)वारा प्रदत्त शक्तियों और उस निमित उसे समर्थ बनाने वाली समस्त शाक्तियों का प्रयोग करते हये
ु , राजस्थान वि(cid:217)यतु विनियामक आयोग, पर्व
ू प्रकाशन के पश्चात ्, राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध मामलें) विनियम, 2021 (इसके पश्चात ् "मलू विनियम'' के रूप में संदर्भित) में संशोधन करने के लिये एत(cid:217)(cid:217)वारा निम्नलिखित विनियम बनाता है, अर्थात ् :
1. लघु र्शीर्षक, प्रयोज्यता तथा प्रारम्भण
(क) ये विनियम, "राजस्थान वि(cid:217)यतु विनियामक आयोग (वि(cid:217)यतु प्रदाय कोड तथा सम्ब(cid:217)ध मामलें) (ततीयृ संशोधन) विनियम, 2026'' कहलायेंगे।
(ख) ये विनियम राज्य में मानित अनज्ञप्तिधारियोंु सहित वितरण अनज्ञप्तिधारियोंु एवं उपभोक्ताओं के लिये प्रयोज्य होंगें।
(ग) ये विनियम, इन विनियमों के शासकीय राज-पत्र में प्रकाषन की तिथि से प्रवत्तृ होंगें।
2. मलू विनियम के विनियम 6 में संशोधन
मलू विनियम के उप-विनियम 6.13 के नीचे एक नया उप-विनियम 6.14 निम्नानसारु जोड़ा जाएगा
"6.14 -एचटी/ईएचटी उपभोक्ताओं को (िcid:217)व-स्रोत वि(cid:217)यतु आपर्ति
ू :-
एचटी/ईएचटी आपर्ति
ू की आवश्यकता रखने वाले आवेदकों को, तकनीकी व्यवहार्यता तथा सरक्षाु ू प्रदान की जा सकती है, जिसमें विनियमों के अनपालनु के अधीन, दो स्रोतों से वि(cid:217)यतु आपर्ति दोनों स्रोतों का एक साथ उपयोग अथवा स्टैंडबाय स्रोत के रूप में उपयोग सम्मिलित होगा।
ऐसी स्थिति में, उपभोक्ता को किसी स्रोत से शन्यू से लेकर अनबंधितु माँग तक उपयोग करने की स्वतंत्रता होगी। ऐसी स्थिति में, आवेदक (cid:217)वारा दोनों स्रोतों हेतु वि(cid:217)यतु लाइन अथवा वि(cid:217)यतु संयंत्र 457 राजस्थान राज-पत्र, मार्च 18, 2026 भाग 7
ू (अनसचीु ू -I) में विहित शल्कोंु के के विस्तार से संबंधित समस्त व्यय, शल्कोंु की अनसचीु अतिरिक्त, जमा कराया जाएगा।"
3. मलू विनियम की अनसचीु ू - I में संशोधन
मलू विनियम की वि(cid:217)यमान अनसचीु ू -I, 2.2(ख) के नीचे एक नया प्रावधान निम्नानसारु जोड़ा जाएगा :-
" बशर्ते यह कि यदि कोई उपभोक्ता दोनों स्रोतों के एक साथ उपयोग अथवा स्टैंडबाय स्रोत के
ू के लिए आवेदन करता है, तो उससे संयंत्र लागत (Plant Cost) सहित (िcid:217)व-स्रोत वि(cid:217)यतु आपर्ति का दोगनाु शल्कु लिया जाएगा।"

No. RERC/Secy/ Reg161: In exercise of the powers conferred by sections 43 to 48, 50, 55 and 56 read with section 181 of the Electricity Act 2003 (Act 36 of 2003), and all other powers enabling it in this behalf and after previous publications, the Rajasthan Electricity Regulatory Commission hereby makes the following Regulations to amend the Rajasthan Electricity Regulatory Commission (Electricity supply code and connected matters) Regulations, 2021(hereinafter referred to as "the Principal Regulations"), namely:
1. Short title, applicability and commencement
a) These Regulations shall be called 'The Rajasthan Electricity
Regulatory Commission (Electricity Supply Code and
Connected Matters) (Third Amendment), Regulations, 2026.
b) These Regulations shall apply to distribution licensees
including deemed licensees and consumers in the State.
c) These Regulations shall come into force from the date of their
publication in the official gazette.
2. Amendment in Regulation 6 of the Principal Regulations:
A new sub-Regulation 6.14 shall be added below sub-Regulation 6.13 of the Principlal Regulation as under:
"6.14 – Dual Source Supply to HT/EHT Consumers:-Supply of electricity may be provided to applicants requiring HT/EHT supply from two sources with simultaneous use /or standby source, subject to technical feasibility and compliance with Safety Regulations. In such case, consumers will be at liberty to use contracted demand either of the source from zero to contracted demand. In such case, applicant shall deposit all expenses towards extension of electric line or electric plant for both sources in addition to charges as prescribed in the schedule of charges(Schedule-I)."
3. Amendment in Schedule-I of the Principal Regulations:-
A new proviso shall be added below existing Schedule-I, 2.2(b) of the Principal Regulation as under:-
"Provided that if consumer applies for dual source of supply with use of both sources simultaneously/ or standby source, double the plant cost will be charged."
