NOTIFICATION

Jaipur, August 04, 2026

G.S.R.39 .- In exercise of the powers conferred by section 102 of the Rajasthan Panchayati Raj Act, 1994 (Act No. 13 of 1994), the State Government hereby makes the following rules further to amend the Rajasthan Panchayati Raj Rules, 1996, namely:- 1. Short title and commencement.- (1) These rules may be called the Rajasthan Panchayati Raj (Third Amendment) Rules, 2026. (2) They shall come into force with immediate effect.

2. Amendment of rule 154.- In rule 154 of the Rajasthan Panchayati Raj Rules, 1996, hereinafter referred to as the said rules,-

(i) the existing sub-rule (3) shall be substituted by the following, namely:-

"(3) Where the highest bid amount exceeds Rupees Two Lakhs, the Panchayat shall obtain prior approval of,-

(a) the Panchayat Samiti having jurisdiction, if the amount does not exceed Rupees Five Lakhs;

(b) the Zila Parishad having jurisdiction, if the amount exceeds rupees five lakhs but does not exceed Rupees Ten Lakhs; and

(c) the State Government, if the amount exceeds Rupees Ten Lakhs. ;" and

(ii) in Note appearing at the end of sub-rule (3), for the existing expression "10,000/-'', the expression "2,00,000/-'' shall be substituted.

3. Amendment of rule 157- In second proviso to sub-rule (1) of rule 157 of the said rules, for the existing expression "Prashasan Gaon Ke Sang Abhiyan 2021 and Prashasan Gaon Ke Sang Abhiyan 2023,'', the expression "Grameen Seva Shivir 2026 or any Shivir or Abhiyan by any name organised by Panchayati Raj Department or Revenue Department," shall be substituted.

जी.एस.आर.39 :-राजस्थान पंचायती राज अधिनियम, 1994 (1994 का अधिनियम

,राजस्थान सं.13) की धारा 102 (cid:217)वारा प्रदत्त शक्तियों का प्रयोग करते हए राज्य सरकारु पंचायती राज नियम,1996 को और संशोधित करने के लिए इसके (cid:217)वारा निम्नलिखित नियम बनाती है, अर्थात ्:-

1. संक्षिप्त नाम और प्रारम्भः-(1)इन नियमों का नाम राजस्थान पंचायती राज (ततीय ृ संशोधन) नियम, 2026 है।

ृ (2) ये तरंत प्रवत्त होंगे। ु

2. नियम 154 का संशोधन.- राजस्थान पंचायती राज नियम, 1996 जिन्हें इसमें इसके पश्चात उक्त नियमों के रूप में निर्दिष्ट किया गया है , के नियम 154 में,-

(i) वि(cid:217)यमान उप-नियम (3)के स्थान पर निम्नलिखित प्रतिस्थापित किया जाएगा,अर्थात◌ः् -

"(3) जहां सबसे उं ची बोली की रकम दो लाख रूपये से अधिक हो,वहां पंचायत,-

(क) यदि रकम पांच लाख रूपये से अनधिक हो,तो अधिकारिता रखने वाली पंचायत समिति;

(ख) यदि रकम पांच लाख रूपये से अधिक हो किन्त दस लाख रूपये से ु

अनधिक हो, तो अधिकारिता रखने वाली जिला परिषद;और

(ग) यदि रकम दस लाख रूपये से अधिक हो,तो राज्य सरकार,

का पर्व अनमोदन अभिप्राप्त करेगी। 'ʼ;और

(ii) उप-नियम (3) के अंत में आयी टिप्पणी में,वि(cid:217)यमान अभिव्यक्ति "10,000'ʼ के स्थान पर, अभिव्यक्ति "2,00,000/-'ʼ प्रतिस्थापित की जायेगी।

3. नियम 157 का संशोधन.- उक्त नियमों के नियम 157 के उप-नियम (1) के (िcid:217)वतीय परन्तुक में, वि(cid:217)यमान अभिव्यक्ति "प्रशासन गांव के संग अभियान 2021 और प्रशासन गांव के संग अभियान 2023,'ʼ के स्थान पर, अभिव्यक्ति "ग्रामीण सेवा शिविर 2026 या पंचायती राजभाग 4 (ग) राजस्थान राज-पत्र, अगस्त 12] 2026 173 विभाग या राजस्व विभाग (cid:217)वारा किसी भी नाम से आयोजित कोई भी शिविर या अभियान, 'ʼ प्रतिस्थापित की जायेगी।

4. नियम 160 का संशोधन.- उक्त नियमों के नियम 160 में, वि(cid:217)यमान अभिव्यक्ति "10,000'ʼ के स्थान पर, अभिव्यक्ति "2,00,000/-'ʼ प्रतिस्थापित की जायेगी।
