जी.एस.आर.16 :-राजस्थान पंचायती राज अधिनियम, 1994 (1994 का अधिनियम सं.
13) की धारा 102 (cid:217)वारा प्रदत्त शक्तियों का प्रयोग करते हएु राज्य सरकार, राजस्थान पंचायती राज नियम, 1996 को और संशोधित करने के लिए इसके (cid:217)वारा निम्नलिखित नियम बनाती है, अर्थात ्:-
1. संक्षिप्त नाम और प्रारम्भः- (1) इन नियमों का नाम राजस्थान पंचायती राज ((िcid:217)वतीय संशोधन) नियम, 2026 है।
(2) ये तरंतु प्रवत्तृ होंगे।
2. नियम 285 का संशोधन.- राजस्थान पंचायती राज नियम, 1996 के नियम 285 के परंतकु में, वि(cid:217)यमान खंड (iii) के पश्चात ्, निम्नलिखित नये खंड (iv) और (v) जोड़े जायेंगे, अर्थात ्:-
"(iv) 8 जनू , 2016 को या उसके पश्चात ् नियक्तु ग्राम विकास अधिकारी की वरिष्ठता सचीू , भर्ती एजेंसी से प्राप्त योग्यता सचीू के आधार पर तैयार की जायेगी और अनकं पात्मु क आधार पर 8 जनू , 2016 को या उसके पश्चात ् नियक्तु ग्राम विकास अधिकारी के मामले में, वरिष्ठता उनके पदग्रहण की तारीख के आधार पर अवधारित की जायेगी।
(v) ग्राम विकास अधिकारी की वरिष्ठता सचीू राज्य स्तर पर रखी जायेगी।"

NOTIFICATION
Jaipur, June 04, 2026
G.S.R.16 .- In exercise of the powers conferred by section 102 of the Rajasthan Panchayati Raj Act, 1994 (Act No. 13 of 1994), the State Government hereby makes the following rules further to amend the Rajasthan Panchayati Raj Rules, 1996, namely:-
1. Short title and commencement.- (1) These rules may be called the Rajasthan Panchayati Raj (Second Amendment) Rules, 2026.
(2) They shall come into force with immediate effect.
2. Amendment of rule 285.-In proviso to rule 285 of the Rajasthan Panchayati Raj Rules, 1996, after the existing clause (iii), the following new clause (iv) and (v) shall be added, namely: –
"(iv) that seniority list of the Gram Vikas Adhikari, appointed on or after 8 June, 2016, shall be prepared on the basis of merit list received from the recruiting agency and in case of the Gram Vikas Adhikari appointed on or after 8 June, 2016 on compassionate ground, seniority shall be determined on the basis of date of their joining.
(v) that seniority list of the Gram Vikas Adhikari shall be maintained at the State Level."
